25-0374. Proclamation - National Preparedness Month (5min)
The Board is requested to proclaim September 2025 as National Preparedness Month in Durham County as a time to raise awareness about the importance of being prepared for emergencies and disasters.
25-0451. Resolution - Honoring the Life of Thomas Henry Krakauer (10min)
The Board is requested to issue a resolution honoring the life of Thomas Henry Krakauer who made his transition on June 17, 2025. He was the long -time CEO of the North Carolina Museum of Life and Science and renowned for transforming the museum from a small, hometown institution to a leader among museums of science and technology. The beloved Butterfly House is one of the many expansions and improvements that came about via his direction. During his remarkable tenure, he also secured six National Science Foundation grants. After his retirement, he lent his considerable talents to helping establish and manage the Museum of Durham History.
25-0461. Authorize the County Manager to Execute a Purchase of Goods Contract with GreenTech Solutions Group, LLC for the 500 E Main Street Parking Deck Electric Vehicle Charging Stations in the amount of $75,684.65 plus contingency with a Not to Exceed amount of $80,684.65
25-0473. Approve Budget Ordinance Amendment No. 26BCC016 appropriating General Fund Balance Totaling $312,000 for the Cooperative Extension 4-H Program
The Board is requested to approve Budget Ordinance Amendment No. 26BCC016 appropriating General Fund Balance Totaling $ 312,000 for the Cooperative Extension 4-H Program. These funds were unspent in FY 2024-2025 and require reauthorization in the current fiscal year. This technical amendment supports Durham County ’s 4-H youth development program initiative previously approved by the board for 4-H Youth Programming.
25-0474. Approval of Property Tax Releases and Refunds for July 2025
The Board is requested to approve the Releases & Refunds for July 2025, which includes adjustments to the current year ’s levy as well as prior years’ levies. Due to property valuation adjustments for over assessments, listing discrepancies, duplicate listings, and clerical errors, etc. the attached reports detail monthly releases and refunds for July 2025. This month ’s report includes releases and refunds for tax year 2025 totaling $ 45,845.42. Prior tax years’ (2015-2024) releases and refunds are in the amount of $213,849.81. July 2025, releases and refunds total $ 259,695.23.
25-0480. Approval of a Letter of Support for a Feasibility Study for a Passenger Rail Station in RTP
The Board is requested to approve a letter of support for a feasibility study for a passenger rail station in RTP. At the August 12, 2025, Joint Durham County, City of Durham, and Durham Public Schools Board of Education meeting, a presentation was provided on the potential for a passenger rail station in RTP. As recommended by the Triangle West Transportation Planning Organization ’s Strategic Rail Infrastructure Study, rail service in the Triangle can be improved through an incremental approach including the study of new intercity passenger rail stations. The Board is asked to approve a letter of support to NCDOT to initiate the study of a new passenger rail station in RTP.
25-0437. Public Hearing to Consider the Naming Request for William V. “Bill” Bell Lobby (30min)
The Board is requested to hold a public hearing to consider naming the 2nd Floor Lobby of the Administrative I Building after William V. “Bill” Bell, former County Commissioner. During this public hearing, the Board will hear public comments, provide additional feedback and approve the request. The Board received a presentation from the Naming Committee at the May 5, 2025, Work Session which outlined the application process and recommendations. Upon approval of this request the Naming Committee will coordinate with the family on an appropriate date to plan the unveiling.
25-0475. Resolution - Supporting State Funding for the Supplemental Nutrition Assistance Program (SNAP) (10min)
The Board is requested to adopt a resolution supporting state funding for the Supplemental Nutrition Assistance Program (SNAP). The recent passage of H .R.1, or the One Big Beautiful Bill Act of 2025, introduced numerous changes to the Supplemental Nutrition Assistance Program (SNAP). One significant provision in H .R.1 is the shift of some SNAP benefit costs to the states for the first time in program history. The North Carolina Department of Health and Human Services estimates that this change will cost the state $ 420 million each year beginning in FY 2027-2028. If the state chooses not to appropriate this funding, SNAP would be eliminated, which would result in devastating food security and economic consequences for Durham and other North Carolina communities. This resolution calls for the North Carolina General Assembly to appropriate the necessary funding in the state budget to continue the SNAP program.

25-0479. Amend the Contract with H3 Cleaning Solutions in the amount of $7,774.40 for weekend Day Porter Janitorial Services at Main Library, for total contract amount of $421,276..43 for Fiscal Year 2025-2026, with the option to renew annually, as well as authorize the County Manager to execute future contract amendments if funds are available in the General Services Budget.
The Board is requested to authorize the County Manager to amend annual contract with H 3 Cleaning Solutions to provide weekend daytime janitorial porter services at the Durham County Main Library, in the amount of $ 7,774.40 for Fiscal Year 2025-2026, with the option to renew annually, as well as authorize the County Manager to execute future contract amendments if funds are within the General Services Budget. Funding is available in the current budget. The regular 12-month contract term (July 1 - June 30), contract total will be $413,502.03. This contract amendment will be an additional $ 7,774.40 for Janitorial Porter Services. On April 1, 2025, Durham County advertised Request for Proposals (RFP No . 25-043) for Janitorial Services on the eBid system. A site visit of the new facility to receive janitorial services was conducted from April 14-17, 2025, for interested bidders. By the May 8, 2025, submission deadline, nineteen (19) bidders responded . An evaluation committee consisting of six (6) Durham County employees reviewed all proposals and convened on June 18, 2025, to deliberate on recommendations . Following committee review, H 3 Cleaning Solutions was selected, and the Fiscal Year 2026 contract was fully executed on August 15, 2025. Since that time, the Main Library has updated its weekend hours of operation. To ensure proper custodial coverage during these expanded hours, there is a need to amend the existing janitorial services contract with H 3 Cleaning Solutions to provide a weekend day porter at the Main Library. This adjustment will allow the County to maintain cleanliness and operational standards in line with the library ’s revised schedule while ensuring continuity of services under the existing vendor agreement.
25-0482. Authorize the County Manager and the Stadium Authority to enter into a MOU with DPS - City of Medicine Academy.
25-0484. Approval of Annual Settlement of 2024 Property Taxes and Charge of 2025 Property Taxes to the Tax Collector
The Board is requested to approve the 2024 Tax Settlement and Charge the Tax Collector with the 2025 taxes. As required by G.S. 105-373, the Tax Administrator is herewith submitting the settlement report of 2024 property taxes. The annual settlement provides in detail the collection for the County, all fire and special districts and the City of Durham, BID, City of Raleigh, Towns of Chapel Hill, Morrisville and Cary during Fiscal Year 2024-2025. G.S. 105-373 (h) further authorizes the Board of County Commissioners to relieve the Tax Collector of the charges of taxes on classified motor vehicles that are one year or more past due. Additionally, the General Statutes bar use of any remedies for collection enforcement that is not instituted within 10 years of said taxes becoming due. Furthermore, pursuant to G.S. 105-321 (b), the Board of County Commissioners charges the Tax Collector with the 2025 Property Tax Receipts. The Tax Administrator requests authorization to relieve charges of taxes that are beyond the statute of limitations of 10 years and those vehicles that are more than two (2) years past due.
25-0486. Approval of Durham County Alcoholic Beverage Control (ABC) Board Chair
The Board is requested to approve the recommendation by the Durham County ABC Board to re-appoint Daniel Edwards as ABC Board Chair for FY 2025-2026.
