25-0089. Resolution - Celebrating the Safe Return of Keith Siegel to this Family (10min)

The Board is requested to approve the resolution celebrating the safe return of Keith Siegel to his family. Triangle native Keith Siegel was taken captive over 15 months ago during the terrorist attack carried out on October 7, 2023. The safe return of Keith Siegel to his family symbolizes not only his triumph but also the collective support of the Durham community and the broader North Carolina community.

25-0098. Resolution - Durham County Recognizing and Approving of the Durham County Official America 250 NC Committee (5min)

The Board is requested to approve a resolution for Durham County, North Carolina, supporting the America 250 NC committee for the United States semi -quincentennial (AMERICA250NC). Roy Cooper, former Governor of North Carolina created AMERICA 250NC to plan, encourage, develop, and coordinate the commemoration of the 250th anniversary of the United States. The heart of the America 250 NC commemoration lies within the county committees. These committees are dedicated to planning and organizing events, projects, and initiatives at the county level. They serve as the local conduit to statewide commemorative programming, amplifying the rich history of our state and local communities. They also seek to foster participation of a wide variety of local organizations and groups to participate in creating America 250 NC events and resources.

25-0050. Approval to Renew the Lease Between Mbaye Fall and Seynabou Mbengue, individuals D/B/A Thiosanne African Hair Braiding and Durham County for the Shoppes at Hope Valley, Suite 137 until October 31, 2027, at a monthly lease amount of $2,706.34 with a 3% annual escalation amount plus an initial monthly Common Area Maintenance Fee of $400/month.

The Board is requested to approve and authorize execution of a Lease Renewal with Mbaye Fall and Seynabou Mbengue, individuals D /B/A Thiosanne African Hair Braiding (Thiosanne) at the Shoppes at Hope Valley located at 3825 South Roxboro Street, Suite 137, for the period November 1, 2024, through October 31, 2027, in accordance with the terms and conditions as set forth in the Lease Agreement and Lease Renewal attached to this agenda item. This renewal will continue Thiosanne ’s tenancy under the terms of the original lease as previously executed by the County ’s predecessor -in-interest in the Shoppes at Hope Valley for a period of three years. This lease renewal has been reviewed and approved by the County Attorney ’s Office and is in proper form. The delay in seeking approval for this lease renewal is due to updates to the insurance requirements from the previous lease requirements to meet the County requirements. The Tenant was able to secure a Certificate of Insurance in January.

25-0051. Replacement of Steam Boilers at the County Detention Center

The Board is requested to approve a contract with O ’Brien Atkins Associates, PA, in the amount of $ 149,758.00 for design and administrative services for the replacement of two steam boilers at the County Detention Center. O’Brien Atkins is the engineer of record for the facility, they will provide capacity analysis, construction documents, bid support and construction administration. They will provide recommendations on boiler sizing for the current building capacity.

25-0056. Approval of Property Tax Releases and Refunds for January 2025

The Board is requested to approve the Releases & Refunds for January 2025, which includes adjustments to the current year ’s levy as well as prior years’ levies. Due to property valuation adjustments for over assessments, listing discrepancies, duplicate listings, and clerical errors, etc. the attached reports detail monthly releases and refunds for January 2025. This month ’s report includes releases and refunds for tax year 2024 totaling $ 773,183.74. Prior tax years’ (2015-2023) releases and refunds are in the amount of $ 79,513.62. January 2025, releases and refunds total $ 852,697.36.

25-0059. Budget Ordinance Amendment 25BCC073 Cooperative Extension to appropriate $241,500 of General Fund balance for a Welcome Baby Duke Endowment Grant

The Board is requested to recognize Budget Ordinance Amendment 25BCC073 Cooperative Extension to appropriate $ 241,500 of General Fund balance for a Welcome Baby Duke Endowment Grant. Cooperative Extension ’s Welcome Baby Program received a $ 241,000 grant from the Duke Endowment in May 2024 for its Fatherhood Initiative to Enhance Parenting Skills and Support Services for Fathers by Offering a Culturally Adapted Fatherhood Program. The BOCC accepted the Duke Endowment grant and appropriated the grant funds on June 10, 2024. The funds were not restricted in FY 24 and so the funds need to be reappropriated for the Duke Endowment grant in the FY 2024-25 budget. The grant implementation includes providing the 13-week evidence -based Nurturing Fathers Program (NFP) in English and Spanish twice annually over the next three years. Participants will learn in a father -friendly environment how to create safe, loving, stable, and nurtured families with positive discipline tools, effective family communication techniques to strengthen relationships, effective strategies for conflict resolution and problem-solving and achieve cooperation and teamwork in family life.

The Board is requested to receive the 2024 Durham Board of Adjustment Annual Report. Summary The Interlocal Agreement between the City of Durham and Durham County for planning requires that the Board of Adjustment submit an annual report to both governing bodies. Attachments 1. 25-0061. 2024 Durham City-County Appearance Commission Annual Report

The Board is requested to receive the 2024 Durham City -County Appearance Commission Annual Report. Summary The Durham City -County Appearance Commission is made up of 11 members: five are appointed by the City Council and six are appointed by the Board of County Commissioners. Its mission is to “cultivate visual appeal and recognize the benefits of good design, which enhance quality of life .” The Commission has completed its 2024 annual report, as required by the Interlocal Cooperation Agreement between the City of Durham and Durham County pertaining to the Appearance Commission. 25-0062. 2024 Durham Open Space and Trails Commission Annual Report

The Board is requested to receive the 2024 Durham Open Space and Trails Commission Annual Report. Summary DOST is made up of 17 voting members: eight appointed by the City Council, eight by the Board of County Commissioners, and one from the city ’s Recreation Advisory Commission. The purpose of DOST is to provide advice to the Board of County Commissioners and City Council on matters relating to open space creation, preservation, and trail development. The Commission has completed its 2024 annual report, as required by the Interlocal Cooperation Agreement between the City of Durham and Durham County. Attachments 1. 25-0063. 2024 Durham Historic Preservation Commission Annual Report

The Board is requested to receive the 2024 Durham Historic Preservation Commission Annual Report. Summary The City and County of Durham, as part of their Certified Local Government (CLG) status, are required annually to submit a report on the activities of the Historic Preservation Commission to the State Historic Preservation Office. Because the Interlocal Cooperation Agreement for the Historic Preservation Commission also requires an annual report, typically the CLG Annual Report has doubled as the annual report submitted to the City and the County. The Board is requested to receive the 2024 Durham Planning Commission Annual Report. Summary The Interlocal Agreement between the City of Durham and Durham County for the Planning Department and Durham Planning Commission (DPC) requires that the Durham Planning Commission submit an annual report to both governing bodies. The attached report was prepared by the Chair of the Commission in consultation with Planning staff. Attachments 1. Attachment A - Chair’s Report 2. Attachment B - 2024 Case Report Table 3. 25-0068. Adoption of a Resolution to Delegate Limited Authority to Sign an Option to Purchase and Contract for Real Property for a Transition House Operated Under the Durham County Justice Services Department

The Board is requested to adopt a Resolution to delegate limited authority to sign an Option to Purchase and Contract for real property. This authority is limited to the Durham County Senior Real Estate Officer for transactions on property to be used for transitional housing by the Durham County Justice Services Department. The Justice Services Department is seeking real property to provide temporary housing to up to six (6) individuals in need of their services who do not have alternate housing options. Due to the rapid turnover of available property in the Durham real estate market, the County ’s Senior Real Estate Officer may need to execute a Purchase and Sale Agreement and pay the associated due diligence fee in a timely manner, which would likely be before the next scheduled meeting of the Board of Commissioners. This Resolution allows the signing of such an agreement in close coordination with the County Manager, and notification to the Commissioners. The actual purchase of the contracted real property will still be brought to the Board for its approval as required by state statute.

25-0069. Budget Amendment Ordinance No. 25BCC074 Cooperative Extension to recognize $3,787.00 in additional Smart Start Welcome Baby Funding to Support the Program through the Remainder of the Fiscal Year

The Board is requested to approve Budget Amendment Ordinance No. 25BCC074 Cooperative Extension to recognize $ 3,787.00 in additional Smart Start Welcome Baby Funding to Support the Program through the Remainder of the Fiscal Year The Durham County Cooperative Extension - Welcome Baby Program receives partial funding from Smart Start through Durham ’s Partnership for Children. This program supports Durham families with children ages 0-17 by providing positive parenting workshops, safe sleep education, car seat safety, and direct services such as the Giving Closet, which serves an average of 100-120 children per week. The additional funds increase the amount to the funds that Welcome Baby had originally requested for FY25.
