good morning good morning everybody I know we're having fun it's it's a new year and everybody wants to get related to each other but to keep us on time I have to be the heavy and get us started and welcome to 2023 Board of County Commissioners meeting and we are happy to be here I don't know about you but I'm glad to see 2023 yes a lot of people didn't make it into 2023 and I'm just thankful to be here so I will begin with reading a public charge the Board of Commissioners ask its members and citizens to conduct themselves in a respectful courteous manner both with the board and fellow citizens at any time
should any member of the board or any citizen fail to observe the public charge the chair will ask the offending person to leave the meeting until that individual regains personal control should the corn fail to be restored the chair will recess the meeting until such time that a genuine commitment to the public charge is observed if you will stand with me and commissioner long if you will lead us in the Pledge of Allegiance plan Center under God indivisible thank you so we have a ceremonial item and before we do that I just want to for
this community just Express on behalf of this board the shootings that happened in our community um it just really takes my breath away that those kinds of things just continue to happen in our community I'm just send our prayers and choose families that those are impacting because it's not only impacting the immediate families it impacts the whole Community it impacts our children at our schools just it just does it just does I I don't know what else to say but it's not a good thing that this is continuing happening and
um guns are an issue the use of guns and how they're used and everybody has a right to have a gun with a second amendment but everybody don't have the right to shoot and kill another human being just needed to get that out thank you so we are excited today to bring before us the swearing-in of our new County attorney Alan Andrews the board is requested to allow chief justice chief district justice I don't know I'm calling you just a judge Clayton Jones is swear in our Durham County attorney Adam Andrews at this time I'd like both of them if they will come to the podium and began the oath

foreign good morning thanks so much for uh this opportunity I've shared individually with the board um my great honor that haven't been selected for this August position uh it still catches me um by surprise and I have all the emotions that anyone does even though I've done this since Jesus was in Bethlehem it still is a it still is is a is an experience to do this I look forward to working with the folks to my left and doing the good work that is required by the people of Durham and I eagerly take all charges that are presented to us as a team there's a lot to do I understand and it's serious work it's not easy work but I think together we'll be able to accomplish great things for the people this position is an honorable position and honorable people have done it before I recognize the Giant Steps that I'm
about to attempt to fill and I cannot fill those unless I have a great team and I know that many of that team are here I have met them all but have met a few but I know those who I have met and those who I will meet are great people and I look forward for us to work together before I say anything else I'd be remiss not to recognize a couple of people who are vital to the person that you see here first and most importantly my lovely wife Lynn Fuller Andrews who's there we've been together for 22 years legally and longer than that otherwise and she's been the great joy of my life and causes me to be who I am she herself is Afflicted with the condition of being an attorney she's general counsel of Sunbelt Rentals and the pride of our life our son Evan uh who's a sophomore at UNC Chapel Hill and he too is Afflicted with the bug so we'll see what happens in a few years with him so but we're glad to have him there my
A who's a good family friend who was here as well and friends to be met later anyway I don't want to be long-winded it's easy to do so when you have a mic but I just thank all of you for your support your prayers and with those we'll continue to try to do the good work for the people of Durham so I'm honored thank you foreign thank you attorney Andrews and I thank you welcome and welcome for joining us um Commissioners if there are any comments that you'd like to have at this time Jacobs I just want to welcome you attorney Andrews we're thrilled to have you here
foreign just excited for what lies ahead for for Durham County government for all of the I want to recognize uh there are a lot of attorneys here from uh the attorney's office who are here to welcome you and support you and we're thrilled to have you here thank you I will I will be relatively quick um I just want to say thank you for wanting to come and work with us here in Durham uh it is a heavy lift to support and be a public service in Durham but I I personally feel like you are prepared to lift heavy like everybody else that's sitting up here um to the community a lot of planning and preparation went into this a lot of hard work went into this so you are truly looking at the person that was meant to sit in this seat so as much as I'm asking my colleagues to support him I'm asking you to do the same

and our next item is our consent agenda and Commissioners we have nine items and at this time I'll ask the manager if she will go through each of these items and allow Commissioners to have any questions that they may have great thank you so much Madam chair and before I begin I would just like to express my extreme delight and sincere happiness to have our new County attorney Andrews here with us looking forward to working with you and while we don't look alike we will be siamese twins so looking forward to being joined at the hip and getting some great work done with you sir thank you thank you so we will begin with consent agenda item 220688 budget ordinance amendment number 23 bcc-00053 Public Health to recognize twelve thousand five hundred dollars from the North Carolina Department of Health and Human Services Division of
Public Health for tobacco prevention any comments or questions item number 220735 non-profit Grant agreement approval of forty two thousand dollars for Durham congregations in action to operate a food security micro grant program any comment or questions okay 220737 the board is requested to approve budget amendment number 23 bcc-00054 in capital project amendment number 23 cpa-00013 appropriating 349 810 of sewer utility Enterprise funds unspent restricted system development fee funds and transferring those funds to the hub RTP sanitary sewer and reclaim the water extension project
sc058 to cover the cost of system improvements and project cost increases as well as authorize the county manager to execute a contract change order with pipeline utilities Inc increasing the contract by 349 810 dollars commissioner Jacobs I just had a quick comment on this I really wanted to applaud the staff for being proactive on this item um I think in the long term this is going to save us money by piggybacking on the investment that we're making in Hub RTP if anyone has been spending time in RTP lately I've been doing physical therapy off of Page Road so I've been there a lot and just seeing the top golf going up and there's just a lot I'm going to
0 for Durham County to provide emergency rental assistance payments on behalf of the Department of Treasury
commissioner Carter yes thank you well it certainly um great news to see this item we know there's a tremendous need in the community for this type of emergency rental assistance and I I just wanted to be clear that um I'm understanding this correctly this is a a federal will we be federally reimbursed like are we loading up front with money from the fund balance that we will then begin to distribute but we will but we will be reimbursed by the federal government through the e-wrap program right any funds that we spend for the e-wrap program we will be reimbursed for unless we come to the board and ask to to provide additional funding that is not federally funded and when does the reimbursement occur now that I'm not sure of here's general manager for Community Health and well-being I took a quick scan to make sure we didn't have an
7 million and spent the majority of that in the 22 fiscal year and so this is just the continuation of that funding through NC Pro and it is done on a reimbursement model after since we have spent all but um 321 000 of that Advance received in 22 so now it will be conducted on a reimbursement model thank you so much that really helps clarify thank you very much and um thanks for all the effort and work that's going into running and managing
this program very important for our community and thank you Joanne Pierce I let me follow up with the question um would that also include um the requests that we got from um the Housing Coalition does that have anything to do with that as well just not Kaylee's shaking her head now no Madam chair okay thank you last year Jacob said something thank you um and Kelly I just had a question about are these do we have a wait list already for these funds like applications that have already been processed or is this going to be um are we going to be reopening the process our initial application process but now
6 million okay great and we have until September of 2025 to expend These funds okay well I I have a feeling it won't last that long and thank you and furthermore uh Vice
Jacobs uh these fines must be used for direct financial assistance including rent rental arrears utilities and home energy costs utilities and home energy cost of readers and other expenses related to housing and the remaining funds are available for housing stability services including case management and other services intended to keep households stable I do remember this money I do understand what this money is for so those are not my questions what I do want to make sure is that we make it very clear that our funding is separate and apart from that of the cities in the event they get e-wrapped to that has not been made clear for the community I don't know who and that's not on that you know that's not um an indictment but that needs to happen uh there are cities and counties that are doing 18 months worth of arrears there's
some that are doing 12 months forward nobody can even get an 18-month lease so I don't want that to be something that happens here so I would appreciate it um again outside of this I also brought it to the manager and um and finance officers attention over the break uh that their individuals making up their own flyers and sending them out about our programs which have not been approved by this board by this body or anybody that works here so I'm excited about this money this is a passion project of mine um but I want to make sure that if people come to us for help they know what the help is for they're not mixing it up with anybody else's stuff and we do not I repeat do not have any Bad actors out there making up their own posters about what we will do thank you so much to the staff but those are three things that we really need to lock down immediately especially after this meeting thank you to the program progress thank you

reporting for made in Durham the presentation will include updates on current initiatives like the Bulls Academy the opportunity youth collaborative and yeah NCI MP and back Okay so we have if who's going to introduce I think we have um Andy Miracle is here to do the introductions uh the goals of the Bulls Academy Life Sciences are in a line aligned strengthen and scale the current system and supports Durham residents in obtaining a life science credential and career that provides a higher incomes essential to their ability to create wealth in
this community so Andy I'll turn it over to you and let you do the introductions great good morning uh commissioners excuse me Commissioners into the Deus uh Casey and your team you can go ahead and take your seats and I'll just start introducing the item while you do that Andrew Miracle director of Economic Development with Durham County what I'd like to briefly do today is just provide a little bit of a retrospective for some of the activity that brought us here today and prepared us for this moment in June of 2020 Commissioners heard the first presentation on the biotechnology career pathway this included a number of our partners like DPS and Durham Tech Merck joined us as well but most critically we had Laura Raleigh and NC biotechnology Center here with us they have been a critical partner in this role in establishing bulls and making it what it is today later that month the board approved sixty thousand dollars for an Eda award that eventually brought in two hundred and forty thousand dollars so we had three hundred thousand dollars going to Durham tag for aseptic
lab equipment April of 2021 we heard the first Bulls presentation again featuring a number of core partner there's like a maiden Durham kbi biopharma but we critically heard from the president of Durham Tech JB Buxton at that meeting where he identified a number of resource needs like the new life sciences facility that has since been approved in the Bond as well as stipends over the last two years Durham County has provided over has provided five hundred thousand dollars for stipends as well as money to move campuses down to the main campus and additional resource needs in May of 2022 Commissioners approved the County's ARP framework that includes three million dollars for Workforce Development most of which is directed towards polls and that proposal is in process the Bulls team has been meeting for nearly three years now and that includes founding members like the greater Durham chamber as well as the city and other partners that have been mentioned today I think most critically what I'd like to point out is over the
last four years Durham County has recruited nearly 4 500 Life Sciences jobs that really drive the need for this work so we're doing the recruitment work and we're doing the Workforce Development work here and so at this point I'd like to turn it over to Casey and Maiden Durham who really serve as the backbone for all of this system creation that is occurring thank you thank you very much Andy uh good morning Commissioners it's a pleasure to be here again and see all of you I think a lot of you are really familiar with uh generally what we do but we're super excited uh to be here today and give you some really in-depth information about what's gone on over the last 12 months let me Begin by introducing a colleagues here at the table with us I'm sure all of you know David Dotson former CEO of MDC we consider David the founder of made in Durham he wrote the original a study that got us started gosh seven years ago now and he remains on our board of directors and serves an incredibly important capacity as chair of our program and development committee
along with by the way Dr Soul who's also on that committee as well that really looks deeply into the work that we're doing the programmatic initiatives and work that we're doing to really keep us focused and and looking at where it is we need to go also to my left here is Dominic Oliver Dominic is our director of systems and initiatives um Dominique has been here before many of you might know him he's one of the few original made in Durham actually Dominique and I started actually on the same day at made in Durham and he now oversees all of the systems work that we do here in the organization very specifically has run all of our opportunity youth collaborative work and done a lot of work in there and he'll be addressing that today and so what I did want to do is before we get started is also do a few important I think just context conversations uh give you some points first and foremost I also want to introduce the rest of the team that's here with us here today look and see we have an incredible team I sit up here quite frankly as the person whose job it
is is get them everything it is they need to do the incredible work you're about to hear about these are our content experts that are really doing this work today and I wanted them to be here not only to meet you but you have the opportunity in the Q a piece to actually have conversations with them they can go really deep and give you a really good sense of where it is that we're at with us here today as roxella's Morales Jones also Therese day Stephen Kennedy and um Jasmine Jasmine say hello Jasmine is our latest addition to the team uh guys and I really wanted to introduce her because she is our brand new success coach that we have brought on for specifically this program for specifically these academies I think we stole you from Wake County did we not Jasmine yes yes we did so we're also very proud of that as well so this is the team today that'll be part of the conversation um in the Q a piece what I also wanted to do is say to you a few key things before you see this uh presentation um number one is that we all we're going
to talk about made in Durham and the Bulls Academy is though it's us right you heard uh Andy in the beginning the maiden Durham team is a large collaborative of organizations and a large collaborative of people please don't lose sight of that when we talk about we and as sitting up here we have a we have a great team you heard Andy say the Bulls initiative Partners still meet every other Monday and the Bulls academies team also meet every other week together separately so this isn't a come together talk about it go away this is a Continuum of conversations moving forward on this secondly I also want to say that this doesn't happen specifically without Durham Tech uh leadership this we what we're creating is this system is very different than what community college's tradition only do and we have been incredibly lucky and grateful that we have the leadership at Durham Tech that understands that and is willing to bend initiate create do what it is we need to do to actually make this work and I think you'll hear David
talk a little bit about that later in terms of this is not traditional Community College work so we are so grateful that we have this incredible team just as we have here they've assembled a Bulls team inside Durham Tech as well that works with us JB and Dr battle very very supportive of this work um SEC and then also on this I just want to say when and many people have heard me say this we are everything you're about to see here are two really important things everything you're about to see I want you to put into context did not exist 12 months ago did not exist 12 months ago were there pieces here and there where there's a course coursework here or something here yes but as a cohesive knitted together system with a whole bunch of additive pieces didn't exist 12 months ago so I tell you that because we're going to talk a lot about what we refer to as the below the line work it's all that work we have to do to be able to produce the above the line results and it's really been I think amazing what we've been able to do and finally we have not been able to do that
would not be able to do that if it not weren't for you all here I say that not seriously from when I speak about this work and I get asked by the way now to speak about the Bulls initiative all the time and I say to them our commissioners not only gave us the original money to get it started but they also funded the original funding for the stipends for us to try this based solely on a pilot that had five students but really believed in this they're blown away they're absolutely blown away and say how do I get your Commissioners to talk to my Commissioners so I just want to make sure that we say that we don't at the maiden Durham take any of that for granted so just a few of those things before we we get started here today what we're going to do is we're going to give you a real quick overview of the opportunity youth collaborative and specifically how it imp was involved with the NC impact my future NC which Dominique oversaw all this last two years we're going to talk to you about where we're at on the Bulls initiatives and end with where we hope to be going on the Bulls initiatives over the next two to three years we're going to try
and do that quickly really high level quick that's why I'm up here I'm the speed talker you all know that um to get us through this as fast as we can but we hopefully leave time for a lot of q a by all of you and with our staff here that really are the content experts here I want to join a real quick slide to remind everybody of who we are and how we got started you all know this but I just wanted to show you the work that we have been doing since we began in 2015 which really was started out to do heavily opportunity youth got actively engaged in DPS around career awareness and what needed to happen there and then really started getting into the Bulls initiative when uh right before covet hit we had started to have conversations around what we had to do for a talent pipeline for life sciences and then when covet hit we took the opportunity to really create Bulls I remind you that we were here as you heard from Andy our first our first pilot ended in December of 21 five youth we didn't have a system we spent a couple of months putting that system together and in this past year you'll
see and hear about three cohorts that we have put through the program um and we're able to put through the program as a result of stipends that you provided so with that I'm going to ask Dominique to talk to you a little bit and give you an update on our opportunity youth collaborative do you want this or just me to okay all right um so as you guys may or may not know we were part of the NC impact initiative that came out of the governor's office it was led by the UNC School of government their current rendition of that is the NCAA cross 100 we were part of the original pilot which was called the NC impact initiative with that initiative they took 15 collaboratives from throughout North Carolina most of the collaborators were multi-county collaboratives Durham was its own collaborative so the point of made in Durham doing the NC impact initiative is that the basis of our work is opportunity youth so what we have done as many endurance we use National models we use National research to really try to say
how do we impact our opportunity youth what this gave us an opportunity to do was to break that down further to say what is North Carolina doing to help opportunity Youth and where is Durham counties currently at so what you'll see is my future NC puts together County um county attainment numbers and they talk about where your county is currently located and so this is where we're at with Durham so as you can see the impact of covid has been major for every County every state but Durham County is affected in some very specific ways and this is what we're looking at here what we did with the NC impact initiative was we put the chamber the County DPS Durham Tech made in Durham and some of our community-based youth serving organizations together to try to establish a way of working with opportunity youth it does lead us directly into our Bulls initiative and
it also leads us to where we think we're going from here so as you can see we did take a ton of Partners and we also have the county attainment profile sheet which I can provide everybody to just give you a more in-depth look at this um but as we started to look at what was going on in Durham we did realize that we just needed opportunities we needed established systems we needed a way for our opportunity youth to connect back into our system and so we felt like Bulls was the best way of doing that what we did find is that we have to look at other Industries as well which is really where like our next steps are with our NC impact initiative and our opportunity youth collaborative um excuse me thank you for that Dominique uh appreciate that so basically what we've learned in this process is we're on we're on track we know where we're going we know what the big hurdles are um and how do we connect that now to this the work that we're already doing to ensure that we're able to take
opportunities and I I think all of you will know this but I'll just for sake of the audience opportunity youth is defined as youth between the ages of 16 and 24 that are neither in school nor working right so they're disconnected youth um and we add to that what we believe to be at also at risk to be not in school or not working um and so that's the population group that we we really aim for uh where we're playing in this space and there's a lot there's a there's a ton of non-profit organizations enduring that play in that space and that's what Dominique and his team was doing how do we how do we Channel them how do we Channel them making sure that we're all and having the resources that they need and have the same attainment goals um for that those youth and that's what we've been working on over the last two years with that group moving forward so getting into the Bulls initiative I'm going to hand it over to David Dotson to talk a little bit from the program and Development Committee of the board of directors of made in Durham to give you a sense of the work and how we've been
viewing this work over the last year David thank you good morning David thanks thank you is that better that is you now hear me thank you thank you good morning everyone it is a pleasure to see all of you and to give this very upbeat report what I'm going to share are some pictures so some Frameworks because I think giving you lenses to examine data and performance can be very helpful here then I want to share the strategies that we are employing to move young people in Durham into what have been called life-altering opportunities and we will do that by giving you an overview and then showing you some data and then we want to share the lessons and observations that have come from this year of intense activity what is working where challenges remain what needs to be
done so I hope by the time I finish that you get some pictures that are Frameworks that will allow you to continue to interrogate data and experience you'll see what has been happening in very powerful and positive ways not only to participants but to key institutions such as Durham Tech which are changing their practices to build the systems that can connect Durham young people to opportunity that is the end goal changing systems to create outcomes at scale then you'll hear an honest review of our lessons and results and our sense of next steps I wanted to show you that as we've organized this year and made in Durham we have created a program and development committee that is filled with um wonderful I would say luminaries from within Durham from all sectors so we have private sector public sector Community sector these folks who are
members of the board and members of the community of Durham are helping us shape and refine the strategies you'll hear about and we think this is is important because the more people we get involved to shape the program The Wider the reach and the more inclusion we can go to the next one so the Bulls academies are our effort to make sure young people in Durham who otherwise would not be prepared are connected to the credentials and the opportunities in life sciences which we've already heard are as we know a burgeoning area but it's very important to make a distinction between the presence of opportunity and the belief in the on the minds of young people that those opportunities exist for them right now we still have parallel realities we have the opportunities they're wonderful in the minds of Durham's young people particularly people of young people of
color but not exclusively do they think these opportunities are are life-changing for them or are they something that exists separate from them we're chipping away at that problem because unless that that connection is made and felt all of the investment that is being put forward will not result in the transformation of the lives of young people and in their future and that is why we are here to make those connections so um we knew we had to make strong connection systemic connections to the life-altering opportunities in life sciences and find those sectors that have low barriers to entry potential for progression High wages and um a culture that could help young people advance so what we are trying to do is create structured access and
preparation to Future opportunities and you'll see how we are let me stress beginning to realize that aspiration we're going to come back spoiler alert and say we're beginning one of the next challenges is how do we scale what we do so be prepared you will have a scaling opportunity to interrogate at the end of this but we're very proud of how we've gotten started so this work um as as we've begun to explore it we've used this this framework which I think is helpful if you start we're going to pretend we're reading um Hebrew start uh on the right and move to the left but what this chart says is there are many types of problems at the bottom right are obvious problems think about this how do I change the oil in my car we know what involves we know the pieces you do it's a simple procedure there are a lot of problems that are obvious connecting Durham's young people
to Future opportunities that may not see belonging to them is not an obvious challenge so the next degree of challenge is something that's complicated think about this is you have to rebuild your engine in your car yourself there are handbooks there are places you can go to school it's complicated but not imp possible when we started with the bulls initiative we said This is complicated but there's a pathway there's a way to do it there's a Playbook we found out there is not a Playbook there are plays but there's no book and we have to put those pieces together so we found out that the work of building a system that could engage young people to see possibilities move them through our life-giving community college system in new ways and get them to the end was complex and complex work does not have a Playbook it is not something where there's a best practice
complex work involves experimentation probing learning from lessons constantly applying lessons and a continuous Improvement mindset and then scaling from that That's The Story You're going to hear so I want to share this because you could say well hasn't it taken a long time for me to in Durham to get here um perhaps it has but the work of working through complexity is inherently difficult and we are making progress on it so again you will hear a story that we probe we experiment we extract lessons this remarkable staff takes those lessons and applies them to each subsequent cohort of participants and that's the way we are iterating towards social change so I just wanted to share that next picture Casey mentioned and keep this in mind because I think this
this can help you see where and how we're making progress and again ask us questions about can we go faster this is a framework from Susan wisely evaluator director at the Lilly endowment and it's a simple chart that's I think helpful it's called a below and above the line chart the horizontal line is time going from the left which was 2015 to the right which uh is 2026. and you'll see a diagonal line in intersecting that underneath in that triangle underneath the timeline you see below the line activities and that's what we have been engaging in for the last several years and made in Durham building relationships Building Systems cultivating non-profit Partners making the case for the kind of work we are doing that takes time to lay those formative foundations that are necessary
to yield results now you see it 2021 we've begun to emerge above the line and we're seeing real changes for real people in real time the point of this chart is your investment and our work were critical to do that below the line work which often is invisible but it's absolutely necessary to produce people results now we're getting those above the line results the question we ask ourselves is how can May in Durham get above the line results quicker faster and for more people and that's what you will hear in the stories that we're about to develop but keep this in mind because we're all asking ourselves what have we been doing where's the evidence of change there's a lot of evidence in below the line cultural shifts and practice shifts particularly in Durham Tech and you'll hear about that from our colleagues there are also
been shifts in our non-profit Community as they understand the payoff of connecting their constituent young people to these opportunities so a lot of culture and expectation is changing before we see people beginning to move and that's part of the big story we want to tell next slide so what has that below the line work been building understanding and support generating resources from a variety of places and Casey's correct you were the seed corn that allowed us to grow and build get Federal resources and increasingly deep philanthropic resources and then finally as we'll see in the next slide building out a three-part system which will be the talent development system and the opportunity connection system that made in Durham has promised here's what that system looks like there are three pieces each is important on the front end Community engagement and we have our
community engagement Specialists here how do we light the fire and build the understanding in Durham young people that those 4 500 life science careers are in part for them not for somebody else but for them and that means Outreach that means cultivating expectations and you will hear that one of the the things we learned in this pilot year is that probably less than fewer than 10 percent of our Target young people even know what life sciences is so here we have this mystery opportunity life-changing sector that isn't even on the radar screen of young people and their families unless it gets on the radar screen nobody's going to move through this pathway so Community engagement is critical at the center is the education experience and this is really the place where the Deep partnership between Durham Tech and made in turn plays out
getting coursework developed and refined that links to life science employment building Support Services both academic and in terms of Life challenging life challenges supports so that students don't have to be derailed by coursework they may not have mastered or by life's interventions I would also say in the education experience comes work on procedural barriers because Durham Tech and thank you you appointed me for two terms as a board member at Durham Tech so I love the place and I know about it organizations have ways of working this is a new way of working for Durham Tech and Durham Tech has been very responsible in changing the way it works as it participates in this complex work so part of the education experience is getting Durham Tech to understand the important of success coaches getting
them to understand the value of stipend changing their practices so they can be that critical part of the infrastructure and that they have done on the far end is Corporate engagement and this will be a priority for our coming year how do we get corporations and particularly the the HR culture to be a fully accepting and welcoming in an aggressive way to the folks who move through this system because we need all three parts of this Awareness on the front end success in the middle and finally traction at the employment end to deliver opportunities at scale so this is the picture that you will continue to see and that we will continue to report on and that I hope you'll continue to ask about what's going on to improve Community engagement and understanding particularly among young people who don't have a clue about these opportunities how is education and
the support services how are those coming together how are they working what more do they need to work better and are our corporate Partners fully engaged in connecting and advancing the young people who I must say very diligently are applying themselves to master the education experience only a few more slides so this let's look down at the bottom I mentioned continuous Improvement and and learning from each cohort there have been three cohorts so far and you'll hear from our wonderful staff that each at the end and during each cohort the experience of doing generates lessons which generate ideas for how to improve the next cohort so we have seen that we have learned a lot about success coaching a lot about the importance of addressing academic barriers but also life barriers and also as I mentioned a lot about how to navigate and push on our institutional
Partners so they have fewer trap doors for young people who are trying to make progress so that's an overview three pictures this is complex we're building a hydrogen engine for your car not just changing the oil um we've done our below the line work now how do we get to our above the line work faster and then how do we get systemic results at each of these stages so we can continually improve and reach that Target of 4 500. thank you thank you I do some at this point going to go through each of those three buckets three blocks that David just talked about and give you just a high level of what goes on there I'm starting with education because that's where we started even though Community engagement obviously is the first piece education is actually we have found the education experiences actually has driven more than we originally anticipated what it is we need to do on the on the community
side and the corporate side so we spent a lot of time on this when I say this didn't exist um sure there is GMP sop bio work courses non-credited this is on the non-credit side of the house that's why this change is really really important because non-credits side of the house is just that it's a course you take a course it's not a I'm going for my as degree and they heard the six courses that I take we had to create that coursework we had to create that cohort model and here is the here are the three courses that you take if you're going to participate in the Bose Academy in order to get the most marketable skill sets to get a position in the Biotech Industry the exam certification is what we're the Ultimate Prize but let me tell you uh ladies that passing the coursework makes you very marketable very hirable passing the exam which is a separate State industry exam separate passing the state exam gets you to the front of the line at a higher wage rate okay so none what we you will see what we talk about
this is what we've learned is what David actually has helped teach us is that success for us is progress and progression and we track progress and progression along the way of this process on the education process to understand why the progression stops or gets halted or gets kept it slows down and what does that mean what does that mean about this education experience that we have to fix or adapt to in order to make that happen better so this is where a vast majority of our work has happened and recently we just executed a new MOA with Durham Technical Community College which now gives us access to the real-time data that we needed and I'm going to give you an example of that at the end when we talk about some of the things and why that really matters but you can imagine just the amount of time it takes to actually create the roles and responsibilities here and who does what for something that really doesn't exist but this is a high level example of what that looks like in terms of the coursework and the support services the support of coursework and the support
services as a collaborative execution between Maiden Durham and Durham Tech so some of these things Durham techs provides some of these things made in Durham provides and that was a learning experience for us learning and understanding which of these things made sense for them and which didn't they weren't good at and necessarily success coaches is a good example we brought on our own success coach because in the end in moving forward we understand that how well we do success coaching up front in the community engagement piece really matters so that becomes our responsibility to help community-based organizations understand that work and get better at that and upskill them in that space as well so our success coach is not just for the academies it will also be for our community work as well most importantly you will see at this top box the most important things we learned in all of this is everything we do in all three of these boxes is knitting the individual partner organizations departments and staff into one intentional collaborative system of understanding what we're tracking
progress and success for each cohort of students in Durham tech there are seven six seven different departments that are somehow engaged in this from the business department and the resource department and the instructors and the success you know the resource programs there's a lot of departments what they don't normally do in non-credited courses is knit that together as a team that works to make sure that each student is successful so that's the kind of things we've had to do is bring everybody knitting it and bringing everybody together to make sure that everyone is successful on the community engagement side I think one of the this is by the way one of our um most important pieces moving forward for next year we were successful in securing a build-back better Grant with the NC biotechnology Center in the amount of eight hundred thousand dollars of which six hundred thousand dollars will be dedicated to going to community Durham community-based organizations to help us identify recruit and support students into this program into these academies right as we talk about scale
later on so when we when I said to you that it's really important for us to have our own success coach one of the things that we have identified we've spent a lot of time in this piece and identified that there is capacity issues and there is upskilling issues and that our community-based organizations are at a variety of skill levels um and that we have to be the organization that really helps bring that skill level to a to a point where they're able to work with this program with us so that is a big piece of what it is we've been going to do and we've we've interviewed probably 50 non-profit cbos this past year understanding what their needs are we hope just four days ago staff don't even know this just four days ago we executed the agreement with the NC biotechnology Center so we now can get started on this of course you know it takes a while to do that and so all the work that we've been doing and figuring all of this out we believe we should be able to be in an RFP process by the end of the first quarter of this year to have that money out on the streets and where it is that we're going really really important and again in hindsight probably best that it
didn't come first education did because we've learned a lot about how we need our how to partner with our community-based organizations as a result of the cohorts that we've done so far and and what really matters in that space we also believe that we'll always have made in theorem will also have a recruitment role that doesn't ever go away we we will have to sit on top of that just because of the Myriad of organizations in Durham that will play in that space we'll always have a recruitment role Stephen behind us here actually does that right now actually goes in because we don't have that official program he's the one that does all that recruitment for all these cohorts that we have which by the way we have three completed and two that begin you'll see in a minute one in January one in February so we are in constant recruitment mode um and by the way I also want to point out uh commissioner Jacobs you made a big point when we read it into the minutes one time in a meeting that I was here about we were recruiting for it and that is very helpful for us we do get responses as a result of of those kind of people telling people about this information and it is and it's going on
the corporate work is something we're just going to get heavy deep into next year one of the things I learned at being at the Chamber of Commerce early on is to not engage corporate too deep until you really have a lane for them what is the exact Lane they look at you and say okay what is it this is great Casey what what do you need from me right so we really wanted to understand what that is we will begin that in 2023 we have incredible corporate representation on David's committee um including the NC biotechnology Center CEO and Dr Millicent Ruffin Dr Ruffin is a racial equity and social justice uh director for Corning worldwide she's really interested in this program raised her hand right from the beginning she goes I got seven eight locations across North Carolina I need you to find I need you to make this work Casey and I'm here to help it with it so um we're going to be doing all of these things you see right now there's two pieces to it there's the external piece that their staff can get involved in get out in the community our awareness related activities and then really important David talked about is that internal work how do we get them understanding that that not only do we
need them to hire them we need them to support them at once they're hired moving forward so there are where we've got some plans put together for that this upcoming year so let's get into the cohorts real quick we've committed you all remember the pilot the five students that we've done we've done three cohorts you can see there's a the pilot ended in December it took us a couple of months to get the roles responsibilities the systems how do we get started then to go out and recruit get people into the program so we ran three cohorts literally back to back to back as you can see the the program is uh 12 weeks roughly 12 weeks in the program and so you can see uh these Court the three cohorts just graduated uh September Is a Graduation October is a graduation and December just had the December graduation we have a total of as you can see in this program 22 Females of color one white female 18 males of color we are currently recruiting for cohort four and cohort five and I don't know those numbers Stephen could certainly tell you that in a minute when we get into
question and answers but those are you've seen the results of one the pilot we want to share with you what we've learned in one two and three at this point so some again remember we're not just saying how many graduated we're saying how many persisted where do we keep them where do we lose them why do we lose them and so we really really remember that secret sauce slide we really look at that constantly and say to ourselves how do we fix that for the next cohort and that team Durham Tech and Durham team immediately changes things and takes it into the next cohort but I'm not going to go through all of these but you can you heard David say big high takeaway for us there's no they have no idea what life science and biotech is none whatsoever the level of awareness is really really small we do know that and we also learned that we're going to have to do some serious work with our community ecosystem Partners to help them provide capacity in the in the skill sets to help um recruit and and support students through this program we've learned a couple of things about
the participants that working students struggle more we do we strongly urge them not to work full-time we debated long and hard because of the stipend not to require them to work our concern was that if we did that and they quit their job and they didn't weren't successful then they had to start all over again so what we do is really push them to do part-time as much as humanly possible and use the stipend to offset that we've changed the stipend procedure twice to fit the need of the student I think we have a really good system now as a result of doing that we've learned on the education experience that math example math assessments matter and I'm going to give you one example right now one example right now of how we've learned to do right so now that we have an agreement with Durham Tech and we're actually able to proc look at the progress of each individual student we actually know we do math assessments at the beginning we need to do that to see where they start this initiative here's what we now know we now know I'm just going to give you one example of what it is how this this team thinks about this
work we now know that if you take a math assessment and you don't do well on the fractions you're going to struggle and work week three and four so now we know we we need tutoring for you right from the beginning and we need an intervention plan and we alert the success coach that this is also going on so that's the kind of smart analysis that we constantly are doing and now but we don't know didn't know that in the beginning we learned that as we go through this process and because of the team we put together and we talk about iterating we're able to do that for the very next cohort the very next cohort of people that we're engaged with you can see up there some of the things that we need we definitely know we eventually need more Pathways not everyone is interested in life science not everyone is matched well to do life science we also know that females participate at a higher rate and are more successful than males are Although our last cohort we had a commissioner Burns I want you to know we had more mail than females in that last one and we're successful and I hope we're are we looking at the pdf version Monaco or the PowerPoint oh good then I'm going to be able to show you a little a little 30 second snippet of one
of our male successfuls and then we also found out that a third of those are pregnant that actually enter into our program and that was surprising to us we didn't I don't know why what we didn't think about that we do do exit interviews uh an exit analysis uh with all of them and what we find is number one is that most of them uh think that that's a it's a good is they have the time to do it it's good they don't to get the stipend and not have to work full-time they can actually enter into the program participate in the program and they have the time to really appreciate the program and they also have for the first not safe for the first time in their life I shouldn't assume that they also have a much higher priority for a good sustainable life now that they're pregnant and that matters to them and they come to the program we've had a significant third of our successful of our successful candidates in the program participants have been uh pregnant females and you can see that data sharing is really really critical to what it is that we do so let's talk about the actual results itself before we do that I want to talk to you about when how we what the
terminology I'm going to use here okay because it's different than Durham text terminology Durham text terminology is you enroll for the program you either you either can you you can withdraw from the program during the withdrawal period and then you either successfully pass or you don't okay that's not ours what ours are are you're enrolled in the program you've completed and passed the program you've completed but failed the program you withdrew or you dropped out because they We call we track everyone so Dropout is you missed the withdrawal period but you don't finish right you choose to most times quite frankly just ghost us you know just don't show up um so in this process but we track each and every one of these to figure out where why why we're doing that so when we talk about completed I we want to be very clear we do track completed and passed and completed and failed and what we mean by that is they did everything but they didn't meet the past requirements okay there's 10 elements to
pass the program um and you could pass nine out of ten and still fail okay so I want you to understand that that's why we we track it to see that progression so how we've been doing this is the culmination of all three we've had 67 that have actually filled out yes that we've gone and talked to and they said yes I'm interested and filled out a form yeah I want to participate we've had 46 of those actually participate in orientation selected into the program and participate in the orientation we have 41 of those that actually registered for the program because remember getting in the program you still have to register these are non-credited courses for each individual class so we had 41 of those 46 that after going to the orientation said yeah I'm going to register for the first one we had 38 that completed it and we had 25 of them that passed it now it's important to know that this first course is gmpsop it's it's it's it's shorter term it's not the main course but it it adds value to you as an individual to
have taken this course and actually passed it General manufacturing practices standard operating procedures okay Industries look for this you are not required to pass this class to take the next class right so you're now able to go on and continue the main course is course two you can see that of the 38 that completed it 34 decided to keep going of those 34-28 completed it 18 of those 28 actually passed the course they passed all 10 of those requirements okay you can only go on to course three if you've passed course two course three is really just getting you at this point you've passed you've passed by work you now are marketable to go get a position in life science however to make you really marketable you want to sit for the state exam which gives you an industry certification as a line technician this is It's a coveted industry industry certification so we then take them through a boot camp to get them ready to take the class take
the exam then they take the exam we can tell you once we have them they everyone completes the class everyone registers for the class we don't have final exam numbers because of the once you sit for the end as it takes us on you know anywhere from two to six weeks to get the results so we don't have final numbers on that we're running the first cohort we're doing we're running the first two cohorts we're doing we're running approximately 50 percent but we've gotten better at everyone the first one zero past second one fifty percent passed we don't know what the third cohort is because every time we do it we get better at how it is that we're getting uh and able to do that but we won't get that data um uh um hopefully we'll get it this week and be able to give you that information what we also want to do is and I'm going to ask David to talk a little bit about this we automatically say well how does that 53 percent of passing bio work that makes you marketable how does it what is that what's the how do we judge that is that a good thing or a not good thing so what David has explained to us in this
work is that when you start in this work especially with the targeted population that we have um right now we want to compare that to the general population pass array right because bio work is a program anyone can take at Durham Tech and a lot of people take it we spend a lot of time before we figured the academies out we spent a lot of time pushing people into the general program right um so what we do is we look at how does the general population do in passing this work coursework versus our population and passing this coursework and in this area what we typically do is we set we will try to get to be a percentage of um you know as David said 75 80 maybe your initial year of what the general population is but eventually we want to be better than the general population because we add all these extras into what it is that we're doing so you can see right now the popular general population graduation rate is 58 and we're at 53 percent so we're about 91 of
what the general population our targeted population is against that and that's significant pretty decent with a more challenged and challenging group of people in our cohort so in other words we have as you've seen um young women women who are pregnant we have folks who have struggled in education in the labor market despite those additional challenges we are still reaching 91 percent of the general population success rate which we think is really quite significant and is the result of continuing to learn and add those support services and make it easier to progress through Durham Tech and then again at this point this is what our program committee is asking they're saying what do we how are we these are we need to set our priorities for 2023 and 2024 to
answer these questions and figure this out moving forward so I'm not going to get into a lot of that we can get into that in on the Q a but obviously what we're looking to do is increase the persistent rate in on the bio work program what do we do with the ones that don't pass but are we're almost there and how do we get them employed and then how do we work with the community much better and you're going to hear me talk a lot in this next to how do we scale documentation evaluation and storytelling guys we do not currently have any resources allocated to that at all we've got to as we look at the scale plan we've got to get into the data documentation evaluation storytelling we've got to bring some Partners independent Partners in that can do that work for us um that all of the things that you just saw um this is the 2324 below and below the line priorities that we've adopted as a result of those Lessons Learned again nothing that's going to surprise any of you on any of that and what we need to scale we really as
you can see we know what we've gotten already we've gotten 827 000 from Eda it's going to really help on the community engagement side um the bond referendum thank you to everyone at the county that allowed that to actually happen in the citizens to pass that that will actually give us a lot of facility and equipment needs as we start to grow this on the lab side because I should have said earlier on understand that earlier these these cohorts were virtual we're now at hybrid the new cohort will now start hybrid and eventually we'll get them into physical lab work I mean they're doing lab work but in the physical lab work and so luckily we're going to have the capacity now as a result of the funding that we've received to be able to do that um what we what you see uh in red is what we have not we've we've been obviously we've been fundraising as fast as we can based on what it is that we're doing what you see in black has been we we have funding for what you see in red is what we really really need additional funding for moving forward I will say to you that your contribution of the five hundred thousand dollars for stipends
has actually allowed us to get through the five cohorts so originally we thought ten thousand a person uh three Co that would get us three Co get us 50 um students what we find is that obviously not everyone makes it through and so we have leftover money and so what we're able to do now is we've gotten while we've had 41 students through the program we now have the ability to do two more cohorts with the funding that you've gotten us and that's you are paying for January and February's cohort as well moving forward with your with your leftover funding with what we consider leftover funding moving forward so I know I went through that really fast but I'm being sensitive to time commissioner Howerton makes sure that I knew that we need to be on time I want to end with one thing so we do a graduation we do a graduation for every cohort we do it at Durham Tech which by the way was purposeful because remember at hybrid they never got on campus they never got to feel like they were out of college and doing something so we do it on in the in the uh Durham Tech and we let them invite their family this is the third one as you see here
um uh we there was almost there was over 50 people in attendance at this they bring their entire families uh with them uh to do this we serve dinner and then we just do a really basic ceremony give everybody they get two certificates um as a result of this program and we give them those certificates frames certificates uh the college actually presents them those frame certificates but in this third one um we asked anybody any of the students if there was anything that they wanted to say before we did the graduation ceremony they want to anyone want to come up and just talk about their experience we don't push them they're we don't want them feel intimidated or or put on the spot but this young gentleman Armand Armand am I right threes Armand raised his hand and said I want to talk and so I by the way I'm in the back of the room this is on my cell phone on the back of the room they put me in the back room because I ball my eyes out and embarrass everyone in the room for every graduation it's so moving um so it's I apologize for the uh
are we not hearing them so they have a program going to say I appreciate the experiences along with all of this information that's going to allow us to grow and you know hopefully make a difference in our family life and our life you know it's a life-changing kind of program so I just want to say thank you I appreciate you guys I just wanted to share that with you that they do believe in this program and they really come out of this program when we do this exit interviews telling us how incredibly important it is so with that we'll stop and answer questions a lot of information I know sorry believe it or not we just did a board presentation we went two and a half hours this is a short one well Casey and David
and the rest of your team we are so proud of the work that you are doing you know some of us goes back to a number of years you started that and you've gotten to this point and we are really really proud of the work you're doing um there are a few things that I have but one of the things that I'm going to go to the rest of the board one of the things that I would love for us to do at some point is to be able to see to be part of not just a graduation process so the Lord really gets the experience of what's occurring so that they can go out in the communities talk about it I mean we talk we talk about what we know from the analytical side of what's Happening
but is there a way that you can have us be a part of the process is that possible absolutely look at my team I'm sure we can absolutely we'd love to have all of you all the time uh so it's not a we'll we'll work it in yeah because this is this is important work and it is so important to get our young people to the place that they are really making a decent income and be able to make a life for their themselves in this community that we support this work so much and I think that having the experience of it would be would be good be a good thing what do you think absolutely absolutely all right commissioners Alum I mean Mr Burns um I have a lot but um no yeah but go ahead some of it I think we might have to
elevate for another day and I also want to be um I always want to show respect to my colleagues um I'm so thankful one that you all did one thank you for the work that you're doing in the community it's really important it's a project I really love it's a project I really care about uh it is Dominique I'm gonna try to remember everybody's name um I know you said with commissioner Carter and I at Durham Tech to go over a lot of these retention numbers and so I appreciate and I do understand a lot of the work that you do I came across a quote over the break because you know you're supposed to take a break Harry Truman like I don't get the break y'all don't let us break up here some people break I don't get the Break um and he said I think um it says you can accomplish anything in life as long as you don't worry about who gets the credit so I just want to say and I work with people every day who don't understand that they just out here hogging all the spotlight I just want y'all all to know I love that you came in here you elevated Dr battle you elevated all the folks you work with you elevated the fact that you said with 50

because a lot of us have been working with the hunt Institute and right now Tennessee's FAFSA rate is their rate their number one North Carolina's ranked 25. and if kids don't think they have money to go to school they won't go to school so I wish we could get to a point where we required to FAFSA application but I do get there's some social economic because you know we got folks that want that don't do their taxes can't fill this thing out I did want to add Jasmine if she thank you welcome I do know that this board gave money for the success coach is she the inaugural success coach part of me and not like is she the first one yes okay so I the board I don't know if y'all remember we that was one of the things that we gave money for because we know that folks don't have bank accounts and never have bank accounts they need to know how to write a check so I hope that we get a report from y'all know you say you just started but at some point it don't have to be like this but I want to know what you're doing with folks as we work on their soft skills Mr Burnside would also add that the three stay at the at the end of she's our community she is our youth engagement manager so she also meets with each and every youth
person okay perfect okay so the two of them are responsible for so I'm just they work as a team um moving on right am I correcting that Dominic yeah yes that's correct the only thing that I was going to say is that um so rosellis and Steve do a lot of our community-based work and transfers over to the recent Jasmine so on both ends we're doing a lot of background work with our young people so um kind of like creating the system where they engage early on than when they're in the process Jasmine is following them through the entire process and once they finish so we are doing a lot of work building that system and how that works also the Durham Public Schools so there's a lot going on with how we connect to DPS and where we go from there I think kind of the same way how we talked about yes Community side comes first but we started in the educational system like we had to start and build the the basis of our system before we could say hey DPS this is how we really need you to connect into the system so a lot of that DPS work is where we're at right now is to try to
figure out how do we engage DPS a lot more so that really is a major major topic and I know we didn't discuss it today but that's a major topic for us okay and again for my colleagues because we've gone over I want to move a little bit quicker I'm not surprised at one-third of the participants are pregnant I think you will one day did Rihanna Freeman said she's I was she's it was so astute two years ago she said if y'all really want to feel this Bulls initiative you need to find out who just had a baby or find a brother that's about to have a baby because they got to walk and talk a reason to get in this program so those numbers do not surprise me at all the recruitment that's Stephen is that you all right so y'all say that y'all recruiting right now I went to the website in the middle of the meeting I don't see nothing on the website that got a link somebody need to get me a link if y'all recruiting for cohort five this Board needs that link so that we can fill that up um you said that we're using opportunity youth now as opposed to disconnect the youth am I using that I knew that they're the same but is there more PC we yeah so we should be saying opportunity youth instead correct okay correct um that is helpful I'm going to be quiet
about the RFP um and let some of my colleagues go no you yeah I got one for you Dominic you said that you were working with Carolina cross 400. now I was at the press release with Anita and Sicilian and um Chancellor and and I thought we would no government body in Durham to apply I got I jumped up and down on Cecilia about it and she said we didn't do I asked Anita she said nobody did it I think that that fueled a lot of your work do you think that that's a missed opportunity for us because I I mean that's money that we could have got that we didn't get so could you speak a little bit about your experience with it and what some of these other state counties are getting it we're absolutely not getting yeah so we did not apply for Carolina cross 100 and part of that was because we were already a part of the NC impact initiative so um what we decided to do was leverage our Partnerships that we were already working with through um through the NCAA NC impact initiative so I do think that we did leave some money on the table by not going uh and doing NC across 100 however the work didn't
stop because we didn't do that so um we are still working closely with my future NC which was the um like the background organization that led NC impact so we're still doing a lot of the heavy heavy work in with those collaboratives we just did not apply for it and thank you that's not on y'all that's on that's on the government bodies um y'all are awesome thank you so much I can't wait to get some more numbers so Commissioners we're going to have to manage our time here it's almost done in 30 and I want each commissioner to have an opportunity to talk but we need to be succinct and our questions and even if I have to have Monica manage the time otherwise we are going to get clearly out of sync today with our time so if you can be succinct with your questions uh I'm I'll appreciate it and I'm sure everyone else will as well and
um we'll start with a with my Monaco start managing the time and on our next project so whoever wants to go next uh commissioner alum thank you so much yes this was a lot of information but really wonderful information um I had um some questions kind of about like my priorities areas that I'd love to see how uh the Bulls initiative as well as just Durham County and our board can start looking at other areas I know you know I'm really grateful to Andy and his team for bringing so many life sciences projects to Durham but also one of the priority areas that of mine that I've seen is you know positions within Durham County itself that we've been struggling to fill uh that I think that this is a really great opportunity for collaboration between our board and the Bulls initiative because we know that you know a lot of these positions they benefit greatly when we recruit and
train people from within the community for these roles such as our Public Health nurses Emergency Services where we've had vacancies for a very very long time and they've been very difficult to fill and so I would love for us to you know just see if we can explore creating some sort of program that has those the fields that you're working in right now but also looking into these areas that we need these positions to be filled in the area and their community positions and I think if they're like it continuing the work with Durham Tech if there's like a partnership that can be built of like come go through the Durham Tech program and emergency services or public health and Durham County and other partners can come together and provide scholarships or signing bonuses or incentives so that we can train folks homegrown in their own Tech but then also provide them the security of knowing they're graduating with a job
absolutely yes yeah David David just agreed uh commissioner to take that to the committee and start working on itself you have I mean I know myself and commissioner Burns serve on the Workforce Development board uh chair Howerton serves on the Durham tech board I serve on the Public Health Board we would all love to be supportive and bring and I know not to believe uh commissioner Jacobs and Carter because I know they're all also supportive um any way that I can be supportive I'm sure others will step up also so that we can fill these vacancies in Durham County thank you for those comments one of the things I hope you will allow us to do is to come back and report on the success factors that are really making a difference in people's lives because this work exists not only for made in Durham and Bulls it's designed to change the way Durham Works to connect people
to opportunity broadly so if we're discovering things about success coaches about stipends about wraparound Services about Community engagement we hope we can come back and say these are the factors that ought to be present in all of our Workforce training and in all sectors because that's how we build a culture of success so thank you very much thank you commissioner Carter yes really appreciate this presentation and I also very much appreciate the explanation of the under the line and above the line outcomes and I thought that um your framework for that your the lens you were trying to give us to help us understand that is something we need to keep in mind with all of the social problems that the county is working to address and so thank you for that and I look forward to looking up Susan wisely um yes David Dodson was one of the founding
parents of made in Durham for sure I remember the early days of the reports from MDC and encouragement of the city and the school this school board and then the county to provide some funding for made in Durham um and at that time we talked a lot about the total number of disconnected youth in Durham and you know so I'm wondering do we still have a grasp of that number what are the total number of opportunity youth who are disconnected from school or work we know we've had 25 past course one and 18 pass course two and course three um and and maybe 18 are going to pass that exam too right and and we know that passing any of those is is really a benefit for the person going forward in the labor market Etc but you know 25 out of how the total I'm just you know wondering about that yeah so we don't have like an up-to-date number our most recent number which is a few
months old at this point is right around 4 000 um opportunity youth and uh so that does include not working not in school so actually a very large number and a lot of that is driven by covet I think pre-covered we kind of started to do a little bit better about our opportunity Youth and that number has since increased quite a bit okay thank you it's good to have that as a number right um and the in general this presentation today I really I so believe in the Bulls initiative I think we all do and we've demonstrated that with funding um and I believe in you all in all the work that you're doing too so much so would you say that the age range or the opportunity youth that are entering the Bulls Academy is on the lower end or the higher end of that range or is it equally dispersed along the Spectrum so so for our Bulls range we look at about 18 to 25. and so the point of that is
because of how old you have to be to get your certification okay you have to be 18 to get your certificate so um you can't take classes before then you just can't you can't get your PT exam right so because of that it does put our age group a little bit older okay um but that's also why we decided to look at other Industries and what are other things that we can do as we move forward but right now 18 to 25 usually somewhere in that early 20s okay great I love the questions you're asking for like what's next to those all made such good sense to me and I really am a big advocate of lifting up the skills labor trades and you know in our school system too and that you know going into a skilled labor at Durham Tech or elsewhere it doesn't have to be you know Plan B it can be plan a and can work really well my youngest son is an auto mechanic and uh best best Christmas present I got was you know the installation of a backup camera so that I don't have to turn my
arthritic neck when I try to back out of our parking spaces in this building oh my God anyway sorry [Laughter] um did I get off track there got a but I got a buzzer over here real quickly though is would you say that your presentation today was a bull's presentation or was it made in Durham like do you is there more work still going on with main river you can tell us about like I'd like to know more about opportunity Youth and how does that connect to both but I know I can't get that information now but just wanting to be sure that it's three is the one three two one are you still working with DPS around the three two you know just some questions like that yes so this was primarily a bull's presentation um so I do think our major initiative at made in Durham is Bulls but it's not our only initiative we wanted to kind of focus on bulls um with this presentation as you can see it's already a lot but there are other things still going on that we can discuss and could you do you have off the top of your head a cost per participant in the Bulls program that's a good question I can tell you what we know that we're running
between five and six thousand per per student for the stipend right but overall cost per student no I don't I don't have that and we that's a really good question and we should we should run that number yeah certainly run it we know we can do some extrapolation based upon you know the previous cohort so and I'm asking not because of like conservative fiscalism necessarily I'm really asking because I think resources matter in helping you know people succeed and this may be a demonstration of that so as I have a feeling it's pretty resource intense so it definitely is resource intensive one of the things that I do want to say really quickly is we are starting a new cohort in January which is completely different than what we've done before because we iterate we do a new iteration every time so we've changed the way that we're doing stipends to account for Life circumstances as well as academic progress so because of that it'll change how stipends are given so there's a maximum of ten thousand dollars per stipend but we're hoping that students
are taking more advantage of receiving their statement so that's the first part the second part is with hybrid courses now students have to get to campus so there may be more allocation around making sure that transportation is taken care of and child care and just other things so after these next two cohorts we'd have a better way of answering that number oh great that's great you see we see you see we don't need year for you guys to come back correct I I've already told them that Andy and I Andy when are we coming back in another month or two one final question I want you all to be thinking about it please if you would please is um what would you like for us to ask of Industries when we're recruiting and when we're considering development Economic Development incentives what can we ask to help with corporate engagement what can we what community benefit do we want to ask these industries to provide so please come back with a we will some answers great great idea that's a great question Heidi thank you yeah I need to come back um we've got
still got commissioner Jacobs and commissioner Jacobs can you take three minutes because we are way over our time and get your questions answered I'm sorry and yeah I and I'm sorry to shorten her time but if we don't move on we're just going to be totally out of whack today so can you take three minutes to get your question I will try my best I do think this is one of the most important things that we do so I I don't want that to be shortchanged um great comments and questions from my fellow board members um and I think that the list of that you came up with at the end about what are the things that we need to work on that's a universal we could plug that into I mean anything and Durham public schools for instance I do want to Echo about the um working with the schools and I would actually like to request that you all do some type of presentation at an upcoming joint
meeting with Durham Public Schools board and our board because I think it's really important that they the school board members understand these are systemic issues that that you're trying to that we're trying to address in this program and but they they start a lot earlier um so I I just think we we have to be all aligned on this um I wanted to focus on the appendix that you shared with us which we didn't go over today and the profile for Durham County I think it's really important that we look at those data points you highlighted some of them with the impact to covet for instance the FAFSA issue that's something that we could be working with with Durham public schools on it so happens that President buxton's wife Hunter has led a very Innovative program in Wake County where the libraries in Wake County
are the Librarians are trained to help anyone fill out a FAFSA form and it's been you know that I feel like that's something that we we really need to look at the other data point was related to our Dura our Pre-K population and I had a concern and I had actually reached out to Linda Chappelle and Kate elander on this because I don't think that that's accurate for Durham because that is only about NC Pre-K and it doesn't reflect the Durham pre-k program so I would like to get um manager so well if we could get I think get that number looked at locally because it shows us as being below which I don't think that that's actually accurate accurate and it does make me question the other I know it just makes me question the the data that's on that profile for Durham County
um and I just also want to think about I think commissioner Carter raised a great point it's how do we integrate into the system things that we're already doing so we are already working with companies how do we connect those dots and then I'm thinking about our arpa funding for instance we just approved a lot of money for youth opportunities here and if it's if there are things like help you know Tutors or mentors success coaches is is there a way to and I'm looking at Claudia here with our contracts again to help support the things that that you all are working on that we can all be aligned that's a really good point we will when I refer to that RFP what we're saying in that RFP for our Eda money that we will provide to community-based organizations is we've done a ton of research with our current community-based organizations align that with what we're seeing in bowls and now
we are putting out and asking them do you have capacity and willingness if we if we provide funding to provide support for it at this level this level or this level and then so they get to actually we get to actually decide okay not everyone gets the same amount of money it depends what it is your capacity is and your ability is so we could be sharing a lot of that information with you and your work as well and the last comment I just want to make is about the data that you all are now aligned with Durham Tech I mean this is a universal issue about data sharing and even tracking the data and I love the way you are breaking down okay how many people pass this exam and then figuring out what is at getting at each step of the way addressing the problem I would like to know do we are we tracking how many people actually get have gotten a job so so we are tracking that number the thing is is that from graduation to
getting a job um we give about a six-month grace period okay um so for a lot of our cohorts we haven't even reached that point yet but we are tracking so um how many students have a job and I hope you hope you have those who don't pass the coursework exam or don't pass the certification how do we keep working with those folks if they want to um so you know so really quickly part of why we do uh distinguish between just who passed and who failed and what does our progression look like what our progression looks like is that we do look at success in different ways so we also track who decided to stay in school longer and get their associate's degree who decided that this industry wasn't for them but wanted to work somewhere else so they don't necessarily counter these students got a job number um as much as they count like okay well this student is now successful also with us having a lot of expecting mothers we do have um young women who finish the program and then take time off because of the
baby so yeah but we do keep a track of all of that I I will end with this I we honestly believe everyone in this team honestly believes everyone that comes into this program regardless of when they finish regardless of when they leave us leaves better they leave better um and we're trying to track what that better is along the way um but they leave better and and it is very important that young people who succeed at these programs and get these credentials ultimately get the Brass Ring of employment because we're also people are better off but if the expectation is better employment and a better life they have to reach that or else we could have a negative feedback loop that could undermine we're very we are very conscious of that because social networks talk and they can carry
two messages this is worthwhile or this was worthwhile but I didn't get what I hoped so we're our committee and our board very conscious about how do we make that last mile connection and how do we make sure the informal messages that are positive get communicated very early through cbos and communities where where fixated on that issue this is a great presentation and it's so there's so much information that is is useful for us to hear and again I would love for you and I think this board would too for you to put another presentation together what in six months or so and come come back again because I think that everybody's still hungry for more and uh but thank you so much and uh on behalf of Maiden Durham thank you for your consistent support for this

designed by HDR our engineering company um we're very pleased with the outcome of this facility and um it was constructed by herod's um contractors so I will let Chrissy take over at this point and give you a visual tour uh I also want to recognize one of our employees days Pete Mancini who actually produced the video for us he has a drum and um what you see is a true product of General Services staffs members Ingenuity so um Chrissy please take over with presenting the visual tour thanks so Chrissy corollary our Solid Waste manager this is Darius Allen he's our uh waste reduction supervisor and oversees the convenient sites so we could just get started with the video and then afterwards um take questions and comments okay

Durham County Northern Convenience Center site thank you today I'm showing you our office our night spacious office step inside here yeah quite a bit of space you can all sit here and observe cars and check in with everything that's going on for the day we have our time clock over here we check in every day o'clock and then clock out we have a nice fridge here we can store our stuff our drinks after when we come in here nice water container for the summertime special he's going to have and this is our office here any utensils we have here with the store we have our paper towels toilet tissue a couple bar extension just in case you need it that's your part of the restroom job so it's perfectly fine for the summer
time so we don't have to be too hot which is a great thing to have about here and show you guys the conference we have upstairs foreign [Music] where your customers can get rid of their use cooking oil right beside over here when they come to the site this rust color container is a huge
motor so when they get their motor oil change from their car they can pull the motor oil in this container right here and over here next to it you have to use the motor oil filters they can get rid of their car filters just dropped in this box right here and I'm going to be showing you I write good scrap metal and glass container area okay when you come in you'll see three Yellow Boxes so with our white pants things like refrigerators washes and dryers things of that nature we do not take TVs though the box that's open is the one we're using when you come in to drop your stuff off so the love is only the box that's open as you walk down you're gonna see a black container that black container is for glass
bottles so when you pull in you're gonna separate all your glass bottles and put it in that black container and again this is our scrap metal and glass recycling area thank you hi I'm Kevin Miller coming back at you again this afternoon just want to introduce you to the yard with the area uh Gates five and six and this is your debris leaves tree branches anything of that nature and will actually help the handicapped and the elderly people it you know you need help you've got a sign right here you're more than welcome to ask any of the site attendants that work at the site and these signs right here let the customer know what we do and what we don't recycle and it all goes in this compactor right here we got another compactor for the recycling as well we got gate number four for the garbage and we got the compact one right here

I've got a place [Music] foreign regarding water I like it a lot better than the previous uh facility because it's much larger a lot more people can come in it's organized everything's very easily identifiable you know where your recycling goes you know where your garbage goes and you got friendly folks here to walk you through everything well the old Sonic had had a gravel uh entryway which would erode over time so you'd get these huge dips in the ground and your cars would be bouncing all over the place and um and it was just smaller right
right and I think you guys much more pleasing but there you have it you hear from the the person himself and you heard from the residents the people that live here on the daily doctor that's all you can you can believe in what I'm telling you that's right come join us that's it thank you all right well thank you for taking our virtual tour and again thanks to Pete for putting this together for us wonderful and they are our side attendants as well who are excited to be your tour guides like um like any good tour we also have souvenirs for you so um we've brought some commemorative mugs for you to help
celebrate the opening of the site and take them and show them off since we've opened we officially opened mid-august and we've been getting about 7 000 or more visitors each month since then we've collected already 331 tons of trash and 58 tons of recycling one of the things Calvin mentioned in the video about the recycling and the trash was the use of compactors so before we collected a lot of the material loose and then that would get hauled off by a truck with the compactors the ones we have for trash can compact not just bag trash but the bulky items too so they can crush up a couch or whatever so we've gone from having about between the two previous sites the Bahamian Rougemont we'd have about 80 pools coming out of there each month of trash and recycling and we're down to between 20 and 30 each month so that's a lot of trucks Less trucks on the road back and forth so we're excited about that and um and it's helped because a lot of our
costs have increased in the last year due to the economy and whatnot so having fewer Halls is really helping us to kind of stay where we need to be for the most part so at this time you know we're happy to excuse me take on any questions or comments you have about our our new Northern site well thank you Christy and thank MO I don't see you right now and just uh we wish you well you heal real quickly um and what's your name sir Darius Allen Eric Darius Gary Gary well thank you for being here and all the rest of your team um we appreciate this and the work that you're doing is incredible sight incredible so Commissioners questions comments commissioner Jacobs well thank you so much for the video I do look forward to to us coming out there as well maybe a different time of
year to see it in person it looks beautiful it really does and I'm just so happy to know that it seems like the staff is enjoying it I mean you know people were using porta potties before right I mean just it is a huge Improvement for for our staff and um for and it's a state of the art facility to know that our residents are enjoying using it as well it's just a really I'm just really proud of this investment that that we have all made for this facility and for this part of the community that sometimes feels neglected honestly so um so anyway thank you and I I think that with the video now a lot more people will get to enjoy The Experience so thank you for this Innovative approach and for the gift as well welcome Mo that you have something you want to
say yes I wanted to thank the Commissioners for the three million dollar investment in order to construct this facility um for the northern convenient insights as well as their Now new investment in um improving Redmond the Redwood site um to the same caliber as the northern Convenience Site we will be moving forward with that contract that you approved in December um for that facility to have the same attributes as the northern convenience side so I wanted to be very appreciative of the boards continue um interest in our Solid Waste functions thank you very much well thank you I mean it's a lot of hard work and we appreciate the commitment that you as are thank you other Commissioners commission Carter I just also want to thank you for your important work first of all um we you know don't take it for granted right we need you so desperately to to
help us reduce waste and deal with the waste that we have so thank you thank you also for this video because I just feel like I have a much greater understanding of not only the site itself but the work that you do there um and and the services that are provided so that's another wonderful feature of this video thank you for taking the time to put it together for us um and you know I think a lot about waste and waste reduction and just in my own life you know over the holidays I generated a lot of oil for example cooking oil waste and it is difficult to know what to do with it all I don't like putting it in a sealed container and putting it in the garbage but I do sometimes um and then it goes into a landfill and you know anyway do we ever do any sort of like audit of the waste that comes in for example do you have what might you know you know the percentage of the waste that is a plastic bag for example you know that kind of thing or what percentage of waste is food or what you know I just
wonder do we do waste audits ever the last waste audit was through the city did one and it was um several years back okay it hasn't been one I remember that and they pulled um what was coming into the transfer station and so I think they looked at the city of Durham community and then they looked at our convenience sites and maybe even the schools okay wow but um so there's some data from there right um but it's it's several years old okay um and where do we Haul the uh different types of waste that come in that are compacted and the recyclables the regular trash the yard where does everything go um everything uh initially goes to the city of Durham Street Station okay and then they'll haul the the trash waste off to the landfill in Sampson County right and the recyclables right now go to Sunoco in Raleigh okay which reminds me
um you know the fact that we Haul the the solid waste to Samson County it's a very you know under uh you know low income um Community that's receiving our waste our trash so it's in that's really you know I think one reason it's important for us as a community to reduce the amount of trash that we generate because it's it's having frankly a negative impact on the people who live in Sampson County most likely who wants to live near a waste dump so anyway we want everyone's County to be as clean and environmentally safe and free of waste as possible so anyway thank you so much for your work I can't tell you how much I appreciate it and how important it is hello thank you so much for this virtual tour I just noticed one thing just wanted to ask a question uh and through the tour I didn't notice and maybe I missed it if
there was like an area in space for staff for like refrigeration and like storage of because I know obviously it is far out so like staffs lunch and having that type of that is available at the space yeah then that two-story building from the beginning they have a refrigerator in there okay and they have I think a microwave upstairs okay so yeah two microwaves thank you one of the I just have one other question about our young people other opportunities for our youth to to to get a tour at some point they're um there certainly there could be every once in a while we'll get a call from like a Girl Scout or Boy Scout Troop that wants to do a tour but then after we speak with them then they typically are looking for something more like what they could get from the city
of Durham at that transfer station or they'll go to Wake County for an actual landfill tour but if somebody you know if one of those smaller groups contacted us we could certainly um provide it we would probably just check in and make sure with risk that it's uh yeah I just think it would be very educational for our young people to have a tour to so that they could see really see what's going on yeah and understand it and that's one of the reasons to me want to have that conference room upstairs and the whole property is about 26 acres and we only take up a few so there's a stream out there so there you know there's certainly potential for for Environmental Education opportunities out there okay good thank you any other questions commissioners nod thank you so much for your presentation thank you Mo and um we appreciate all the work and all you that support out there all right have a great day so Commissioners we're going to move on
to if we're ready 230013 the acquisition of dco on the go County Outreach mobile classroom vehicle um and this presentation this is a update on the mobile classroom vehicle which can be used by all County departments for events programs projects and Outreach and after the discussion the item will be considered for approval of the January 9th regular session meeting and we also have general service director here if she is up to talking absolutely um Commissioners once again all right in front of you is our is our warehouse
manager who is also in charge of Fleet Services uh Felipe Felipe Gibbs and we have a brief presentation to show you with regards to the dco on-the-go Mobile Service Unit um I was I was very interested in the comments that were made before um for um the need to do Outreach um and uh this is the vision for this particular vehicle Monica or whoever has the controls could they go to the next slide thank you so we'll be here to discuss the purpose of the the vehicle and the selection process which which was based on state Contract Services and uh the proposed contract award and the specifications of the vehicle as well as
what our next steps are next one thank you so DC on the go was um actually um I think a vision of the Commissioners and the county manager and um it will allow us to actually deliver services and uh engage the community and um information events and services that are provided by the Departments um the vehicle will be equipped with the latest technology like Wi-Fi Etc um and it will suit all weather purposes um the vehicle it will be handicapped accessible we understood that to be a key feature that the vehicle must um must adhere to and um it will be housed and managed by the general Services Fleet division that is presently on products of the warehouse
we're also urging our engineering division to move a more forward on the fleet facility um that would store all of these upcoming vehicles um in the in the near future with regards to Fleet operations next slide so um part of the selection process uh in June of 22 the board approved the budget and authorized DC on the go vehicle to be purchased um at that point I had a brief discussion and um with the county manager to actually give me the the full the full view of this vehicle and came up with the draft hand sketch of the vehicle as you can see there on the slide on between July and September 22 on staff identified RV
vendors and we proceeded to actually visit those sites and talk with those vendors on that included Camp world and out of Garner and Matthew specialty vehicles that we use MBS as their um logo information and they are Greensburg on MSB selects was selected and it was really based on their participating in the state contract process which allowed us to not have to go out for RFP for this um but be able to actually have a set of specifications where they could meet all of the parameters of the vehicle next slide so Matthew's just to give you a little overview of Matthew's um there right now in their 30th year of operation they are a family-based
business that um basically builds reliable vehicles um from a thomas-built on chassis and actually builds on-site uh the vehicles uh they have a very high standard with regards to the quality of their work they build everything um on the chassis that is specified by the customer they have a very extensive process with regards to working through each step of the build of the vehicle with the client and um they I think they have reached uh world not worldwide recognition for the quality of their vehicles so we were very pleased that they were on the state contract and that they have built other vehicles that the county presently owns including vehicle like the tooth fairy and the library vehicles next line now I'm going to turn over the
presentation of the bus that we're intending to to acquire for the for the for the county I'll turn it over to Philippe Gibbs so he can share with you the floor plan of the proposed vehicle that we're we're under um hopefully we will go under contract on the January 9th commissioners I'm accounting manager good morning good morning I am Philippe Gibbs um if you take a look at the plan views if all can see we'll start from front to back as you see there's there's only one passenger up front which is not a passenger actually it's the driver there's a door that you would enter there and there's a the cabinet now in that cabinet will be all of our um electrical equipment to ensure that
we have internet connections as well as if I'm not mistaken that should always be a a printer uh all-in-one machine there as well if we take a we're going to proceed backwards you see those three dots that is uh where a table can be moved and stationary to allow the two benches and the two or three chairs to turn around you can have a conference uh or a working area where it's a communal working area you see there are one two three I guess that will be to your right there is a bump out there are four seated areas that will also have monitors they'll have keyboards and chairs of course
across from those what are three other workstations if you see right before work where it says clear there is a television on the right side so there's a display monitor now where it says clear that's a pocket door so if you wanted to sell off and conduct two meetings or have a workstation and a meeting you can cut that off you can close that door and that way you can have a meeting and not be disrupted from the other group insiders inside as well in that room as you see there's a there's a restroom area that is uh handicap accessible and there is another uh cabinet that's um that's what a refrigerator coffee maker and a microwave there are other uh data entry uh data controls uh cabinets
that's that's next to that the underground wheelchair access lift is there and then there's an exterior door next to that you see those other three dots or three circles with the two other circles the big circles of stools as you can see that's the table that can be moved up front if necessary then there's another three workstations do we have any questions on this nope all right now on the outside um we have a 65 inch television so if we when we're out in the community if you want to display to the community you can display right there this gives the community access to a larger area outside of the of the msv so if you're having a a group meeting or whatever you can uh have
access to a monitor next slide please okay this is the inside of the vehicle you can see the workstations you can see um bottom left I believe you can make it out but that's that's a coffee maker you see the displays up top with the uh um well you could store now we have planned to and I hope if I'm not mistaken this on the slide and talk to you no it's not over here but if you take a look at those uh cabinets what we plan to do is make those where they're dry erase boards so if you need to make notes documentation your your brainstorming you have a place to write what are we enemy oh I'm sorry
it's better okay all right so um to the bottom bottom right you see the table that is a similar table that we're gonna put that we plan on having or we can move from the front to the back gonna have monitors displayed throughout um the msv vehicle so we can always have display you can always have immediates you can always see what you need to see we will hopefully our plan the way we planned it is that this will be uh a moving vehicle that you could have meetings out in the community the community can see what we're doing um and it could be something that the programs earlier today they will be able to use next slide please this is the driver's View it's pretty much the same thing it's just a different View
I don't want to take up your time do you have any questions on this drawing this is this is an incredible we have to thank our accounting managers for her vision of this she brought it to us through now one of our work sessions and work budget meetings uh this is incredible so the just a question about so is it we're going to be able to have remote meetings I guess that would be the question yes yeah I should be able to have remote meetings you'll be able um Monica can you go to the next slide please you'll be able to have remote meetings you'll be able to have workstation stations there to set up um if if you wanted to um have one you you in your previous presentation with um the Durham um committee if you wanted to have uh
S board members you could have the students do one of the classes in this in this bus if you wanted to go to an event for example um with with uh let's say at the county fair you could take this to the county fair you can have an event uh there with them you could project on the on the TV that will be outside 60 inch TV that will be outside of the vehicle um and you could present anything that you can do electronically on your computers you will have computers inside of there you will have Wi-Fi inside of the the vehicle um and so you can do a multiple multiple activities with this vehicle once it's constructed and built I want to be clear when you say that we could do remote
meetings we still we can't do our regular board meetings that way can we we can have let's let's say for example um we have I I'm not predicting this okay but let's say we have a natural disaster and you and you as a board need to function remotely from from the present facility that you're at we could definitely develop a policy with a with the um attorney so that you would be able to function out of this location because this this is this is remote from your present place and you can actually have a board meeting okay okay and if I can just add um thank you so much Mo but it's it's um we want to make sure you understand we were intentional about putting a monitor on the exterior of the unit so
that you can convene however you need to and so if there are numbers of people that would not be able to be accommodated inside of the unit we could set something up outside of the unit and if we needed to project something some type of presentation we could do that whether you need a presentation or not this is something that we could use for Commissioners to meet with community members in whatever setting you need it to did you move to the next slide to show them so that's the outside with the the next slide after that so they could see with the outside of the vehicle would be and under this canopy would be the TV the TV would be right outside of the right underneath that canopy that's correct here's some examples of the types of the type of bus and the bus that we would be attaining for them wonderful or hey Commissioners questions comments
um anyone on this side start with okay commissioner uh Burns thank you all right this will be relatively quick um one Mo wherever you are thank you so much um oh yeah there you go uh every time I hear you talk I'm reminded of one of my friends who you know when he hears a voiceover he says God is that you but I know it's you know um no you're good you're good I um one I think but I just want to say to um to everybody on the staff but I think most especially to Dr soell um she elevated this idea long before a leadership meeting and I just want to say thank you for coming in here and cooking with hot grease um thank you for um hearing us before you arrived understanding what was important to us
putting it on a piece of paper uh coming to us asking us for the money uh letting us know what the money was going to be used for putting a plan together RFP just everything from start to finish I really don't think people get like when somebody has an idea in their head you have to work it and this woman this leader has worked it um I don't want people in the community who are watching this to think that this is a play thing for the County Commissioners this is an Outreach vehicle uh foresee breast cancer opportunities with if Joanne has a group that needs to go out and talk about substance abuse this is going to be pivotal for us when we start doing our opioid work this is going to be huge for us in the event you know if we have a snowstorm or water storm because we don't want to be like Buffalo we want to be mobile so I I just I applaud those efforts I know what it's like to do Outreach and how people how much the state wishes they had a bus like this for every Endeavor uh during
covet one to think we saw non-profits we saw War for Life by three buses and black folks that couldn't get to the county had three bus options to go and get a vaccine we got the Tooth Fairy we got the literacy mobile we have a mammography I mean there are mammography machines but this is really going to be a point of education and I do want to take my hat off and say thank you for the fact that there's a 65-inch screen outside a lot of times when our folks that's from the state even the county level I can think when I have to go and do Outreach events you go to some very remote parts of the state I have to take my own projector I had to take my own power source I had to take my own screen I'm five foot four like and I'm carrying this in the car you don't have to do this when you have this readily available you can put some photos here you now see Banks doing this I was about to say which banks but there are banks that now have financial literacy mobiles like this and there's a screen on the outside so they can talk to people about credit repair and everything else so I think that this is going to be great for the staff I think it's going to be great for the community and just again Dr
Sewell thank you so much Mo Philip thank you uh for everybody who I'm not naming who put in work for this I just super appreciate it Mr Jenkins thank you uh thank you to Moe and your and to you and all the staff who've worked on this I do want to note the the 600-day timeline delivery yes so uh it is sobering um uh you know but this is going to be custom built as well um yeah I I think you know to commissioner Burns point we we have to be and I think this is the vision that you share with us manager so well is that we you know I remember early on you talked about how we need to be um addressing barriers we need to be bringing our resources and information and services directly to the
community um Equity we have to focus on equity and this is one of the ways to help us make sure that Durham County is working for for everybody in the community um I was curious I see the picture of the of the bookmobile our Tech Mobile the technology mobile that we have within the library if this reminds me actually of the technology mobile does anyone know what the differences are between this and the techmobile does anyone because that's what it reminded me of they are similar sizes but the layouts are totally different okay the layout is totally different um I haven't been in in the um the library Mobile I've seen pictures it is the same manufacturer or the same vendor that made that mobile that's
making this one okay so that's another reason why we chose them because I also there's like stuff in there for kids that like 3D printing their bookshelf like on it so it's a little different like this oh yeah not the library but we actually have a technology I think in a techno build there's like 3D printers am I making that up yeah like this stuff oh wait there's Tammy no you're you're not family could probably work or yeah but it is it is very much set up for Hands-On construction uh not so much for conferencing okay um meetings and and meeting um preferences with regards to the technology got it okay Tammy I didn't know if you wanted to add anything if you want to turn on the mic yes commissioner Burns you are absolutely correct um I'm not familiar with all the things that are on the vehicle they're proposing other than what I've heard but this one is set up with the 3D printing
in the back it is also set up with 10 laptops that can be used for trainings or just for the public to come on to use the space and then there's also a small office that can be used for like Telehealth or an interview okay so that's in the Tech Mobile and I know that looking back on the directives even um we had asked for an update on that and that was I think not going to come until I think next June or July yes on that we are in the process of filling the position that was approved by um the grant that we received right right okay um so I guess one of my questions [Music] um handicap access their handicap access though is stored inside of the vehicle I believe because the one that is being designed uh that will be designed for this the handicap access is underneath
the chassis of the of the vehicle so that you have more operative uh space inside of the bus itself great thank you and I guess one of my questions manager so well since we will have a long time period for planning just what your thoughts are on that because I I really like the idea that different departments would be able to use this and obviously what that means will be different you know so in my head I'm thinking about DSS and how it would be great to be able to share information about resources you know a lot of times for instance when there have been resource fairs at McDougall Terrace and we get public health comes out and sets up a table and DSS comes out and sets up a table on Cooperative Extension um but even being able to enroll people
in programs on the spot or job applications whatever just I just want to hear your thoughts on you know how you know just thinking about how it will be used with the staff so that and much more um also thinking about you know our public health staff they always have Fitness Fridays and so taking the unit out to a community and displaying a fitness video that the community members can come together and work out outside but what we plan to do while we are waiting on the the unit to be built is um identifying programming so allowing departments to meet and identify how they can utilize the unit and where we can go also looking at scheduling and building something so that we'll make sure we have an efficient way for departments to schedule the use but one of the things
I'm most excited about that I talked about with Felipe and the general Services crew is having a contest where the community can help design the wrap how the unit will look and making that a part of the communities you know our partnership with the community and helping us design it so that when we they see it going out they know let's decode on the go and so we're looking at how we can design that contest and um allow for submissions and the evaluation and subsequent approval of that rep thank you I love that idea and I think I know somebody I was looking for Maceo but talking about somebody doing uh on this hot uh exercise with the community but anyway I love the ideas that you have thank you well you know during our budget season it would be so useful for our community one of the concerns that we often hear in the community is they don't I we
don't know we don't know we didn't know that you were doing this and so the education piece I think would be just really important that we are out in the community and educating our community on what their tax dollars do because they really um everybody doesn't sit and watch us every day that we were having meetings and we're having these conversations because they're busy but to be able to go into their Community to have these conversations um would be really important yeah we can talk about those those are some of the things we'd like to put on the agenda that we that we do uh commission alone okay thank you so much for this I'm very excited for this as well I have one question more logistical and obviously we have 600 days to prep for this but parking and storage of this vehicle when it's not in use because I remember when
me and commissioner Burns toward the jail that was a huge conversation about their vehicles how it deteriorates when it's sitting just out in the open so what is the plan for this vehicle to keep its life as long as possible yes I will allow either Felipe or Mo can okay um hopefully by then we will have a location built but if we don't we have a contingency there are we're currently uh have enough room to park uh the vehicle at the uh dco GS warehouse and we'll maintain it um and as soon as we get a a fleet um location it will be moved to the fleet location as well as the two Ferry and I believe there's another um the uh okay yeah the library yes the library so we we do have plans in place
um this bus does uh come with the bathroom so there's some other things you have to deal with we got to deal with uh uh gray water and and black water and the removal of that but we do have plan a planet plate smell Gary hey good morning Commissioners good morning I am so glad someone asked that question hello there you go Paris um I'd like to remind you that uh some of you may recall when we had conversations around programming and the elements that were included in the public safety service center yep a fleet maintenance facility is one now I would like to throw this out there um quite honestly uh some of you got sticker shock uh with the public safety service center and what we've chosen to do uh in this upcoming CIP process in our upcoming discussions we're going to table the public safety service center
E the Emergency Operations Center addresses some of those the church uh training facility addresses some of the needs of the public safety center also the sheriff's RTP satellite location addresses those but the one that we have not addressed is the Fleet Maintenance component and your spot on commissioner Alum we are going to have to properly provide a location to secure these types of vehicles from the deterioration from the elements that you talked about recently you guys remember we just had to modify the Leesville fire station to accommodate the Tooth Fairy to get it off of the 500 site now we're bringing on this vehicle and
there's also some talks of getting a public health vehicle potentially at some point and so that all of these vehicles need to be housed what we hope to be at the public safety excuse me at the fleet and maintenance facility that will be on Junction Road at some point but you guys are going to hear a lot about that at our upcoming CIP discussions but I also need to throw out there that the driver for the fleet maintenance facility isn't the housing of these vehicles the driver for the fleet and maintenance facility is to streamline the County's Fleet we need to be more efficient our organization of this size needs to be more efficient with sort of streamlining the fleet a lot of folks talk about um you know the fact that various departments have vehicles that just sit over uh at the parking deck unused the intent for all of this Fleet Maintenance is for us to address that by having sort of a motor pool set up where we can
allow different departments to use different Vehicles just to sort of downsize or right size the fleet for the county and so again you'll hear more about that but I just want to throw that out there yes that that Fleet Maintenance facility is something that this organization is in dire need of and the intent is is to address not only what I just mentioned but also the proper storage of these vehicles thank you Mr Carter well I'm excited about the last thing Perry was saying I I am very eager for us to move forward on a fleet maintenance facility especially if it means we'll have a greater ability to have Fleet sharing you know across our organization um and I mean I must admit I have a little bit of uh just gives me a little bit of pause to purchasing another 600 000 vehicle like this when I hear that
public health might want one and we have the the techmobile and I mean are we being careful that we're being efficient you know with the use of these vehicles to be sure that we maximize the use of each one um you know is the technology being used daily will ours be used daily our is one use half time and you know you see what I'm saying I just think it's real important for us to include that as part of our vision and I bet you have the question do we anticipate any programming or Staffing costs associated with it great question yes we do there definitely will be Staffing costs um we we're hoping with the consolidation of the fleet out of Fleet facility you'll have mechanics as well as you will have individuals that are certified to drive these vehicles that hold a CDL license um so there will be some expenditures
with regards to Staffing of of the of this vehicle as well as the new um fleet Fleet facility we're hoping also to be able once we do have to have a fleet facility on Junction Road is to also have things like charging stations for because we're trying to convert the fleet over to hybrid vehicles or electric vehicles so um you know there'll be some charging stations and things like that um on on that facility we are we're discussing now with the engineering division as Perry has said to you um with regards to really constructing a true a true Fleet um component right now we only have one we have Philippe who is the the manager over Fleet and we have only one um staff member who's dealing with all the fleet issues in uh with regards to
the County's needs and Acquisitions of vehicles and um um monitoring all of our fueling stations Etc so um yes there will be some increasing in staff with regards to on the operation of the off League facility once it's on board no problem any other questions well thank you Mr Gibbs and thank you Mo and your team and Perry we hear you we have one of them you have another slime okay so um the Matthews Specialty Vehicle um contract will be on your next board meeting um the uh vehicle um at present costs
569 947 we've included eight percent contingency because the contract uh indicates if there are any inflationary costs that are Incorporated in the process of the build of the unit that the county is um responsible for those costs so that's where the eight percent contingency comes in so that we don't we would be able to expand up to six hundred and fifteen thousand dollars for the vehicle should the vehicle come in less we will surely report that and as the commissioner said there's a 600-day construction period of this vehicle um and we would anticipate delivery somewhere around December of 2024. um based on execution of the contract in January and this item will be voted on for at the at the D at the January 9th board

so we have three we have three Commissioners back okay so we can go ahead and reconvene and with our next item Commissioners um 22010014 the Boys and Girls Club of Durham and Orange County's update so the board is requested to receive an update on a proposed partnership between the boys and girls club and Durham and orange counties and Durham County government and I will ask the county manager if she will lead this discussion yes thank you so much Madam chair um wanted to provide an opportunity for you all to hear about some of the discussions that we have been having with the Boys and Girls Clubs of Durham
and Orange County so coming up to help present this item is general manager Claudia Hager thank you so much and I also see is that um Jerome with and Jerome I'm sorry Jerome you can introduce yourself but we have some Representatives with the Boys and Girls Clubs as well but um really excited about expanding our partnership so with that I will turn it over to General Manager Hager good morning Commissioners Happy New Year Stitch you all are well and we have some exciting information to share about a partnership that we are establishing with the girls and boys club and I have with me our library director who you know quite well Tammy Baggett and Jerome I'll let you introduce yourself as well good afternoon and happy New Year Jerome
Legacy executive director of Boys and Girls Clubs of Dorman Orange County so come see welcome all right the presentation is at your desk and we'll we only have a few slides and so y'all moved faster than I thought this morning which is and I will not slow you down that was put on the agenda yes ma'am so I I am going to move quickly so I did try to reach the sync in my information I will have four areas of discussion we'll talk about pandemic highlights of learning loss facts you've already heard but just some quick reminders possible some highlights on the boys and girls club and the proposed partnership and some next steps that we're presenting to the board these are headlines that you've seen before as you know covid-19 teen this is a it was one of the largest
learning experiments on how remote learning can happen and cannot happen um all around the world everyone has struggled trying to move forward past the pandemic and it's been clear that the pandemic did cause some challenges according to the National assessment of educational progress dramatic drops in math and reading scores for public school students put quantitative measures to what many parents teachers and students have experienced since schools went to remote learning in 2020 from 2020 2022 the average reading scores of nine-year-olds dropped by five points and there were also drops in math of seven points there are lots of other research materials around this but highlighting
elevating some more there is supports as you know to helping students catch up and the science around that and the document will have links to these various articles but intensive tutoring intensive supports and math and reading after school programming learning accelerations or in other intuitions may have mixed results but customized approaches and it was great hearing made in Durham talk about their successes and and tweaking how they do their model and so I know that's a lot of what's happened at the boys and girls club and why they're successful and while we're looking at um supporting them further as they help our community students some highlights that we wanted to share about the boys and girls club and
although I'm talking others will interject as they need and I'm sure you'll follow up with questions they've been in Durham since 1939. they were officially as I see I did my homework they were officially named the boys club in 1940 and that was to change over the subsequent years but their focus was to help addressed issues with youth and and making sure that they met all of their educational outcomes and given them pass forward and here's a quote from their website that 10 of the youth in Durham and orange counties failed to graduate from high school on time these are facts that you've seen before but what the difference is is with the boys and girls club among their teenage club members 99 percent expect to graduate from high school and 80 percent expect to complete some kind of post-secondary Education
and so there are many tools that they have in place they currently have a 150 about 150 students in their after-school programming and summer camp participation of nearly 200 youth in the summer and that number goes up even more in it was higher pre-covet correct and and pre-other support over 90 percent of the Durham location because they have two sites at the Orange County Housing communities nine percent of the program intenses participants overall are Durham County residents um what we are proposing is that the county supports the Boys and Girls Club base operations right now there is a a nominal fee of ten dollars a year that participants pay and we're recommending
that there be some base level support to the organization because many um of those students again are our students they participate many of them enduring public schools and other Community Schools so that is one part of what we're proposing is some base level support secondly we're asking to Pilot a program because they are doing it well to look at piloting a program to expand their their tutorial services in person and virtual their help homework help initiatives and I'm learning the new way of saying things as well as success coaches and working with the library for those efforts the library has an initiative that they are
they have started since covid-19 and they're expanding there are some dollars set aside in our arpa framework for the library as well as incorporate extension for 4-H Youth Services and so part of their efforts is to focus on tutorial Outreach programs what we're proposing is that the boys and girls club with their successes more formally partnering with the library to expand some of their efforts and we would look at how could those linkages then be modeled in other Partnerships throughout the community we as you know funded many non-profits with our arpa dollars there were about four that were truly targeted for tutorial program and many of them have other youth enrichment activities but we know there are are lots of them beyond that with the library's efforts
as well as the boys and girls efforts in their National support with the boys and girls infrastructure as well as the library with their infrastructure we're we're trying to see well how can we scale some of those activities and reach more students but those do take some resources we are also I guess the third bullet here is we're seeking to um from a staff perspective lean on the Boys and Girls Club to potentially serve as a Fiscal Agent for some of our non-profit partners as you know we funded um over 49 non-profit well 49 proposals 45 non-profits of those entities some of them may need a Fiscal Agent because they're smaller and so what we're recommending is that we seek the Boys and Girls Club to
assist us with that effort part of the reason they are attractive because of their Regional and National programmatic and fiscal oversight support and so from a compliance perspective that gives us comfort and cover and so when looking at um the grants that we allocate there's one the contract Administration that's one part and then it's the fiscal um so we we managed to contract at the county and then the entity gets the dollars and so once the entity gets the dollars making sure that that entity can account for their resources and have all the controls that are in place that they will help give us some cover we're not sure what that final number may look like because we are vetting contracts with non-profits and evaluating their infrastructure our intent as you know overall has been to make sure any partner that we have
thrives and then successful and so as we're trying to build that infrastructure we will try a couple of different approaches we are seeking to partner with um potentially another entity but again we're we're flushing that part out and so this gives some broad overview and I think that as far as next steps we would present a contract for the board to review and consider as far as some baseline support to the operations as well as supporting our a pilot initiative which would expand tutorial help as well as other types of initiatives for Student Success we would also seek the board's support of us having the boards and Girls Club help us as a Fiscal Agent
there are additional Community Partners that are exploring approaches to support the boys and clubs girls club mission and what we would do is come back to the board and share additional updates on those efforts so that we can make sure we're leveraging our resources in a a tactical way that helps the community I went kind of quick and um welcome questions and and Jerome Danny can weigh in I would and thanks again and uh Marvel commissioner Howerton and Commissioners I would just like to to add a little bit to Claudia's presentation the Boys and Girls Clubs are are serious about Youth Development and I'd like for you to know that for the past eight years eight consecutive years we've experienced zero teen pregnancies with our members for the past seven
consecutive years our members have had zero negative contact with law enforcement so while we are serious about our academic enrichment we're also serious about the entire comprehensive Youth Development structure those of you who have some familiarity with our history of the name John Avery we're still the John Avery campus in Durham we merged with our friends in Orange County a few years ago and that's when the name changed to Boys and Girls Clubs of dormant orange counties but Steel respect the history of what has occurred in Durham with John Avery and it is still the John Avery campus and the last thing I'll had before colleague Tammy may add we have some experience with being a physical agent I personally have experience with being a Fiscal Agent we currently receive a little bit over sixty thousand dollars from the
Department of Health and Human Services and I understand the process of what a physical agent is responsible for because I work closely with the Fiscal Agent out of Wake County on how to manage those funds and what to look for in reports and to verify and credibility of reports so when I approached Claudia about some opportunities I told her I felt comfortable with the physical agent piece and I have some experience with that was important for you to know that and I am just excited about this opportunity to partner with the boys and girls club this is something that has been on my list and it's also been on Jerome's list and this seems like the right time to make this happen prior to the pandemic the library was doing a number of homework help and tutoring programs and we had great success we used volunteers from duke and Central to assist the students with
their tutoring needs but we soon outgrew that model and then the pandemic did not help us any with that so right now we are working directly with DPS foundation and in doing so we have targeted seven schools most of them are elementary schools but we have some middle and high schools that have also become involved in this just by them showing up with their younger siblings for these homework opportunities so we are using right now students from Duke University that are in a Spanish-speaking course and this is part of their requirement to serve as tutors in this space so that's helped us be able to use that for our Spanish-speaking Community but we need to expand that and the boys and girls club they have students there that we need to reach we've been successful during this school year we've had 11 programs and with that we had 254
students participate most of those students were repeat students can't say they were all just 254 but most of them were the same students coming each time if we can expand this reach we can increase that number and we can make sure that we're using our resources like brain fuse and other online resources that we have to really make a difference with the children here in Durham so I'm just excited about that and Jerome's coming over for a tour soon and I'm going to tour that facility and we're already brainstorming how we can make this work and have an impact in the community here Madam chair if I can add one thing um just want to say as staff continues to assess the capacity of the non-profits there may be a need for us to expand the Fiscal Agent piece so we wanted you to be aware that we may also come back and ask to increase this amount as we see the need arise and so
we're looking for how we can further expand this partnership but wanted you to know this is not this may not be where we land okay it we may need to um to increase that and just want to also confirm how impressed we were we went over and took a tour um and met with Jerome and some members of the board and the character development piece in every room we walked into there was a message about zero tolerance for bullying and that was so impressive to me that they are reaffirming to these kids that you know you are to be responsible citizens in our community so really want to give kudos to the work that you all are doing over there and we feel really confident in having them as a Fiscal Agent for for our non-profit Awards wonderful so thank you Tammy Claudia and Jerome and I haven't seen you in a long time but it's great to see you and you know years ago I remember I used to hang out at the Boys and Girls Club when it was
down that way yeah back that way someplace so this is something that I've always supported and will continue to support um and you know this anything to do with our children is always at heart for me and I know that it is for you as well because that's the work the world that you live in so I want to say thank you for the work that you're doing um the one question that I have is around with the Fiscal Agent are you going to you need more staff are you going to need more staff to do that with now I I won't answer that for him he will that's that's part of the reason that we're upfronting um suggesting the base amount okay and I do want to so there's a portion of it that still the county will own the burden
with contract management okay there is a split and I didn't fail to show graphically where that split is the board has bolstered the Staffing for the county you added two compliance officers in the finance department this in the current budget and so what we will do will be to work in concert with all the folks who are funded and make sure that they are um filing the reporting timely doing all the information that's supposed to be timely in the system Etc and and so for instance there may be 10 I'm not sure how many um entities their dollars May flow through the boys and girls club because as you may recall with some of our non-profits they are smaller that we are funding yeah and so what makes again them attractive they have that oversight
at the regional and at the national level which supports that yeah now I I've had a lot of conversation with the mayor and this is one that comes up is is she's committed to as well I so I don't know how that's going to play out but I know that this is this is weighing heavy on her as well so we will know pretty soon where she will land with that and her board but it's I think it would be great if the city and the county can do something together and I don't know if she's had that conversation with you or yet or not but I know that I've been talking to her and I know that the manager has been talking to the city manager so yeah so the city manager and I have been um speaking as well as Claudia and Bertha at the city and so we're all looking at how we can expand these
Partnerships collaboratively so we're working together collectively on this cool okay I've certainly appreciated uh your support and advocacy over the years for just Youth Development in general so appreciate it oh absolutely thank you commissioners um commissioner commissioner um it's Burns or no I want to call on she had her hand okay commissioner Burns in I can both I saw both of you at the same time so whichever one want to go first whichever I have such a forgetful name ladies and gentlemen I do want to make it uh really clear that I will be supporting this in the affirmative um for a number of reasons uh outside of the ones that were just given I think it
is imperative um that we really take stock of the growth here in Durham and of what is being built and what is being torn down right now we have a YMCA that is about to go through a vast Redevelopment uh and it's getting a 28 story building put on top of it that will be years in the making you all blanched at the idea of 600 days for Deco on the go that is what it is going to look like for some of these youth facilities has come on board it is imperative that we support the John Avery Boys and Girls Club today tomorrow next year the year after that because it's clear that this in the individuals there I have gone on the tour I've met with Jerome I have met with the board members I have gone and talked to folks on the city council as well as the mayor multiple times about how we have to invest not just in buildings and durhams but invest in programs and people now he stated very clearly we are right up the street from
a high school about to be up the street from another Middle School this is a perfect place this board has made a vast investment in on at that intersection we currently own the property over there we're building a school at the intersection there's a high school and this man has just told us that zero percent of his participants have had negative interactions with law enforcement we are not seeing pregnancies coming out now some people know that right now we have an issue with tutorial services in this County one of the Beautiful Things is they don't have an issue with tutorial Services because folks want to work with them parents want to send their children there Jerome correct me if I'm wrong but uh do uh doesn't Durham Public Schools drop off buses at your facility correct we said that's this relationship is already there it is primed and ready all we have to do is vote in the affirmative today and if he comes back to us or the board comes back to us be prepared to do it again so I will be voting an
affirmative because I think our kids need it I think our kids deserve it I think we're about to have a vacuum in children's services in Durham over the next five years and if it's okay with some folks on this board to see more children out here hurt to see more children out here dropping out of school to see more children out here um and it have issues with law enforcement then vote negative today thank you Jerome thank you Tammy thank you for our extendo I was only going to say one thing the one thing I do want to say is a huge thank you to Claudia and Kim a huge thank you and I'm not going to say why but y'all know why y'all took this over the Finish Line when folks was trying to keep it from happening so thank you to Kim and thank you to Claudia okay Mr Jacobs thank you um yeah I I really appreciate the work that you all are doing and have been doing I did not realize 1939. that that is quite a legacy and of
course the county has purchased the former location um but yes we we are we are Partners uh with um the investment that we have made in in that part of town um I was wondering um in terms of I know in the presentation because that do you know the exact number of how many Durham children are at that facility I may have missed it if you said it at our current Durham facility right in terms of numbers we have 150 average daily attendance 437 part of an annual membership there are over 400 are York County residents okay okay so really the majority yeah right um and um in terms of the I guess I was a
little confused about the description of the tutoring program is that that your staff is going to help with tutoring at the library or that our tutors are going to go over to the Boys and Girls Club I I didn't get the that's it we are fleshing out the pilot so there they both have programming in place okay our intent is to refine a strategy so that we can expand and grow so right now when looking at their the budget in general with parents and families only having to pay a small amount expansion becomes unattainable because you don't have the dollars to expand so if they want to serve more students there has to be additional resources to hire people for support so there is a 150
000 that we're setting we're seeing to establish expanded services for additional Staffing to support efforts the library also has an air Opera programming dollars I think it's about 350 000 that was set aside over the next several years to support learning efforts and so the intent is to expand existing operations but working in a more coordinated way with the library so that we could also collaborate more intentionally with Durham Public Schools Etc because if you don't have the infrastructure to support more students then it's it's not going to be successful so this this pilot will allow for um the dollars will flow to um to the Boys and Girls Club but the
library will also be using dollars to support their efforts I don't know if that's yeah any clearer yeah I mean I think that these These are visions of things and we don't quite know the details yet I guess it I would love as you all do develop this program whether it's a member or whatever to come back and let us know because I think this issue is very key like with our discussion this morning with made in Durham yes and looking at the profile the county profile and looking at the coven impacts and so we know that catching kids up making sure that we address academic gaps is really key Upstream and you know so building that building that in right now will help the pipeline later on for programs like the Bulls um right and and and yeah looking at the
those you know I don't know how accurate that data is but some of the data that we have seen around learning loss is is quite concerning um so I'm just could you tell us a little bit about how you do work with Durham public schools on that kind of academic piece and also the fact that it is important how tutors are trained right we know that making sure there's a difference between a body sitting there like me when I'm trying to help my kids with Calculus and I don't really understand it myself versus you know somebody who's actually has some training so sure when our children come to the Boys and Girls Club after school we have a meals program has been proven children cannot functions the child is dead and we break out into appropriate age groups in designated classrooms
about Power Hour program or tutorial assistance program and we work with grad students from Duke University UNC uh in North Carolina Central we have retired teachers who volunteer and we also have parents who work in the school system who actually become involved our facility is 33 000 square feet so we're able to break out into small groups we're able to give students one-on-one instruction if they need it and we have uh amazing relationships with the school system where we Act we actually receive homework assignments that each student has so we're able to sort of extend the date academic enrichment and then we also receive report cards I preserve their report cards every nine weeks so I can
share data with you on the percentage of children who have shown growth subject area we are extremely intentional on what we do with values development around that's how we're able to share the success with Claudia of our tutor and attorney it is it is one of our Three core Focus areas that's fantastic and the fact that you are getting the report cards that kept that gets back to that even that came up this morning with made in Durham uh about the importance of that data sharing and having that information stickler for reporting accurate data so um yeah great and I unlike commissioner Burns I have not been over there so if there ever could be an opportunity maybe for our board to come over and do do so you don't have to do five different separate tours you know have us all come at one time be less work for
you but um to to come into and and visit sometime in the coming year would be would be wonderful absolutely that would be there yeah walk you through what the program looks like okay that would be great thank you anything on this side commissioner Carter thank you and thank you for the presentation Claudia and and Tammy for your explanation of how the library will be a partner in in Jerome thank you for your important work I mean I I believe that positive Youth Development support and um programming is super critical for the success of our youth so thank you for leading this effort in this particular space um I have also not been to the new site I the last time I visited the John Avery Boys and Girls Club was when I was in the my first term as a school board member probably 2006. so it's been a long time I remember being impressed
then I'm sure I still will be now as well just curious a little bit about how this came before us in this way it's outside the RFP process outside of the arpa process and it's outside of the non-profit sure I just this seems like a novel way of now this we started conversations about this potential partnership early summer this was before we started the arpa conversations um the arpa process did allow for entities to Showcase opportunities in many different care areas for this one because of the proven success stories and the evidential data and the model we felt that we would want to bring something forward to the board regardless
especially when the city as well wanted to partner we can choose to if the city Partners to use arpa dollars to support this expense or local funding um programs that are successful and are moving the needle with with um Youth and have the evidence to support it we we felt it just moved we should move it forward so that's not the best answer but uh does give some context yeah thanks for that do we have a like a annual report that has some data highlighted yeah so we can we will give additional information on the the programming are there measures for Success you know with these Investments going forward yes ma'am there will be so they'll be there I will send follow-up information about the targets for the number the expected number of views to that we will serve as well as
um work with um Jerome to share some of the historical information and my apologies that some of that was not uploaded into the system prior to today's meeting so that that's an error on my part thank you I look forward to seeing that thanks commission alarm I don't really have any comments because this this seems great knocking out a couple birds with one stone of supporting the Boys and Girls Club getting the Fiscal Agent so I'm supportive of this thank you so much for working so Innovative and creatively uh to get so many projects kind of working in one thank you and and we we will tweak as we see we need to especially on the Fiscal Agent um arm of things the next couple of weeks for us will it will be quite active as we pull all these contracts
together but again want to make sure that we have a successful process on all sides and there are a couple of other entities that you've seen that partner with non-profits often such as the triangle United Way they often are fiscal agents for non-profit entities as well so there are a few others too that that we we may reach out to based on our current experiences and once we determine the need so for those that are youth serving it makes a lot of strategic sense to to try to partner and to tease with similar types of experiences um and and so that it's a seamless part it's a seamless process for that entity as well because it is a state of vulnerability at times when you're doing these kinds of relationships and you want to have
options available to make sure everyone's comfortable so Jerome what I want you to leave here with is this that this board there's nobody on this board that does not support the boys and girls club we support and what we look to do is our manager and our staff get creative and figure out ways that we can help do that but we may ask a lot of questions but if you hear that this board did not support the Boys and Girls Club put it in your back pocket and know that you're hearing from this from the chair of this boy that is not true so we will we will sometimes we have to get creative in the in the how um but we do do support you and our
children thank you I appreciate those comments you're welcome um I was there anything else okay we'll look forward to next steps and uh is anything else for you all right thank you so much thanks for being here Jerome okay all right so commissioners next item we're down we're moving on down here um commissioner comments we haven't done this in a long time so our next item is Commissioners the board allows each commissioner six minutes to report on conferences or make comments regarding issues that may be of interest or concern to the board um Monica will you keep time for the six
minutes for us all and we can start with I think you've got it lined up as far as Commissioners who starts first uh we're going to start with commissioner Burns I think yeah that's the way you have it and then it's commissioner Carter and Mr Jacobs where is commissioner Alam did I miss her I guess commissioner Alam and then um I'll be last so we will start with six minutes with each commissioner I will be relatively quick um I did the only thing I want to throw out for folks um it was brought up somewhat today uh and I know that um the the only announcement I would make I
mean the only one I really want to talk about um is some things that we're working on with elevatency around our FAFSA attainment rate again I elevated it today at uh when we had the made in Durham conversation but when kids really don't know that they have money to pay for school they don't even go so I am looking for it I'm trying to go to the school board to see what steps we could take to make that a requirement I look forward to engaging some of you all about that the other thing I wanted to throw out we talked about it one or two of us don't worry y'all we weren't all talking at the same time I I do want to just take the time to congratulate um I'm gonna do Duke first on winning the Military Bowl and also to congratulate my nccu Eagles on winning uh the celebration Bowl I know um I got to talk to the Champs in the Board of Trustees and got to talk to Mayor O'Neal excuse me not Elaine and dejana Freeman so they are trying to do an eagles day a once the students come back and they are
trying to do a parade once the students come back and I just I'm hopeful that this body can be creative on how we also congratulate these two teams we had two teams to leave and we had two teams to come back as Champions uh I did not I don't think we do a great job of doing that I didn't know until a couple of weeks ago Coach K got the key to the city and that is the first time that he was ever recognized by anybody of government now I'm not even a Duke fan but I think that that's a travesty the man's been here 42 years won multiple championships and nobody ever took the time to congratulate him probably privately in a selfish way but I'm not in a way that is befitting an award-winning coach um I will stop there but I also want folks to know uh if you haven't taken the survey yet it'd be really great if you would our opioid survey is out and I wanted to ask the manager I know we sent it out if somebody could follow back up I would love to know if there are certain census
tracts that we're not seeing answers from and so those are my only three things thank you so much the the next person is uh commissioner Carter foreign but I just will try to think of a few things that I think might be relevant and you all might be interested in from my committee commission sorts of appointments first of all I would like to agree with commissioner Burns about looking into having a requirement for FAFSA and also a Durham Technical Community College application it almost seems like every graduate should that should be automatic and so maybe we can work together with this school board if there's you know interest there and how we can be supportive
also along with schools at the most recent um I can pedestrian advisory committee meeting there was a discussion more than usual actually about safe routes to schools and you know I'm not really sure what role the county has to play there you know except that if the school district was interested in working on improving the safety of their routes they would probably turn to us for funding and the tricky part is many of these routes are not City roads they're certainly not County Roads you know they're state-owned roads but the one in particular that was lifted up as a future you know site of potential tragedy tragic accident is at Riverside and so that might be again something that we need to think about in some way in the future and I just raise it up for your awareness the animal services advisory committee
is you know eagerly looking forward to implementation guidelines for tmvr and I wanted to really complement manager so well for facilitating the discussion among stakeholders around that I think it's going really well and I think that manager so well is gifted and facilitating and we're thankful for doing that work and then one last thing is the homeless Services advisory committee meeting um right before the holidays the policy and planning committee on which I serve was discussing the White Flag night um and you know and the temperatures dropped below 33 degrees the county and the city try to work together with our Community Partners to be sure that there is shelter for those who are experiencing unsheltered homelessness and the need is greater than the capacity of our system and I I I don't know exactly where we stand with that I know that we received some information right before the holidays about how the system is supposed to work but I'm not positive it's working and I
just don't know I'd like to know I mean at the this meeting we heard that there were 120 to 140 people experiencing unsheltered homelessness 24 maybe of those were families with children and we don't but we were short our capacity was like a hundred spaces short so we don't have a congregate facility and until we do I think we're going to fall short and I I would like you know to feel more confident about that I want to raise that up and I know that the whole you know Continuum of Care around homelessness Services is working on it and I don't I tried to reach out to Colin Davis with the city to see how we did over the holidays but I didn't hear back from him yet um and the point in time count is coming up in January if anyone would be interested in participating in that point in time count where teams go out and throughout all of Durham city and county and look for unshelf people who are unsheltered
that night I've done it a couple of times it's eye-opening in a number of ways including learning about how you know skilled our sheriff department is and the people they go out with the clinicians that might travel with them the crisis intervention training that our sheriffs received and help make this work go very smoothly as far as interaction with those experiencing homelessness during the count finding out what sorts of follow-up supports these people might need anyway I know they're looking for volunteers and I will try to send out that link to you all thanks that's all thanks Heidi for sharing that with us commissioner Alam thank you chair Howerton my comments that I was actually going to share I actually found the opportunity during the presentation um it felt very fitting to have that discussion during the made in Durham of
exploring ways for us to build a pipeline into Durham County in those open vacancy roles it would then Public Health and emergency services supporting Durham tech programs the only other thing I would share is just you know as the Museum of History liaison really encouraged community members to take the time and go visit the mckissick exhibit that's currently open at the Museum commissioner Jacobs and I were there at the opening and it's a really moving and really informative history not just of the Mississippi family but they're of Durham's history itself of how they have shaped Durham and what downtown is today so just encourage every all of our staff or as well as our community members to go out and do that let's do it thank you thank you commissioner Jacobs thank you um I want to talk about familiar faces but I want to follow up on thefts I
don't I think commissioner Burns you were not here when I made my comments about made in Durham but I ask that we try to have that at a school board meeting to discuss and also I mentioned um president buxton's wife Hunter has done this program at the libraries in Wake County so having Librarians be able to help students so we need to nail that and I love your idea about the Durham Tech application too um I just want to update everyone on the familiar faces initiative that I'm involved with nationally it has been a great experience so far and Goodra and I are going to be headed to Bexar County Texas next week for our first Insight on-site visit with all the other counties but what we've benefited from so far and when I say we I have
pulled in staff on these technical assistance opportunities that we have had Durham County I I have pulled appropriate staff in on on these different meetings that we had so one we had with the um Center for Health and Justice t-a-s-c where which was kind of a broad overview of you know what what we're doing here in Durham but they actually are interested in working with us further and have offered to outside of you know our free one-time meeting with them they want to help us with what we're trying to do in Durham and so we're going to have a follow-up meeting with them um and then we had a meeting with the razzalon center for mental health law which is a National Organization and
that discussion focused on um obviously around legal issues related to familiar faces but really especially on how to have a shared data shared sharing agreement that addresses any HIPAA concerns but this issue of sharing information about people that are and trying to figure out who our familiar faces is really fundamental to anything that anybody is doing in this country related to familiar faces so that was we discussed some templates that are out there nationally that we can look at and then the last technical assistance meeting we had was for the center for Supportive Housing and this was a really again these are this is a National Organization that is focused on permanent Supportive Housing
T from the county go to which because there are all these different platforms now out there that could be used for data sharing so these were basically these different National entities pitching what is the data platform that they have so that that was another benefit that we've had so far and then
just how um I'm trying to work here locally on this is through the stepping up initiative we now have an access to care subcommittee which I'm serving on and we I'm really excited about some of the work that we're doing and one of the things is we are finally talking to Alliance about getting data this is something that we've all been asking for on who is being served and you know who is and and who is not being served and so you know what are what are getting more specific data on on the capacity and what the gaps are and so we're starting to work on that um and and have and that's getting going and the other thing is um looking at the sources of information that we do have for instance there are researchers at Duke right now who have been looking at
the data that's coming into the Duke emergency department and also looking at the jail data and seeing where the overlap is between those two because um one of the definitions of familiar faces is that you look at who are the people that are rotating through the jail through the emergency department and who are homeless and they are and the the one they are often the same person they're often the same person so the key for us is going to be getting to a place where we're figuring out who are those 50 you know people I don't know how many there are who are those people and then zeroing in on really helping them with the the housing so anyway I just want to give you all an update on where that's at okay
okay wow he's windy oh so I've got a few things um and first I want to say that is is um I think Christopher Burns brought up uh Duke and nccu and we will be having them at some point uh to be we will bring them before us we just hadn't got it worked out yet so the last three months of 2022 there were a lot of trips for me on with uh County businesses starting with Washington DC to Miami to Brussels into Chicago and all of these trips that what I want you to know is that they were not paid for by County dollars they were can't paid for by the National Association which I'm on the board of directors or they were paid for by uh go triangle and some out of my own pocket
so starting with Washington DC that was on behalf of the National Association of counties and research it was a national league of counties and a National Conference of state legislators we were invited to have a conversation about Pre-K pre-natal to three and Roundtable conversation to Foster relationship between City County State officials create policy tables multiple multiple layers of government conversation to discuss pre-natal to three one of the things that was not included in the conversation that what I got the notice was that I could have invited some of our staff and then some of the community because Greensboro did that and I didn't see that in the communication until after I got there so that it won't happen again next time I
go I will invite Community folks and staff to be in that conversation the other conver the other trip to Miami Florida that was go triangle and Revolution conference and that was also paid by paid for by go triangle and understanding transportation we learn a lot about how other states were able to make it happen starting with collaboration partnership and respect uh the annual Revolution conference focused on the interplay of Transit connected Mobility options land use and development in building great places to live leaders and Advocates from communities across the United States and Canada attended shared best practices real world Solutions and Innovative approaches to the challenges that we face um Miami was not an inexpensive place to be
some of the conversations were standing with the LBGTQ plus Community getting to know Miami's understanding how art has played a part in transportation it's a huge conversation that is good to be there to learn what's happening and then um the invitation to travel to Brussels with North Carolina USC delegation um to do presentations and they didn't just invite you to just be there you had to present into the discussion um this is the international governing body on the host of the 2027 World University games um some of the people that attended were Elaine Marshall and her husband Ingrid wicker and a lot more that's in the booklet that Wendy has right there
um we didn't come back with with the game but hold on we have a second chance added on nine between the January the 9th through the 11th that we will be going to make that happen and that will be an incredible opportunity for for North for the region that'll be Raleigh Durham and Greensboro the summer gains in 2027 that will be here in this area and the economic boost in the Shrine in the Triangle will be unbelievable so I'm really excited about that and then Chicago they don't call Chicago to Windy City for nothing as a member of the National Association of counties you know that conversation was about Transportation Housing Programs crime prevention and importance of maternal
S Department of Treasury announced the release of local assistance and tribal consistency funds
and I couldn't wait to get back until I finance people to that that money was available and um that kind of closed it I want to end with the National Association of counties Advisory Board which I serve in some of the folks like Deborah Craig Ray um Joanne and and OSHA are serving with me on those boards and we will be putting together uh presentation for our conference in August I mean in August no in February at our legislative goals conference so hope that all of you will be going a lot of stuff but Ian's mine in any any of this information I can Commissioners I can forward you information on them anything else
all right so we have a couple more actions that we need to take uh before we adjourn today we got okay board directives follow up are there any questions regarding the board directors see Dion is here on those um commissioner Jacobs yeah I just wanted to note that there are a lot and I think it would be great I know we've had transition because Drew was was the person who had been leading those up but I'm just wondering if it would be great if I think some of the ones that are listed have actually been completed so if we could maybe really make a push to get that list that the
directive updated um and even you know maybe and then just highlight the ones that really really haven't been followed up on and then make a push to get those completed because it does feel a little overwhelming now when I look at it um that there's a lot and I so I just want to put I'm not going to comment on any in particular but just that it seems like we need to focus on that weekend certainly it's like you want to address that and so we have a general manager's meeting scheduled for tomorrow and that'll be the focus of it is going through and making sure that we identify what's complete I know some updates have been made but we want to make sure we get them all updated and provide the status of them okay commission card first thanks to Dion for taking on this task of sort of following these tracking these for us
I'm just curious about one in particular and call me fixated on this issue if you want but I'm wondering about the single-use plastic bag potential policy and where we are with that and so actually um I sent an email to Tobin actually this morning and Perry shaking his head because he was copied on it um and so we're planning to meet internally first and then we're going to meet with don't waste Durham to kind of identify an action plan on you first identify where we are and then identify some next steps on that so I don't have an update for you right now but we are working on that it's coming yes ma'am thanks Dion that was quick so our next item Commissioners is
2300-21 a temporary chair appointment so the board is requested so um January the 9th through the 11th I will be out of town and commissioner Jacobs will be your Vice chair will be out as well both of us will be out at the same time for the next meeting so what I did was I called to check with other counties to see what do you do how do you manage when you've got your chair and your Vice chair not available to be at your at a regular meeting and what I was informed was then you go with the next senior person that's elected next thing to your commissioner not senior in age but senior in years
that's been on the board so so I had a conversation with commissioner Carter and Alice Cove she'd be willing to feel that role for the ninth as we're out and what has to happen at this meeting for that to happen an attorney and make sure that we are legal is that we have to suspend the rules and have the board um vote on having commissioner Carter she's willing to stand in at that meeting Madam chair um that sounds like a proper procedure I would just mention if you have any actions that are ordinance approvals or other items like that we'll have to follow the the the rules of the county and if they require a super majority we may run into
a challenge and have to reschedule those items because with having three or five you will have a quorum but certain items legislatively require more than three members to vote so we'll adjust the agenda to accommodate that thank you and um our clerk has been she is great at making sure that we follow ordinance and make sure that we are we'll be okay is that right yes ma'am all right all right and um I did want to have Heidi have to deal with a long long agenda because she said she'd get me if I did so so um what I need right now is a motion to suspend the rules to appoint a temporary chair um for the ninth for January 9th
