any commissioners hearing nine Commissioners I I have to acknowledge our community [Music] is is traumatized and in pain today and it has been since last week when a five-year-old child was shot and killed and to for us to proceed without acknowledging that just doesn't set well with me I you know there's not it used to be every so often but this is happening every day almost too frequently that our children are being shot and killed and you know as we all receive the
email from Linda Chappelle from pre-k and she talked about how that whole organization is troubled and traumatized that that young child was in their classes and here we are in Durham again you know as Commissioners we keep coming up with things that we think will help the community and prevent our children from being in arm's way and it continues to happen and it's just not Durham it's all over our country as the governor put together a task force around guns and you know it's I'm not saying people shouldn't have guns but they should be able to keep them out of arm's way of our children and it pains me
that here we are again a five-year-old child dead and if you don't know this is something that their parents will never ever get over so it takes a whole Community this is not a County Commissioners issue to handle it's not a city council it is up to this entire community to work toward what can we do to save our children that's what's on my heart today and I just need to say that and and as we look at this month um minority mental health awareness
of this month and to an opportunity to highlight mental health challenges is something that we all would need to pay attention to mental health is an issue and I'm not saying that everybody every time somebody picks up a gun and shoots somebody it's a mental health issue I'm just saying that mental health is an issue just need to say it so thank you Commissioners I just needed to say that if anybody else has anything to say please do Madam chair not to even take away from the moment or to even add anything because I think you articulated that beautifully but I did want to acknowledge the fact that the 15 year old was shot as well while she did not lose her life we're the adults in this situation and that child is only sitting in the hospital because she put her body in front of those bullets for a
two-year-old and a one-year-old so when we go to sleep at night we got to know that the only way that child could defend herself was by losing her body using her body and I just we got to think about that as adults like that was her option that was her choice and I don't think any kid should make that choice no five-year-old thought they were not going to kindergarten no 15 year old thought they were not going to have summer break so again not to take away from the comments but every kid didn't lose their life and we got to think about how we surround that young lady as she comes home and transitions back into this community and how we can be supportive thank you if it's nothing else um we will move on Commissioners to uh citizens comments and I have two citizens that signed up to speak um Jacqueline Wagstaff if you'll go to the podium dress and also Dewan Langley
good afternoon chairwoman tarotton commissioners um I'm here on behalf of a concern I have as it relates to your boards and your Commissions in the application process um some of you have already spoken with about this issue there was a board that it was brought to my attention that it was available it had an opening for the whole month of June well it's a board that I actually sat on at one point some years ago and I wanted to sit on it I want to apply to be considered for it again and this time I was very diligent in watching your website so for the whole month of June I continued to click on that website and click on that board the one that I was considered that I was wanted to be considered for when I clicked on the link it said no vacancies available I filled out my application and your
link has two ways to submit it has to submit that's after you decide on which board you want to be considered for and it has a save I decided to save I didn't want to submit because that was the only board I was considered that I wanted to be considered for and it was it had No Vacancy so I saved my application on June the 11th on June the 21st the 25th and the 28th I received a automatic generated message from your County website informing me that my application was still in Saving and did I want to submit it well I had no reason to want to submit it because each time I clicked on the link that said ABC Board it said no vacancies and there was no other board that I really wanted to be considered for so I left the application and saved until July 1.
when I got noticed that y'all were going to have this conversation about making an appointment tonight and I'm saying well that seems impossible when the board didn't have a vacancy that was available on the website so I went ahead and submitted my application now according to your rules I submitted my application after the uh application process was closed well I'm trying to figure out how was this application process closed when it never showed up on the website and I'm not sure what was showing up here at the county but I know what was showing up on my laptop it said no vacancies and I watched that website from Jan from June 1 until July 1. and I have the documentation that I think I sent to Chairman Jacobs and I think I sent it to I think it was sent to your manager I think commissioner Burns and so far I'm
just asking that you reconsider opening that process back up so there won't be any problems there won't be any concerns because if they say that it was up it wasn't up when I watched and for the be fair and transparent I believe it should be opened back up so that we can have a fair transparent process so I'm just asking for that consideration tonight thank you Miss Wags have um Mr attorney uh Andrews is it appropriate for you to respond to that now or or later which would you prefer well what I've heard is in a statement that would Merit investigation which can be done um and it's probably appropriate given that you have a set of facts or alleged we have no way at this moment to validate or to investigate whoops said we'd have to take some time to
appropriately look at it whether or not you delay voting you know you have a procedure in place you have several boards that are scheduled to be selected now you certainly have powers within your right to suspend all of that but it's a process that has taken place and it typically goes on an investigation I can't tell you whether that would take anywhere from two business days to a week or more it's just impossible to know given that some of this may involve computer forensics so it could be some time so my recommendation would be that you proceed you investigate and if you find the need to do something differently post investigation that you can take action based on that but you have the authority within your purview but I think an investigation is merited and it would take a little bit of time to do that and then a report would be generated to you
that you could act upon in whatever way you felt is prudent could we do one other thing as we proceed I'll go we can go ahead and proceed with a meeting in which you meet with a clerk and have a just a quick conversation with her and then come back to us sure later on in the meeting sure you do that absolutely thank you all right uh Dewan Langley is he on Zoom or please give me one second good evening Madam chair thank you Vice chair Jacobs and members of the board of County Commissioners County manager so
well thank you all for this opportunity to speak I just come before you as the chair of the Durham County Juvenile crime prevention Council and wanted to express deep appreciation and gratitude for your recent decision to allocate an additional 105 000 300 toward expanding our annual award amount this generous increase in funding is a testament to your unwavering commitment to the well-being of our community's youth your investment in jcpc showcases a profound understanding of the importance of early intervention and prevention when it comes to addressing juvenile crime by dedicating these additional funds you have reaffirmed your commitment to nurturing a supportive environment that empowers our youth and steers them away from the path of criminality furthermore your decision to increase the award also demonstrates your trust in the jcpc's ability to utilize these resources effectively and efficiently and we also wanted to extend this thanks

the screen uh if you have some comments so Durham Board of County Commissioners Proclamation North Carolina senior Tar Heels 30 anniversary 2023 whereas the North Carolina senior Tarheel legislature ncsth-l is unique serving as a bipartisan on Carnival body is that announced that by the camera on say it again this is unicameral unicameral okay Body by the North Carolina general assembly in the Senate with passage of Bill 479 in 1993 tasked to identify the most pressing issues facing older adults across the state and proposing legislation that will improve their quality of life and whereas each of
North Carolina's 100 counties May appoint delegates and alternates to provide information and education to older adults on the legislature process and matters being considered by the North Carolina General Assembly promote citizen Improvement and advocacy concerning aging issues before the general assembly and access the legislature's needs for older adults by convincing convening a form modeled by the general assembly and whereas since its Inception the ncsthl has supported the passage of 11 bills into law and has consistently promoted increased funding for programs supporting the growing population of older adults and their
caregivers policies to protect them and whereas Durham County is committed to support the NCS tlhl in engaging and supporting older adults their families and caregivers and to protecting and safeguarding the rights of older individuals and whereas it is appropriate for Durham County to recognize the ncsthl and to celebrate its 30th years 30 years of positive impact on behalf of older adults in North Carolina now therefore I Brenda a Jacobs on behalf of the board of County Commissioners do hereby recognize North Carolina senior Tarheel 30th anniversary in Durham County this the 10th day of July 23. the board of County Commissioners
thank you very much I I appreciate all the support uh and this Proclamation uh from the board of County Commissioners you know we are hoping to make a positive impact for the quality of life with seniors in Durham County and I'm proud to be a representative uh for the Durham County at the senior Tarheel legislature thank you so much comments commissioners commissioner Burns how you doing Mr Valentine I'm very well thank you how are you good it is good to see you um so I can say I know that all of us at some point have visited the senior center but at this year's 30th uh at uh breakfast anniversary Longwood chair Hamilton and vice chair Jacobs we were blessed to be able to come and attend and you all gave an excellent PowerPoint presentation so my comment is not so much for you because you all know to do the advocacy or for
the board but it is for the public so um if you all have not had the opportunity you can go and just Google you know Tar Heel legislation uh legislature senior senior and North Carolina senior Target legislature and the reason why I would ask you to do that they only made five requests those five requests are not in the budget they are not in any version of the budget the budget is not closed and to see them down there kind of sort of advocate and by themselves we all have a parent somebody that we care about in the neighborhood so I do um I'm just going to take two seconds like they asked to allocate an additional eight million dollars for Adult Protective Services now if it got added in today then maybe it's in there but eight million dollars in a 27 billion dollar budget is not a lot to ask for they asked for 8 million in reoccurring funds for the home Community Care block grant they wanted to strengthen Long-Term Care staff and standards uh and then they also ask for one and a half million dollars for 11 additional Regional long-term care ombudsmans these are very
simple requests it's not even 10 million dollars that they asked for in the budget so if you do have somebody that you care about I think it would be great if we could all collectively advocate for some of these ass now if they've been added but on the day that we were there none of these requests were in the uh in the state but do you start at them but thank you for your work sir it was something added and I'm wrong no okay Mr Valentine thank you yes sir Mr Jacobs well I want you just to Echo what commissioner Burns said first of all thank you so much for your service in this role advocating for seniors all across our state um really appreciate the work that you are doing and as commissioner Burns noted unfortunately there is no all of the funding for seniors is basically Federal funding we do not get State funding and
I don't ever remember Mr Valentine the amount of money that was allocated for senior centers it was it had not changed in decades do you remember the exact amount yeah it's um it's 1 265 thousand dollars one million 265 000 for a hundred counties a hundred counties and it's just it is it is really an insult and an outrage so just I agree that we all need to be aware and and Advocate with our represent Representatives at the state level our senior population is growing and the needs of our seniors are increasing and we do not see the states stepping up to take care of our seniors and so again thank you for the work that the Tar Heels uh legislative body does to Advocate thank you and thank you for your support
decide commissioner Lee yes I also want to say thank you so much for your important work um you know I'm I'm moving into the category of senior myself and um and there are many many seniors that I love dearly and I also do believe that the the measure of a community is reflected in how we take care of our children and how we take care of our elders so thank you very much for your important advocacy and let us know how we can be supportive of your work and thanks for bringing this Proclamation forward today making us aware more aware of of your role and the work across the state thank you as one of the one of the things that we all have to recognize we're going to either get there are we going to go in a different way
we all will be seniors if we're not already or if we if we get there and we're just going to be thankful to get there but thank you so much for your work thank you thank you okay right um our next item commissioner is 230470 Durham County government earns seven seven lucky seven seven I like that number Europe said several times maybe I should go play that lottery number there's seven 2023 Naco achievement awards uh the board is requested to recognize Durham County departments for their role in being named as 2023 National Association of counties Achievement Award winners Naco awards are given in 18 different
categories that reflect the vast comprehensive Services counties provide the categories include Children and Youth criminal justice and Public Safety County Administration information technology health Civic engagement and more and I will ask our County Manager to call out the names of those departments that received an award the received an award and ask them to please stand and be recognized yes I'm absolutely delighted to do this so the first award I will call out was to the Board of Elections and I know that the director Derek Bowens couldn't be here but is there anyone here from the Board of Elections that was for the delivery management application also our human resources
department received an award for our County U program so I will ask our human resources staff to please stand to be recognized and please stay remain standing if you don't mind also our information services and technology department anyone is here from isnt would ask them to stand but they received two awards for the development of a disaster recovery and business continuity plan and also for a managed security awareness service also Economic Development anyone is here from The Economic Development Department thank you so much Mr Andy miracle for the Durham County Business recruitment also register of deeds and I know I saw someone here did he leave yeah ah there you go JT Tavern for hacking into history discovering racial covenants in Durham property deeds and then lastly but
certainly not least our library Department is Tim yes for our readable collectible cards so we are certainly certainly proud of the work [Applause] okay thank you Ms manager for when that comments from commissioners any comments I'll start on this side commission alarm thank you all for all of the work that you guys have been doing uh for each of these projects and being able to get recognized at the national level especially for projects that are Innovative there are things that
your staff have just been looking in and having this passion for this work and they they came out of that and I think that's really really important for all of us to recognize and celebrate and celebrate nationally because it shows how passionate our Durham County employees are that they're not just you know individuals coming in clocking in nine to five and then heading on home this is people who you know are sitting here and thinking what else can I do what else is new that I can do for Durham County and I'm just so grateful that we have this level of talent and Leadership among so many different departments you know that it's an entire thing you'll see across all of Durham County we had seven awards from seven different places so just thank you all for making us look amazing as well and I look forward to seeing the plaques and certificates and when we go to Austin and being able to see these Awards in person okay commissioner Lee yes thanks so
much to our staff you know it it takes a lot to do your jobs and then to to to create these Innovative initiatives but then you you know on in addition to that you have to fill out the application um and I know that's can be a pain as well um thank you all very much for making our services the best that they can be for making our County you know the place where people really want to live um I I my my you have my admiration um and my gratitude and thank you so much okay on this side commissioner Burns yes I will be really quick um just I agree with everything my colleagues said but if you have an agenda in front of you there are 18 categories 18 and we hit seven of them if that does not let you okay so yeah we didn't hit 91 50 but when you think about how many counties there are and that's 100 counties in North Carolina there are 3
142 counties in the United States and we swept seven of the awards that's all I got to say y'all are putting in the work y'all make us look good I cannot wait I was in say this but I'ma talk trash the whole time I'm in Travis County and I I just look forward to you know cheering you all on so out of 3142 it is a feat to get one award we got seven out of 18. so you all are superstars are you sure I will just Echo what all of my board members have said um again not just that these awards are Innovative but at the end of the day these are way these are all connected to ways that we are improving the quality of life for people in our community and um so and it takes an effort it takes effort to apply for these Awards it takes initiative to do that so I just want to encourage our staff to keep keep doing that because also other counties can learn
from what we're doing best practices so I appreciate all of you congratulations to all the Departments I also want to give a special shout out to Andy Miracle because um that award is actually the only one that we are directly in any way connected to uh it's related to the our our economic incentive policy that our board adopted which is prioritizing companies that invest in pre-k and child care invest in um you know good wages you know transportation and sustainability these are different things that our board has prioritized so Andy I had no idea that you were going to be highlighting one of our adoptive policies and you know the social determinants of Health that we that we
look at so thank you for doing that um and again congratulations to everybody really appreciate all of you so ditto ditto ditto ditto to all the things that have been said and I want to add one other thing that I've been involved with the National Association of counties for 15 years and I have not heard at any point where any county has gotten that many awards I've not heard it and I also serve in the National counties board of directors so I'm listening for what other counties are getting because I want to know if they get more Awards than we're getting and it I have not heard that so I I think that at the board meeting I'm gonna make sure I lift that up it may put me out but I'm gonna lift it up anyway so again thank you all that participated
in making those things happen because it's really important and and in making that happen that's some office awesomest service to the community that you create things that we didn't know that we could do so thank you all anything else for you Mr manager nope I'm just glad to be able to come in and work with these Superstars every day and someone asked me how things were going and um if the honeymoon was over and I said the honeymoon is absolutely over but I am still smiling every day that I come in here because it's it's a great marriage it's a great marriage but I will tell you it's a joy to work with our staff with our leaders and our staff they do an amazing job and it makes me proud to come to work every day and spend time serving our community with them so thank you all so much for the opportunity thank you so now we come down to our consent agenda and we have 15 items here that we
have already gone over ask questions about this board have pushed back to staff to see if they had any questions about these items uh there is one item that I'd like to pull 230472 I will just pull that one for now are there any others that any other commissioner would like to pull Madam chair um not pool but I did look at 230482 I just want to congratulate the staff with moving forward with the disparity study and that additional work so oh four eight two yes ma'am that's all I know the manager brought it up at a recent meeting and I'm just okay that's all all right so if I can get a motion to approve the items from um 230346 down to 23

lobbying service with McGuire Woods Consulting and I just want to really uh bring that one highlight that because this is something that we this board has been trying to get done for quite some time so that we have Deborah Craig Ray has been working on this we really want to acknowledge you uh Deborah for making this happen for for us and that now we will have folks over in Raleigh lobbying for this board and this County to ensure we we have our legislators and our Representatives over there but we needed someone else making sure that they are paying attention to the laws that and keeping us abreast of what's going on because it's a lot happening and Deborah couldn't do it all so I just wanted to highlight that for uh for the community
any other comments any comments for you commissioner no I just want to Echo thrilled that we're moving forward with that I look forward to our board sitting down and meeting with the Consultants um and I I also I just because this agenda today we we haven't wasn't on a work session there were two other things I wanted to highlight one I wanted to congratulate the sheriff on the um award for uh doing mat with Vivitrol in the jail which is fantastic and also to Crystal Harris for your Grant award and the upcoming conference that's going to be at nccu I hope that the community will in the future you you could bring information back to us maybe at our um next meeting about so the community can know about the conference it's going to be an nccu in August so congratulations and thank you okay if it's no other comments on this
one you have comment on this one um the first one that you were discussing about the McGuire Goods Consulting contract yeah yeah I just wanted to add on in Praise uh to Deborah is that you know I'm really excited that we're moving forward with this contract but also just recognizing acknowledging that before we moved on with this Deborah's been doing the work of this this whole firm is going to be doing Deborah has been doing in her team going and advocating for us and for Durham County in Raleigh which is not the easiest place to go and be an advocate so thank you for having this very very very strong spine that has been fighting for us Deborah I really appreciate it and I know the residents of this County do as well commissioner Lee I just have a quick question about this also a lot of gratitude for you Deborah thank you and I am really thrilled that we're going to have a lobbyist um in Raleigh one of the documents
um lists the Committees that we expect to focus on in particular and they all look great it did not mention the environment or education and I feel like those are two areas that we um well first of all you know where we need some changed change in some of the legislation especially in education and the environment can be very complicated I assume that if we you know ask or raise concerns that I know they'll be interacting with us regularly and I'm sure they'll be wonderful back and forth feedback going on um yes thank you all so much um we had a very successful period of interviewing with this company and they had several of their staff responding positively to our questions and
certainly there would be no problem if we wanted to certainly add education and environment as a focus for the work they do for us have every confidence that that will happen okay thank you so much Deborah wonderful and and Deborah will we we will probably be meeting with them pretty soon absolutely I'm going to call Johnny tonight yeah yeah and um set up a meeting as soon as we all can get together so that we can make sure we're moving um down the road positively great thank you the only the only thing the only thing I want to throw on um I know for some people they might in Durham I think we operate sometimes in a silo and we pay for a lot of stuff there's a lot of money in Raleigh for a Litany of things and so also recognize that this is just not advocacy for advocacy sake but it is because we want to continue to bring additional Prosperity here and if we can do that with dollars uh dollars that do not come specifically from our tax base
we want to be able to do that and that is one of the reasons why we you know I know I pushed so hard and other folks push so hard um you all notice as soon as one person flips their political uh their political affiliation that's when we saw abortion that's when we saw uh no more permits for guns it's just is it is now a runaway freight train so I just want to say also congratulates uh congratulations to our assistant County manager but also the willingness and openness to know that we now need to go over there with not a velvet hammer but a big bat and so I can appreciate that I I'm excited that she's going to lead this and I'm excited to see what these ladies are going to gonna ask for so thank you for this thank you we will work doubly hard to get what we can certainly you have some wonderful things in your legislative agenda as always and we will work to make that happen thank you so much Deborah all right if there's nothing else I will

ballots I'll talk through an item you wanted me to raise and so I'm gonna do two things at once if I give up ballots okay now earlier you wanted me to try to gather some information about it matter that came up during public comment so yeah I went and and did and did that so I think of this this step you have a couple of options and I'll advise you is what I think is probably the most prudent at this time because the boarding commission process is yours you certainly have authority over it it's not regulated by state law it's a Durham County process by published policy it's how that worked you have latitude but you do have a policy that indicates how you identify candidates and select candidates to fill vacancies on boards and commissions
based on what I can determine to preliminarily you can move forward with the balloting as we have it scheduled just so for tonight that does not preclude looking into allegations concerns or whatever on any particular balloting or selection or candidacy or any of that for boards commissions those things can still be done but I don't see a reason why you can't proceed just as you had planned to tonight with what's before you that is lawful to do and fine and thus because it's lawful I recommend that you do so we also can look into any issues that are raised but at this stage I don't find an irregularity rise into a say a constitutional level that would preclude you from voting and going forward so I can elaborate on that as much as you would like or if if that's not clear or I could kind of clarify that if there needs to be but I want it to at least arm you or provide you with that read thus far okay thank you attorney it's the
pleasure of the board I might be in the minority on this I don't have a problem waiting a month I don't but I'm into my door I might be on a minority I don't know but um I support our clerk staff I said you know I talked to Monica I've talked to whatever we do tonight I do think there are some things that that need to be tightened up and I've discussed those and I'd be more than happy to discuss those later but we we wait a month on a million other boards I'm not trying to prolong this process but um I take the resident that they were so that's just my two cents so um is there any consequences for not voting on that committee tonight and being given staff time to
researcher to make sure I I know that staff has researched it but is there any is there any um problem with us holding off on that one tonight as far as holding it up and voting what does that do to that board okay so you have authority to hold up any particular Board of commission uh the the bodies typically don't have matters because they are just advisory they aren't regulatory they aren't final decision boards generally there are a couple of exceptions of boards that have certain legal abilities ABC is not one of them so you could hold up any particular individual selection process you don't have to but if you do I think you give staff guidance on what your intention is I mean I can discern that your intention is to um you know allow the matter to be looked into and then bring it back if that is
what is ultimately moved for and voted upon you don't have to do that but you certainly can and they will be fine okay so so this is my suggestion and the board tell me if they want to go along with it or not so we can hold up on that committee tonight on that board and then bring it back not not re-advertising I'm not asking I'm not recommending that but we bring it back unless there's some um some infrequencies there if there's nothing there that we bring it back at our next meeting for a vote the worst Works option for a vote does that work August I think the 24th or 28th it'll be the last meeting of the month if that is the board's pleasure yeah and we bring it back out of the August work section we could yes yeah may I ask for a good vacation so Madam chair you said
postponing and not re-advertising so meaning not accepting new applications right okay right so then just wondering then if there's no new applications then what would be the difference like I'm fine with this waiting but just wondering we want to verify that it was done appropriately and I you know I I believe the staff has we just want to make sure that it was that everything is in order and then we bring it back for a vote if it wasn't then there's some other actions to be taken okay okay all right well the board is shaking their head like it's okay so so let's move ahead with that is that okay with the attorney yes ma'am all right okay you'll give us the the other Rundown so being that that's the case will hold off down scene ABC control board for the

select a person's Charles Mitchell for the Durham County I'm sorry the Durham Convention Center Authority the selected person is laurente Bryant for the Durham Workforce Development board selected persons and the I'm sorry Andrew miracle for a juvenile crime prevention Council citizen slot the selected persons are Kevin McIver Leah selvey Jonathan Wilson John Morris and labria Stevens foreign for the juvenile crime prevention council member of the faith community to select a person's Renee Hill for the United for the United Way our
other non-profit category the select a person is Lisa Jones for the library Board of Trustees the vote for five at large positions are Aquarius Anderson Miranda Strobel tal Madeline Jen McConnell and Carl Newman those are the five for the Raleigh Durham Airport Authority the selected person is David Morgan so that concludes the boarding commissions tonight except for the one that we held which is ABC thank you attorney Andrews and congratulations to all of the citizens that were selected tonight we do appreciate your service serving on these boards we have an awful lot of boys that
