To authorize the City Manager to execute a contract with El Centro Hispano for community support services in an amount not to exceed $62,970.

8. SECOND AMENDMENT TO INTERLOCAL COOPERATION AGREEMENT BETWEEN THE CITY OF DURHAM AND DURHAM COUNTY TO CONTRACT FOR A JOINT CRISIS COMMUNICATIONS PLAN

To authorize the City Manager to execute the Second Amendment to the Interlocal Cooperation Agreement with Durham County for a Joint Crisis Communications Plan, extending the term of the agreement to December 31, 2026.

9. CONTRACT WITH BRINK'S, CAPITAL LLC FOR BRINK’S COMPLETE SMARTSAFE SERVICES

To authorize the City Manager and/or his designee to negotiate and execute a contract with Brink's, Incorporated for SmartSafe services not to exceed $130,000 for a period of two years with options to extend for four additional one-year periods.

10. CONTRACT FOR ELECTRONIC PRESENTMENT AND PAYMENT PROCESSING FOR THE CITY OF DURHAM WITH INFOSEND INC.

To authorize the City Manager or his designee to execute a contract with InfoSend Inc. for electronic presentment and payment processing not to exceed $4,500,000.

11. CONTRACT WITH BRINK'S, INCORPORATED FOR CASH-IN-TRANSIT SERVICES

To authorize the City Manager and/or his designee to negotiate and execute a contract with Brink's, Incorporated for cash-in-transit services not to exceed $130,000 for a period of two years with options to extend for successive one-year periods with mutual agreement of the parties.

To establish a contingency fund in the amount of $5,095.37; and

To establish a contingency fund in the amount of $19,660; and

16. U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) GRANT PROJECT ORDINANCES

To adopt the FY2025-2026 U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Grant Project Ordinance (GPO) in the amount of $1,936,725 and program income estimate of $50,000 for a total appropriation of $1,986,725;

To adopt the FY2025-2026 U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships Program (HOME) Grant Project Ordinance (GPO) in the amount of $977,088.20 and program income estimate of $100,000 for a total appropriation of $1,077,088.20;

To adopt the FY2025-2026 U.S. Department of Housing and Urban Development (HUD) Emergency Solutions Grant (ESG) Grant Project Ordinance (GPO) in the amount of $376,018;

21. CONSTRUCTION AWARD TO J.F. WILKERSON CONTRACTING CO., INC. FOR THE WEST END WATER, SEWER, AND STORM REPLACEMENT – PHASE 1 AND MAIN AND BROAD STREET WATERLINE PROJECT

To authorize the City Manager to execute the West End Water, Sewer, and Storm Replacement Phase 1 and Main and Broad Street Waterline Project with J.F. Wilkerson Contracting Company, Inc. in an amount not to exceed $5,938,257.05.

To establish a contingency fund in the amount of $593,825.95; and

To authorize the City Manager to negotiate and execute modifications to the West End Water, Sewer, and Storm Replacement Phase 1 and Main and Broad Street Waterline Project provided that the total contract amount including existing contingency funds does not exceed $6,532,083.

In an effort to preserve the intent of open government and maintain a positive environment for citizen input and Council decision-making, the following Rules of Decorum have been established. Compliance with these rules is expected and appreciated. 1. All citizens may participate in the public process. 2. Speakers will conduct themselves in a civil and respectful manner at all times. - Name-calling, shouting, yelling, screaming, profanity and/or obscenity is forbidden. - Refrain from the use of obscene language, “fighting words” likely to incite violence from the individual(s) to whom the words are addressed, or other language which is disruptive to the orderly and fair progress of discussion at the meeting. - Speakers will refrain from making comments of a personal nature regarding others. 3. The Mayor serves as the presiding officer of the Council; the Mayor Pro Tem serves in the Mayor's absence. - Speakers will state their name and address. - Speakers will address the presiding officer. - Questions to Council members or City staff will be facilitated by the presiding officer. - Speakers will refrain from the use of individual City staff names.
