5. SECOND AMENDMENT TO CONTRACT #20626 WITH OPEN TABLE MINISTRY, INC. TO PROVIDE TEMPORARY WEATHER-RELATED EMERGENCY SHELTER AND SUPPORTIVE SERVICES
To authorize the City Manager to execute an amendment with Open Table Ministry, Inc.to extend contract #20626 and add $157,513 for a total contract value not to exceed $537,513 to provide temporary weather-related emergency shelter and supportive services to households experiencing homelessness.

6. LAKEWOOD AVE STREAM STABILIZATION AND ENHANCEMENT (SP-2025-02)
To authorize the City Manager to execute a contract for SP-2025-02 Lakewood Avenue Stream Stabilization and Enhancement, with HGS, LLC T/A RES Environmental Operating Company, LLC for the amount of$1,248,363.14;
To establish a contingency fund in the amount of $124,836.31; and
To authorize the City Manager to negotiate change orders for SP-2025-02 Lakewood Avenue Stream Stabilization and Enhancement provided that the total contract cost does not exceed $1,373,199.45.

7. SUBRECIPIENT AGREEMENT WITH THE HOUSING AUTHORITY OF THE CITY OF DURHAM (DHA) FOR THE CALVERT PLACE AND MAIN STREET TOWNHOMES REHABILITATION
To authorize the City Manager to execute a Subrecipient Agreement with the Housing Authority of the City of Durham (DHA) for the Calvert Place and Main Street Townhomes Rehabilitation Project in an amount not to exceed $1,250,000 in Community Development Block Grant (CDBG) funds, subject to completion of the environmental Review under 24 CFR Part 58 and receipt of HUD's Authority to Use Grant Funds (Form 7015.16).

8. CONTRACT WITH ESRI, INC. TO ADOPT A NEW ARCGIS LICENSING MODEL
To authorize the City Manager to execute the Contract for Adoption of Enterprise Agreement Licensing Model with Environmental Systems Research Institute, Inc., doing business in North Carolina as Esri, Inc. in an amount not to exceed $2,090,000.

9. AMENDMENT 1 TO THE PROFESSIONAL SERVICES CONTRACT WITH CDM SMITH, INC. FOR THE MISCELLANEOUS WATERLINE REPLACEMENT – PHASE 1 PROJECT
To authorize the City Manager to execute an amendment to the Miscellaneous Waterline Replacement Phase 1 project with CDM Smith, Inc. for professional engineering services in the amount not to exceed $303,500, increasing the total contract amount to $1,284,600;
To establish additional contingency funds for the contract with CDM Smith, Inc. in the amount not to exceed $30,500, increasing the total amount to $129,400; and
To authorize the City Manager to negotiate change orders for the service contract with CDM Smith, Inc., provided that the total contract cost does not exceed $1,414,000.

10. AMENDMENT 2 TO PROFESSIONAL SERVICES CONTRACT NO. 17641 WITH HAZEN AND SAWYER, P.C. FOR THE WILLIAMS WATER TREATMENT PLANT BASIN IMPROVEMENTS PROJECT
To authorize the City Manager to execute contract Amendment 2 with Hazen and Sawyer, P.C., for construction related services for the Williams Water Treatment Plant Basin Improvements project in the amount of $3,955,440, for a total, revised contract amount of $5,787,670; and
To establish additional contingency funds of $255,000, along with the original unused contract contingency of $140,000, increasing the total contract contingency amount to $395,000; and
To authorize the City Manager to negotiate and execute amendments to the contract provided the total cost of all amendments together with the original contract does not exceed the total contract cost of $6,182,670.
