4. Contract ST-342 Street Repairs & Repaving 2026 – 2024 Bond Referendum

To authorize the City Manager to execute a contract for ST-342 Street Repairs & Repaving 2026 (Bond) with FSC II, LLC d/b/a Fred Smith Company in the amount of $13,467,391.68;

To establish a contingency fund in the amount of $336,684.79; and

To authorize the City Manager to negotiate and execute modifications to ST-342 Street Repairs & Repaving 2026 (Bond), provided that the total cost of the contract together with all modifications does not exceed $13,804,076.47.

5. Contract ST-343 Pavement Preservation 2026

To authorize the City Manager to execute a contract for ST-343 Pavement Preservation 2026 with Slurry Pavers, Inc. in the amount of $5,678,988.60;

To establish a contingency fund in the amount of $283,949.43; and

To authorize the City Manager to negotiate and execute modifications to ST-343 Pavement Preservation 2026, provided that the total cost of the contract together with all modifications does not exceed $5,962,938.03.

6. Contract Amendment No 1 for ST-334C Utility Locate Services 2025

To authorize the City Manager to execute contract Amendment No. 1 for ST-334C Utility Locate Services 2025 with KCI Associates of North Carolina, P.A. in the amount of $740,000 for a total revised contract amount not to exceed $1,255,000.

To authorize the City Manager to execute professional services contract ST-342C Pavement Management CEI Services 2026 with Summit Design and Engineering Services, Inc. in the amount not to exceed $2,080,800.

8. Resolution Accepting a North Carolina Land and Water Fund Grant to Construct the South Ellerbe Stormwater Project

To adopt the Resolution Accepting the North Carolina Land and Water Fund 2025 Restoration Grant for the South Ellerbe Restoration Project; and

To authorize the City Manager to negotiate and execute the North Carolina Land and Water Fund 2025 Restoration Grant Contract for the South Ellerbe Restoration Project, and any associated documents.

9. Second Amendment to Interlocal Cooperation Agreement with the Housing Authority of the City of Durham to Procure and Install Security Equipment

To resolve that the City Manager is authorized to execute the Second Amendment to the Interlocal Cooperation Agreement with the Housing Authority of the City of Durham to increase project funding by $20,000, for a total authorized amount not to exceed $130,000.
