5. FIRST AMENDMENT TO THE INTERLOCAL COOPERATION AGREEMENT BETWEEN THE CITY OF DURHAM AND THE COUNTY OF DURHAM TO CONTRACT FOR A JOINT COMMUNICATIONS PLAN
To authorize the City Manager to execute the First Amendment to the Interlocal Cooperation Agreement between the City of Durham and the County of Durham to Contract for a Joint Communications Plan to extend the term of the Agreement to January 1, 2026.

6. FY25 CAPITAL IMPROVEMENT PLAN (CIP) PROJECT CLOSE OUT
To adopt an Ordinance amending the General Capital Improvements Project Ordinance, the same being Ordinance #16451, for the purpose of closing various projects deemed complete and in the amount of $37,084,980; to reallocate project savings to other projects in the amount of $461,452; to reduce funding by $1,470,977 to reflect changes in municipal grant agreements; to increase funding by $600,000 for new traffic signal installations; and to redistribute funding between projects for the Turner & Townsend Heery project management contract;
To adopt an Ordinance amending the Stormwater Capital Improvements Project Ordinance, the same being Ordinance #16371, for the purpose of closing various projects deemed complete and in the amount of $2,688,434;
To adopt an Ordinance amending the Solid Waste Capital Improvements Project Ordinance, the same being Ordinance #16341, for the purpose of closing various projects deemed complete and in the amount of $6,162,631 and to redistribute funding between projects for the Turner & Townsend Heery project management contract;
To adopt an Ordinance amending the Transit Capital Improvements Project Ordinance, the same being Ordinance #16456, for the purpose of closing various projects deemed complete and in the amount of $7,426,850;
To adopt an Ordinance amending the Water and Wastewater Capital Improvement Project Ordinance, the same being Ordinance #16370, for the purpose of closing various projects deemed complete and in the amount of $49,009,820; and
To adopt a budget ordinance amending the City of Durham Budget Ordinance, Fiscal Year 2024-25, the same being Ordinance #16397.

7. AMENDMENTS TO THE CITY OF DURHAM POLICE AND FIRE COMPENSATION PLANS
To authorize the City Manager to amend the City's Police and Fire Compensation Plans, applying adjustments to the salary structures effective July 1, 2024.

8. CONTRACT FOR SITE EVALUATION AND IDENTIFICATION FOR THE ALGAL FLOWAY PROJECT AND PRESENTATION
To receive a presentation about the contract for site evaluation and identification for the Algal FlowayProject;
[A presentation was made during the January 23, 2025 City Council Work Session.]
To authorize the City Manager to execute a professional services contract with Gradient, PLLC for Site Evaluation and Identification for the Algal Floway Project in Durham County in an amount not to exceed $1,046,376;
To establish a contingency fund for the contract in the amount of $156,956; and
To authorize the City Manager to negotiate and execute amendments to the professional services contract provided that the total contract amount including existing contingency funds does not exceed $1,203,332.

9. CLOSING THE AMERICAN RESCUE PLAN ACT FUNDING FOR THE WESTERN INTAKE PARTNERSHIP PROJECTS

14. CONTRACT WITH CORPORATE F.A.C.T.S TO RECONCILE COMMUNITY DEVELOPMENT BLOCK GRANTS (CDBG), EMERGENCY SOLUTIONS GRANT (ESG), HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) ALLOCATIONS
To authorize the City Manager to execute a contract with Corporate F.A.C.T.S., Inc. in an amount not to exceed $100,662.00; with the terms of the contract beginning February 17, 2025 through December 31, 2025 to provide federal account reconciliation services for the ESG, HOPWA and CDBG programs;
To authorize the City Manager to execute any and all documents and instruments, necessary, reasonable and appropriate to carry out the purpose and intent of this contract; and
To authorize the City Manager to make necessary and sundry changes to the contract so long as the changes do not increase the financial obligations of the City, and the changes taken as a whole, are not less favorable to the City.
