5. Contract with Project Access of Durham County to Provide Rapid Rehousing Services

To authorize the City Manager to execute a 3-year contract with Project Access of Durham County in the amount not to exceed $235,800, for rapid rehousing (RRH) services to households experiencing homelessness and to further authorize the City Manager to execute any required amendments during the term of the contract up to the total contract amount

6. Contract with Housing for New Hope to Provide Rapid Rehousing Services to Households Experiencing Homelessness

To authorize the City Manager to execute a 3-year contract with Housing for New Hope in the amount not to exceed $870,813, for rapid rehousing (RRH) services to households experiencing homelessness and to further authorize the City Manager to execute any required amendments during the term of the contract up to the total contract amount.

7. Contract with Families Moving Forward for Supportive Services in Emergency Shelter

To authorize the City Manager to execute a contract and approve contract amendments, as may be needed, with Families Moving Forward in the amount of $240,000 for a 3-year contract term using CDBG funds to support case management services to families in emergency shelter and to further authorize the City Manager to execute any required amendments during the term of the contract up to the total contract amount.

8. Contract with Housing for New Hope to Provide Supportive Services to Participants in Permanent Supportive Housing

To authorize the City Manager to execute a contract with Housing for New Hope in the amount of $300,000 for the 3-year contract term to fund case management services to households in permanent supportive housing (PSH) and to further authorize the City Manager to execute any required amendments during the term of the contract up to the total contract amount.

9. Contract with Urban Ministries for Supportive Services in Emergency Shelter

To authorize the City Manager to execute a contract with Urban Ministries of Durham in the amount of $360,000 for the three-year contract term using CDBG funds to support case management services to households living in the emergency shelter and to further authorize the City Manager to execute any required amendments during the term of the contract up to the total contract amount.

To authorize the City Manager to execute a contract with Transource, Inc. of Kernersville, North Carolina for the purchase of three (3) automated refuse trucks for a total amount of $1,267,995.15.

11. Contract with Oracle Elevator Holdco, Inc. for Elevator Maintenance and Repair Services

To authorize the City Manager to execute the Contract for City-wide Elevator Maintenance and Testing Services with Oracle Elevator Holdco, Inc. in an amount not to exceed $158,472;

To establish a contingency fund in the amount of $15,847; and

To authorize the City Manager to negotiate and execute modifications to the Contract for City-wide Elevator Maintenance and Testing Services, provided that the total contract amount including existing contingency funds does not exceed $174,319.

12. First Renewal and Amendment to City of Durham and Durham Arts Council, Inc. Building and Services Agreement

To authorize the City Manager to enter into a five (5) year Renewal Agreement with the Durham Arts Council, Inc. for programs and to operate the facility from January 1, 2024 through January 1, 2029, with total payment for the 5-year term not to exceed $3,773,197.06.

13. Contract for the CentralSquare Services Agreement

To authorize the City Manager to execute a contract with CentralSquare Technologies, LLC for the OneSolution subscription services, Computer Aided Dispatch (CAD), Records Management System (RMS), and OneSolution Mobile Computing Terminal (OSMCT) for 5 years with a total contract amount of $927,072.46.

14. The U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, 2023 Local Solicitation Edward Byrne Memorial Justice Assistance Grant (JAG) Project Ordinance Superseding Grant Project Ordinance #16192

To authorize the City Manager to execute an inter-local agreement between the County of Durham and the City of Durham as required in the submitted joint application for the aggregate of funds allocated to Durham County and for the City to receive $99,553 of the awarded JAG funds for purposes identified in the joint application; and

To adopt the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Programs, 2023 Justice Assistance Grant (JAG) Program grant project ordinance in the amount of $99,553.

To authorize the City Manager to execute Contract SD-2024-02, Gaston Stormwater Infrastructure Repairs, with T.A. Loving Company dba Pipeline Utilities, Inc. in the amount of $686,646;

To establish a contingency fund in the amount of $102,996.90; and

To authorize the City Manager to negotiate change orders for Contract SD-2024-02 provided that the total contract cost does not exceed $789,642.90.

To adopt the Resolution Accepting the Capital Improvement Project Grant from Golden LEAF Foundation Flood Mitigation Funding to Improve the Belt Street Stormwater Infrastructure.

17. Amendment 2 to Contract 18648 with EMA Resources, Inc. for Handling and Disposal of Water and Wastewater Treatment Plant Biosolids

To authorize the City Manager to execute Amendment 2 to the Original Contract, as amended by Amendment 1, with EMA Resources, Inc. to provide services for disposal of drying bed material for an additional annual cost not to exceed $70,218.22 for the remainder of Fiscal Year 24 (FY24) and an additional annual expenditure not to exceed $150,000 in FY25, FY 26, and FY27, which will result in a total annual operating cost of not more than $1,118,750; and

To authorize the City Manager to execute amendments to the contract, provided the total cost of the Original Contract, together with Amendments 1 and 2 does not exceed a total 5-year contract amount of $6,563,968.22

18. Professional Services Contract Award to HDR Engineering, Inc. of the Carolinas for Per- And Polyfluoroalkyl Substances Consulting Support

To authorize the City Manager to execute a professional services contract with HDR Engineering, Inc. of the Carolinas for the PFAS Consulting Support project in an amount not to exceed $392,495;

To establish a contingency fund in the amount of $39,250; and

To authorize the City Manager to negotiate and execute amendments to the contract, provided the total cost of the original contract together with all the amendments does not exceed $431,745.
