All attendees are expected to follow the rules of decorum. Disruptions that hinder the meeting may result in removal until the individual can regain composure, and more serious or persistent conduct may result in trespass from City meetings as authorized by Chapter 46, Article VIII of the Durham City Code. If necessary, the Council will recess until order is restored. Thank you for supporting a space where everyone may be heard respectfully.” Rules of Decorum 1. All members of the public may participate in the public process. 2. Speakers will conduct themselves in a civil and respectful manner at all times. - Shouting, yelling, screaming, profanity, and/or obscenity is forbidden. - Refrain from the use of obscene language, “fighting words” likely to incite violence from the individual(s) to whom the words are addressed, or other language which is disruptive to the orderly and fair progress of discussion at the meeting. 3. In an effort to accommodate all who wish to address Council at a Council meeting while preserving a reasonable and efficient meeting schedule, each speaker will have a specified amount of time to deliver comments. Comments will be timed by the City Clerk or designee. Speakers are expected to cease comments immediately upon end-time. - Council Work Sessions: Members of the public who sign up to speak virtually (by 10 a.m.) or who sign up in-person, prior to 1 p.m., will be allowed to speak to non-public hearing items on the agenda for up to 3 minutes. Additionally, a limited number of speakers may be allowed to address the Council on matters not on the published agenda during the public comment period. - City Council Meetings: Members of the public who sign up virtually (by 2 p.m.) or in-person prior to 7 p.m. will be allowed to speak to an item on the agenda for up to 3 minutes. - The Mayor or Presiding Officer may in their discretion shorten the time for speaking when an unusually large number of persons have registered to speak. 8.
