To authorize the City Manager to execute the ILA on behalf of the City.

To authorize the City Manager to execute an ARPA subrecipient grant agreement with Durham Business and Professional Chain, Incorporated (The Chain) in an amount not to exceed $1,000,000 for technical support to small businesses, co-working spaces, and vocational skills training through Vocational Skills Institute development.

8. AMENDMENT TO CONTRACT #18394 BETWEEN THE CITY OF DURHAMAND DURHAM COUNTY FOR THE PROVISION OF THE HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) HOUSING ASSISTANCE AND RELATED SUPPORTIVE SERVICES
To ratify the services provided by Durham County by and through the Department of Social Services as a project sponsor subrecipient beginning July 1, 2023 to present;and
To authorize the City Manager to execute the first amendment to contract #18394 with Durham County (1) to fully administer the housing support services under the Housing Opportunities for Persons with AIDS (HOPWA) program, (2)to incorporate Granville County into the current eligible metropolitan statistical area for HOPWA service delivery (3)to extend the contract from to June 30, 2024 (4) and to increase contract total, using HOPWA funding, by $445,545.28 in an amount not to exceed $1,152,020.50.

To establish a contingency fund in the amount of $65,000; and
To authorize the City Manager to negotiate and execute modifications to the Agreement to Provide Professional Service for Durham Parking Garage Repairs between the City of Durham and Kimley-Horn and Associates, Inc., provided the total contract amount including existing contingency funds does not exceed $715,100.

To authorize the City Manager to negotiate and execute modifications to the Contract for Right-of-Way Stump Removal with Triangle Stump Removal Services LLC, provided that the total contract amount including existing contingency funds does not exceed $130,000.
