8. 2024 DURHAM CITY/COUNTY EMERGENCY OPERATIONS PLAN

To adopt the 2024 Durham City/ County Emergency Operations Plan, provided that the Plan does not amend City ordinances, nor shall it be used to construe City ordinances.

9. REVISIONS TO DEER BOW HUNTING ORDINANCE (SEC. 6-3)

12. PURCHASE OF PARATECH EQUIPMENT FOR NEW FIRE DEPARTMENT RESCUE APPARATUS

To authorize the City Manager to execute a purchase order contract with Allsource (DBA Safe Industries) for the purchase of Paratech rescue equipment for the new fire department rescue apparatus in the amount not to exceed $179,695.12.

General Services Department

13. FOREST HILLS SPRAYGROUND & PLAYGROUND DESIGN CONTRACT WITH WITHARCHITECTURE, P.A.

To authorize the City Manager to execute a design contract for the Forest Hills Sprayground & Playground Project with withArchitecture, P.A. in an amount not to exceed $188,250;

To establish a contingency fund in the amount of $18,825; and

To authorize the City Manager to negotiate and execute modifications to the design contract for the Forest Hills Sprayground & Playground Project provided that the total contract amount including existing contingency funds does not exceed $207,075.

14. SERVICE CONTRACT FOR COMPUTERIZED MAINTENANCE MANAGEMENT SYSTEM FROM BRIGHTLY SOFTWARE, INC.

To authorize the City Manager to execute the Contract for Computerized Maintenance Management System with Brightly Software, Inc. in an amount not to exceed $190,786.28.

15. SUPERSEDES GRANT PROJECT ORDINANCE #16190THE UNITED STATES MARSHALS SERVICE, 2023 FUGITIVE APPREHENSION TASK FORCE AGREEMENT PROJECT ORDINANCE

To authorize the City Manager to accept the Memorandum of Understanding with the United States Marshals Service for the 2024 Fugitive Apprehension Task Force, Grant amendment by executing the grant documents; and

To adopt the United States Marshals Service, 2024 Fugitive Apprehension Task Force Grant Project Ordinance, superseding Grant Project Ordinance #16190 to recognize the grant award increase from $18,638 to $38,638.

To authorize the City Manager to enter into a utility extension agreement with MERITAGE HOMES OF THE CAROLINAS, INC. to serve Arvin Subdivision Phases 1 - 4.

19. CONTRACT FOR FORAY DIGITAL EVIDENCE MANAGEMENT SYSTEM

To authorize the City Manager to execute the Contract for Subscription to Foray ADAMS Software-as-a-Service Digital Evidence Management System with Foray, LLC in an amount not to exceed $258,723.10.

20. CONTRACT WITH TT FASTER, LLC TO UPGRADE FLEET MANAGEMENT’S INFORMATION SYSTEM

To authorize the City Manager to execute the Contract for Implementation of FASTER Web Software Solution with TT FASTER LLC in an amount not to exceed $197,305.08.

21. CONTRACT WITH MAINLINE INFORMATION SYSTEMS, LLC TO UPGRADE THE CITY’S FIREWALL AND VPN SOLUTION

To authorize the City Manager to execute the Purchase Contract with Mainline Information Systems, LLC in an amount not to exceed $405,320.

22. PURCHASE CONTRACT WITH BRASCO INTERNATIONAL, INC. FOR SIXTY BUS SHELTERS

To authorize the City Manager to execute a Purchase Contract with Brasco International, Inc. for sixty (60) bus shelters for a not to exceed amount of $599,350.

23. TRANSIT GRANT PROJECT ORDINANCE AMENDMENTS

To adopt 2025 FTA Section 5303 Metropolitan Transit Planning Grant Project Ordinance and Authorization to Execute Grant Agreement;

To adopt FY2020-21 City of Durham and North Carolina VW Settlement Program Grant Project Ordinance Supersedes Ordinance 15665;

To adopt City of Durham and US Department of Transportation Federal Transit Administration UED22 FY 2021 and FY2022 FTA Section 5310, Enhanced Mobility for Seniors and Individuals with Disabilities Funds Grant Project Ordinance Supersedes Grant Project Ordinance 16212 and Authorization to Execute Grant Agreement;

24. UPDATES TO THE LOW-INCOME MONTHLY PARKING DISCOUNTED VOUCHER PROGRAM AND EVENING PARKING RATE

To authorize the City Manager to modify the Low-Income Monthly Parking Discounted Voucher Program by raising the participation criteria to 80% AMI and increasing the Voucher Discount to 75% of the monthly parking rate; and,

To adopt the Ordinance to Revise Parking Facility Fees to be effective November 1, 2024.

Motion 1: To adopt an ordinance annexing 'Mineral Springs Townhouses' into the City of Durham and to authorize the City Manager to enter into a utility extension agreement with Yeti Hospitality Group LLC;

Motion 2: To adopt an ordinance amending the Unified Development Ordinance by taking property out of Residential Suburban-20, Falls/Jordan Watershed Overlay District B, county jurisdiction and establishing the same as Planned Development Residential 5.349, Falls/Jordan Watershed Overlay District B, city jurisdiction; and

In an effort to preserve the intent of open government and maintain a positive environment for citizen input and Council decision-making, the following Rules of Decorum have been established. Compliance with these rules is expected and appreciated. 1. All citizens may participate in the public process. 2. Speakers will conduct themselves in a civil and respectful manner at all times. - Name-calling, shouting, yelling, screaming, profanity and/or obscenity is forbidden. - Refrain from the use of obscene language, “fighting words” likely to incite violence from the individual(s) to whom the words are addressed, or other language which is disruptive to the orderly and fair progress of discussion at the meeting. - Speakers will refrain from making comments of a personal nature regarding others. 3. The Mayor serves as the presiding officer of the Council; the Mayor Pro Tem serves in the Mayor's absence. - Speakers will state their name and address. - Speakers will address the presiding officer. - Questions to Council members or City staff will be facilitated by the presiding officer. - Speakers will refrain from the use of individual City staff names. It is appropriate to refer to staff by title and/or department. 4. Citizens must sign up to address Council using procedures outlined for Council meetings and Council Work Sessions. 5. Citizens may speak only to the matter for which they signed up and, in the case of public hearings, those matters which have been advertised and placed on the Council meeting agenda. 6. Citizens are encouraged to prepare remarks in advance for submission to the public record. Prepared remarks should be submitted to the Clerk prior to the start of the meeting or at the end of their comments. Additional material may be submitted to supplement remarks. 7. In an effort to accommodate all who wish to address Council at a Council meeting while preserving a reasonable and efficient meeting schedule, each speaker will have a specified amount of time to deliver comments. Comments will be timed by the City Clerk or designee; signals will be provided at the one-minute and 30-second measures. Speakers are expected to cease comments immediately upon end-time. - Council Work Sessions: Citizens who sign up in advance will be allowed to speak for up to 3 minutes. - City Council Meetings: Citizens who sign up in advance will be allowed to speak for up to 3 minutes. 8. Audience members shall: - Refrain from private conversations during the meeting - Come and go from the meeting space in the least disruptive manner possible. 9. No campaign placards, banners, or signs will be permitted in the City Council Chambers or Committee Room. Other signage is permitted except signs which violate the Rules of Decorum or that block the view of other attendees. 10. Exhibits, displays, and visual aids used in connection with presentations to the City Council are permitted. Video and/or PowerPoint presentations requested by citizens as visual aids must be submitted in advance via the Request to Speak form. Flash drives or any other hardware will not be inserted or connected to the City’s equipment or network.
