To authorize the City Manager to execute a contract with El Centro Hispano for community support services in an amount not to exceed $62,970.

8. SECOND AMENDMENT TO INTERLOCAL COOPERATION AGREEMENT BETWEEN THE CITY OF DURHAM AND DURHAM COUNTY TO CONTRACT FOR A JOINT CRISIS COMMUNICATIONS PLAN

To authorize the City Manager to execute the Second Amendment to the Interlocal Cooperation Agreement with Durham County for a Joint Crisis Communications Plan, extending the term of the agreement to December 31, 2026.

To authorize the City Manager and/or his designee to negotiate and execute a contract with Brink's, Incorporated for SmartSafe services not to exceed $130,000 for a period of five years with options to extend for successive one-year periods with mutual agreement of the parties.

To establish a contingency fund in the amount of $5,095.37; and

To authorize the City Manager to negotiate and execute modifications Contract for United States Department of Agriculture (USDA), Forest Service, Inflation Reduction Act Urban and Community Forestry Expansion Project - Urban Forestry Tree Canopy Assessment, provided that the total contract amount, including existing contingency funds, does not exceed $56,049.12.

To establish a contingency fund in the amount of $19,660; and

To authorize the City Manager to negotiate and execute modifications to the Contract for United States Department of Agriculture (USDA), Forest Service, Inflation Reduction Act Urban and Community Forestry Expansion Project - Tree Inventory and Urban Forestry Management Plan, provided that the total contract amount including existing contingency funds does not exceed $216,260.

To establish a contingency fund in the amount of $409,868.88; and

To authorize the City Manager to negotiate and execute modifications to the Contract for United States Department of Agriculture (USDA), Forest Service, Inflation Reduction Act Urban and Community Forestry Expansion Project - Right-of-Way Tree Planting, provided that the total contract amount does not exceed $3,962,690.88.

16. U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) GRANT PROJECT ORDINANCES

To adopt the FY2025-2026 U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Grant Project Ordinance (GPO) in the amount of $1,936,725 and program income estimate of $50,000 for a total appropriation of $1,986,725;

To adopt the FY2025-2026 U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships Program (HOME) Grant Project Ordinance (GPO) in the amount of $977,088.20 and program income estimate of $100,000 for a total appropriation of $1,077,088.20;

To adopt the FY2025-2026 U.S. Department of Housing and Urban Development (HUD) Emergency Solutions Grant (ESG) Grant Project Ordinance (GPO) in the amount of $376,018;

To adopt the FY2025-2026 U.S. Department of Housing and Urban Development (HUD) Housing Opportunities for Persons With AIDS (HOPWA) Grant Project Ordinance (GPO) in the amount of $1,106,643;and

To adopt an ordinance amending the U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnership-American Rescue Plan (HOME-ARP) Grant Project Ordinance (GPO) to recognize an increased appropriation of $4,352,661, the same being Ordinance #16119.

To authorize the City Manager to execute a second amendment with Eckerd Youth Alternatives, Inc. d.b.a. Eckerd Connects to extend the WIOA Youth Program for the period of October 1, 2025 through September 30, 2026, in the amount of $300,000 for a total, not to exceed contract amount of $900,000; and

To adopt the U.S. Department of Labor PY 2025-2027 Grant Project Ordinance for Federal Grant to execute City of Durham Workforce Innovation and Opportunity Act (WIOA) Employment Training Program, recognizing the grant award in the amount of $1,242,513.

To authorize the City Manager to execute any amendment or extensions allowed under this agreement.

To authorize the City Manager to execute the East Durham Water, Sewer, and Stormwater Replacement Phase 1A Project with Moffat Pipe Inc. in an amount not to exceed $10,648,571.40;

To establish a contingency fund in the amount of $1,108,978; and

To authorize the City Manager to negotiate and execute modifications to the East Durham Water, Sewer, and Stormwater Replacement Phase 1A Project provided that the total contract amount including contingency funds does not exceed $11,757,549.40.
