To accept the U.S. Department of Transportation - Federal Aviation Administration (FAA) Airport Improvement Program (AIP) Grant Offer 3-37-0056-069-2024 (Grant 69), in the amount of $1,016,279; and

To authorize the City Manager to execute the associated Grant Agreement.

7. AMERICAN RESCUE PLAN ACT (ARPA) – AGREEMENT WITH DURHAM HOUSING AUTHORITY (DHA)

To authorize the City Manager to execute an ARPA subrecipient grant agreement with Durham Housing Authority (DHA) in the amount of $280,917.73.

9. INTERLOCAL COOPERATION AGREEMENT WITH THE HOUSING AUTHORITY OF THE CITY OF DURHAM TO PROCURE AND INSTALL SECURITY EQUIPMENT

To resolve that the City Manager is authorized to execute the Interlocal Cooperation Agreement between the Housing Authority of the City of Durham and the City of Durham to Procure and Install Security Equipment.

To authorize the City Manager to execute the second amendment to the contract with Cornerstone OnDemand, Inc. for Cornerstone learning management SaaS services in the amount of $76,782.65 for a total revised contract amount not to exceed $220,573.65.

To authorize the City Manager to execute the First Amendment to Contract with M-Cubed & Co. Global LLC Inc. to provide economic development consulting services for Office of Economic and Workforce Development Business Registry & Legacy Program in an amount of $16,000 for a revised, total contract amount not to exceed $164,000.

12. APPLICATION FOR GREAT TRAILS STATE GRANT – AMERICAN TOBACCO TRAIL

To authorize the Durham Parks and Recreation Department to apply for a Great Trails State grant through the North Carolina Division of Parks and Recreation and the North Carolina Parks and Recreation Trust Fund in the amount of $500,000;

To authorize the Mayor to sign the grant application and any other necessary documents to apply for the Great Trails State grant.

13. PURCHASE CONTRACT WITH BLISS PRODUCTS AND SERVICES, INC. FOR THE PLAYGROUND & SURFACE REPLACEMENT PROJECT AT SHERWOOD PARK

To authorize the City Manager to execute a Purchase Contract for the Playground & Surface Replacement project at Sherwood Park with Bliss Products and Services, Inc. in the amount of $542,810.10;

To establish a contingency fund in the amount of $20,000.00; and

To authorize the City Manager to negotiate and execute modifications to the Purchase Contract for the Playground & Surface Replacement project at Sherwood Park, provided that the total contract amount including existing contingency funds does not exceed $562,810.10.

To authorize the City Manager to execute the proposed five-year PlotBox Software-as-a-Service contract with Plotbox Inc in an amount not to exceed $79,500.

17. AMERICAN RESCUE PLAN ACT (ARPA) PROJECT – DIGITAL EQUITY DELIVERS EQUITABLE DURHAM

To authorize the City Manager to execute an ARPA subrecipient grant agreement with Digital Durham in an amount not to exceed $493,080.

18. MICROSOFT ENTERPRISE SOFTWARE LICENSING AGREEMENT

To authorize the City Manager to execute the Microsoft Enterprise Software Licensing Agreement with Microsoft Corporation in an amount not to exceed $2,604,289.50;

To establish a contingency fund in the amount of $260,728; and

To authorize the City Manager to negotiate and execute modifications to the Microsoft Enterprise Software Licensing Agreement, provided that the total contract amount including existing contingency funds does not exceed $2,865,017.50.

19. RESOLUTION ACCEPTING A $1,000,000 DRINKING WATER STATE REVOLVING FUND LEAD SERVICE LINE REPLACEMENT NO-INTEREST LOAN

To adopt the Resolution Accepting the North Carolina Department of Environmental Quality Drinking Water State Revolving Fund - Lead Service Line Replacement loan in the amount of $1,000,000 to conduct water service line inventory field verifications; and

To authorize the City Manager to negotiate and execute the loan agreement with the State of North Carolina Department of Environmental Quality, Division of Water Infrastructure, and associated documents.

To authorize the City Manager to execute the Maintenance of Utility Easements project with Bull City Sitework, LLC in an amount not to exceed $3,509,856;

To establish a contingency fund in the amount of $350,144; and

To authorize the City Manager to negotiate and execute modifications for the Maintenance of Utility Easements project, provided that the total contract amount does not exceed $3,860,000.
