7. Priority Dispatch Corporation – Quality Performance Review Service Agreement
To authorize the City Manager to execute a three-year Quality Performance Review Service Agreement with Priority Dispatch Corporation in an amount not to exceed $260,820.
8. Priority Dispatch Corporation Extended Service Plan Agreement
To authorize the City Manager to execute the Extended Service Plan Agreement with Priority Dispatch Corporation in an amount not to exceed $184,320.
Fire Department
9. Interlocal Memorandum of Agreement for Urban Search and Rescue Task Force 8
To resolve that the City Manager be authorized to enter into a Memorandum of Agreement (MOA) with the City of Raleigh and the Town of Chapel Hill for continued participation in the Regional Urban Search and Rescue (USAR) Team and to authorize an annual payment of $61,027.35 to the City of Raleigh for consolidated team funding;
To establish a contingency fund for the contract in the amount of $30,536.18; and
To resolve that the City Manager be authorized to execute modifications/extensions to cover the increase in the annual contract payment provided that the total ten-year cost of the MOA together with all modifications/extensions does not exceed $640,809.68.

10. Contract with Universal Protection Service, LLC for Armed and Unarmed Security Guard Services
To authorize the City Manager to execute the Contract for Armed and Unarmed Security Guard Services with UNIVERSAL PROTECTION SERVICE, LLC in an amount not to exceed $1,724,913.

11. Stop Loss Insurance Contract for Blue Cross and Blue Shield of North Carolina for Financial Protection Under the Self-Funded Group Health Plan
To authorize the City Manager to execute a one-year specific Stop Loss insurance contract with Blue Cross and Blue Shield of North Carolina in the amount of $3,500,038.08.
Public Works Department
12. Utility Extension Agreement with Newman Land Company LLC to Serve the Heidelberg Street Water and Sewer Extension Project
To authorize the City Manager to enter into a utility extension agreement with Newman Land Company LLC to serve the Heidelberg Street Water and Sewer Extension Project
13. Contract Amendment No. 1 for SW-89C Project Management & Inspection Services
To authorize the City Manager to execute Contract Amendment No. 1 for SW-89C Project Management & Inspection Services with Qunity, P.A. in the amount of $400,000, for a total revised contract amount not to exceed $900,000.
14. Stormwater Infrastructure Repairs (SD-2023-04)
To authorize the City Manager to execute Contract SD-2023-04, Stormwater Infrastructure Repairs, with White Oak Construction Corp. of NC in an amount not to exceed $730,506;
To establish a contingency fund in the amount of $109,575.90; and
To authorize the City Manager to negotiate and execute modifications to Contract SD-2023-04, provided that the total cost of the contract together with all modifications does not exceed $840,081.90.
Solid Waste Management Department
15. Contract with SZC Logistics, Inc. For Recycling and Disposal of Scrap Tires
To authorize the City Manager to execute the Contract For Scrap Tire Recycling and Disposal with SZC Logistics, Inc. in an amount not to exceed $1,200,000;
To establish a contingency fund in the amount of $300,000; and
To authorize the City Manager to negotiate and execute modifications to the Contract for Scrap Tire Recycling and Disposal, provided that the total cost of the contract together with all modifications does not exceed $1,500,000.
Transportation Department
16. Supplemental Agreement #1 for Roundabout Design Services at Morreene Road and American Drive
To authorize the City Manager to execute Supplemental Agreement #1 with Kimley-Horn & Associates, Inc. for Roundabout Design Services at Morreene Road and American Drive in the amount of $358,400; and
To adopt an ordinance amending the General Capital Improvement Project Ordinance, Fiscal Year 2023-24, as amended, the same being Ordinance #16163 for the purpose of increasing the Roundabout Installation (Morreene/American) by $58,400 by using Street Impact Fees from Zone 4.
17. Grant Project Ordinances for Transportation
To adopt North Carolina Department of Transportation Section 104(f) and Section 133(b)(3)(7) Transportation Planning Grant Project Ordinance superseding Grant Project Ordinance #15964 and authorize the City Manager to execute the Grant Agreement;
To adopt FY21 and FY22 FTA Section 5310, Enhanced Mobility for Seniors and Individuals with Disabilities Funds Grant Project Ordinance and authorize the City Manager to execute the Grant Agreement;
To adopt FY24 FTA Section 5303 Metropolitan Transit Planning Grant Project Ordinance and authorize the City Manager to execute the Grant Agreement; and
To adopt FY24 Areas of Persistent Poverty Grant Project Ordinance and authorize the City Manager to execute the Grant Agreement.

18. Professional Engineering Services Contract with HDR Engineering, Inc. of the Carolinas for the Western Intake Partnership Program Manager Project – Amendment No. 3
To authorize the City Manager to execute a contract amendment to the Western Intake Partnership Program Manager with HDR Engineering, Inc. of the Carolinas for $580,200, for a total, revised contract amount of $3,004,600;
To establish contingency funds of $160,000 for the Western Intake Partnership Program Manager; and
To authorize the City Manager to negotiate and execute amendments to the contract provided that the total contract cost does not exceed $3,164,600.
