To adopt the Share Our Strength No Kid Hungry Grant Budget Ordinance and authorize execution of the grant agreement in the amount of $25,000.

5. Approval of the Wake County Multi-Jurisdictional Hazard Mitigation Plan

To adopt the Wake County Emergency Operations Plan which includes the City of Durham incorporation.

6. Interlocal Agreement Between the City of Durham and the County of Durham to Fund Community Solutions Consulting Work on the Homeless Strategic Framework

To resolve that the City Manager is authorized to execute Interlocal Agreement with Durham County to fund the Community Solutions Consulting Work on the Homeless Strategic Framework.

8. Proposed 10-Year Lease with Liberty Arts, Inc. for Arts Pavilion at 505 Rigsbee Avenue

To adopt a Resolution Authorizing the City Manager to Execute a 10-Year Lease with Liberty Arts, Inc. for the Liberty Arts Pavilion Located at 505 Rigsbee Avenue; and

To authorize the City Manager to execute subsequent documents permitted by or required by the Lease Agreement, including any amendments, extensions, renewals, or related documents.

9. Durham Rail Trail Construction Manager at Risk (CMAR) Contract with Balfour Beatty Construction / Holt Brothers Construction, a Joint Venture

To adopt the resolution finding that the use of construction manager at risk (CMAR) services is in the best interest of the Durham Rail Trail project as determined by the City pursuant to N.C.G.S. 143-128.1(e);

To adopt a resolution approving the prequalification process for the Durham Rail Trail project consistent with the requirements of N.C.G.S. 143-128.1(c);

To authorize the City Manager to negotiate and execute a CMAR contract with Balfour Beatty Construction / Holt Brothers Construction, a Joint Venture for preconstruction services for the Durham Rail Trail project for an amount not to exceed $300,749;

To establish a contingency fund in the amount of $30,074; and

To authorize the City Manager to negotiate and execute modifications to the CMAR contract for preconstruction services provided that the total amount, together with all modifications and existing contingency funds, does not exceed $330,823.

10. Interlocal Agreement for Fire & Emergency Medical Services Station 19

To resolve that the City Manager is authorized to execute an Interlocal Agreement for Planning, Designing, Constructing, Programming and Sharing of a Fire Station/EMS Facility in Southern Durham County with Durham County, substantially similar to the one attached.

To authorize the City Manager to enter into a utility extension agreement with Jason Jones to serve 102 N. Maple Street.

12. Utility Extension Agreement with Zelightisred, LLC to serve 2502 Angier Avenue (BuildSense HQ)

To authorize the City Manager to enter into a utility extension agreement with Zelightisred, LLC to serve 2502 Angier Avenue (BuildSense HQ).

Technology Solutions Department

13. Third Amendment to the Contract with Duke University for City Fiber

To authorize the City Manager to execute the Third Amendment to the Scope of Services Between Duke University and the City of Durham in the amount of $426,899 for a revised, total contract amount not to exceed $6,797,776.

14. FY 2023 State and Local Cybersecurity Grant Program (SLCGP) Grant Project Ordinance and Authorization to Execute Memorandum of Agreement

To adopt the FY 2023 State and Local Cybersecurity Grant Program (SLCGP) grant project ordinance and authorize the execution of the grant agreement, in the amount of $138,059.

Transportation Department

15. Federal Transit Administration Bus and Bus Facility Grant Project Ordinance

To adopt FY 2025-2026 FTA Section 5339 Bus and Bus Facility Grant Project Ordinance; and

To authorize the City Manager to execute the Section 5339 Bus and Bus Facility Grant Agreement.

16. Purchase Contract with Gillig, LLC for Ten Diesel Buses for GoDurham

To authorize the City Manager to execute a purchase contract with Gillig, LLC for ten (10) new 40ft low-floor diesel buses in the amount of $800,245 per bus for a total of $8,002,450.

17. Service Contract with Palmetto Underground Solutions LLC for the 2026 Lead Service Line Inventory Field Verifications Project

To authorize the City Manager to execute the 2026 Lead Service Line Inventory Field Verification Project Contract with Palmetto Underground Solutions LLC in an amount not to exceed $900,000;

To establish a contingency fund in the amount of $180,000; and

To authorize the City Manager to negotiate and execute modifications to the 2026 Lead Service Line Inventory Field Verification Project Contract, provided that the total contract amount including existing contingency funds does not exceed $1,080,000.

18. Award of Construction Contract to PC Construction Company for the Williams Water Treatment Plant Basin Improvements Project

To authorize the City Manager to execute a contract with PC Construction Company for construction of the Williams Water Treatment Plant Basin Improvements project in the amount of $37,078,000;

To establish a contingency fund for the contract in the amount of $3,700,000; and

To authorize the City Manager to negotiate and execute modifications to the contract provided the cost of all change orders together with the original contract amount does not exceed $40,778,000.

To hold a Public Hearing on April 20, 2026 to receive public comments on the Proposed Substantial Amendments to the FY2022-2023 and FY2025-2026 Annual Action Plans (AAPs) for CDBG;

To approve the Proposed Substantial Amendments to the FY2022-2023 and FY2025-2026 Annual Action Plans (AAPs) for CDBG for submission to the U.S. Department of Housing and Urban Development (HUD); and

To authorize the City Manager to execute all administrative requirements and contractual documents for the implementation of the amended FY2022-2023 and FY2025-2026 Annual Action Plans (AAPs) reallocating $887,345 to the FY2025-2026 Section 108 Loan Defeasance Payment project to ensure timely expenditure of Community Development Block Grant (CDBG) funds.

Motion 2: To adopt an ordinance amending the Unified Development Ordinance by taking property out of Residential Rural, Commercial Neighborhood, and Residential Suburban, Falls/Jordan District B Watershed Protection Overlay, Major Transportation Corridor I-85 Overlay, county jurisdiction and establishing the same as Planned Development Residential 3.975, Falls/Jordan District B Watershed Protection Overlay, Major Transportation Corridor I-85 Overlay, city jurisdiction; and
