4. Bloomberg Center for Public Innovation (BCPI) Grant Budget Ordinance
To adopt the Bloomberg Center for Public Innovation at Johns Hopkins University Grant Budget Ordinance; and
To authorize the City Manager to execute the grant agreement with the Bloomberg Center for Public Innovation at Johns Hopkins University and other documents required or appropriate in order for the City to receive the grant.

6. Contract BR-11 National Bridge Inventory Structural Repairs 2026
To authorize the City Manager to execute a construction contract for BR-11 NBI Structural Repairs 2026 with Beluca LLC in the amount of $674,025.00;
To establish a contingency fund in the amount of $134,805.00; and
To authorize the City Manager to negotiate and execute modifications to BR-11 NBI Structural Repairs 2026, provided that the total cost of the contract together with all modifications does not exceed $808,830.00.

7. Utility Revenue Refunding Bonds, Series 2026
To adopt a Resolution directing an application to the Local Government Commission for its approval of a Utility System Revenue Bonds not to exceed $218,000,000; requesting Local Government Commission approval of the financing; and certain related matters; and
To authorize the City Manager or his designee to execute other associated legal documents as necessary to complete this transaction and to make changes to any of the legal documents prior to execution, so long as the changes are consistent with the intent of the agenda item memo and the existing versions of the documents.

8. 2025 Equal Business Opportunity Program (EBOP) Annual Report, Participation Goal Review and Ordinance Extension
To receive the 2025 Equal Business Opportunity Program Annual Report; and
To approve the minority and women underutilized business enterprise (MWUBE) participation goals found in Attachment 3; and
To adopt an Ordinance to extend the sunset of the current Ordinance to Promote Equal Business Opportunities in City Contracting, Chapter 18 of the City Code known as the Equal Business Opportunity Program (EBOP), until March 31, 2028.

9. Interlocal Agreement with Durham County for Joint Funding of the Low-Income Homeowner’s Relief Program (LIHRP)
To resolve that the City Manager be authorized to execute an interlocal agreement with Durham County for the Low-Income Homeowner’s Relief Program (LIHRP); and
To approve that the interlocal agreement with Durham County is not to exceed $500,000 in program grants and $127,500 of administrative and outreach cost reimbursements.

To adopt a resolution authorizing the negotiation of an amendment to an installment financing contract not to exceed $136,000,000; authorizing the filing of an application with the Local Government Commission for its approval of the amendment; conducting a public hearing concerning the amendment; and providing for certain other related matters thereto;

To authorize the City Manager to execute the Contract for ArcGIS Indoors Implementation Services with geoConvergence LLC in an amount not to exceed $367,500.

14. Advanced Meter Infrastructure (AMI) - Meter Transition Project (Phase 1 – 7) Contract
To find it is in the best interest of the City to conduct a sole source procurement of water meters from Ferguson Enterprises, LLC for the standardization or compatibility within the City of Durham Water system in accordance to N.C. Gen. Stat. § 143-129(e)(6).
To authorize the City Manager to negotiate and execute a purchase and installation contract with Ferguson Enterprises, LLC for the purchase and delivery of water meters in the amount of $57,402,451.90 and installation services in the amount of $26,041,608.54 for a total purchase and installation contract of $83,444,060.44;
To establish a contingency fund in the amount of $ $8,344,406.04 for a total purchase and installation contract value not to exceed $91,788,466.48; and
To authorize the City Manager to negotiate and execute modifications to the purchase and installation contract for the AMI Meter Transition Project with Ferguson Enterprises, LLC, provided that the total contract amount including existing contingency funds does not exceed $ $91,788,466.48.
