4. POLICIES AND PROCEDURES FOR THE CITY OF DURHAM’S BOARDS, COMMITTEES, COMMISSIONS, AND TASKFORCES
To adopt the proposed Policies and Procedures for the City of Durham’s Boards, Committees, Commissions, and Taskforces.
To authorize the City Attorney's Office to amend the bylaws of City-appointed Boards, Committees, Commissions, and Taskforces to effectuate the BCCT Procedures.

5. THIRD AMENDMENT TO CONTRACT 19376 WITH VOLUNTEERS OF AMERICA OF THE CAROLINAS, INC. FOR THE PROVISION OF COORDINATED ENTRY WITH DIVERSION SERVICES
To authorize the City Manager to execute the Third Amendment to Contract 19376 with Volunteers of America Carolinas, Inc. to provide coordinated entry and diversion services to households experiencing homelessness, increasing the value of the contract by $313,750 for a total contract value of $2,060,000 and extending the contract to June 30, 2026.

6. SOUTH ELLERBE RESTORATION PHASE 3A-UTILITY AND DRAINAGE UPGRADES (SP-2025-01)
To authorize the City Manager to execute Contract SP-2025-01 South Ellerbe Restoration Phase 3A-Utility and Drainage Upgrades with Mid-Atlantic Infrastructure Systems, Inc in the amount of $8,541,060;
To establish a contingency fund in the amount of $854,106; and
To authorize the City Manager to negotiate change orders for Contract SP-2025-01 provided that the total contract cost does not exceed $9,395,166.

7. CAROLINA THEATRE HVAC UPGRADES DESIGN-BUILD SERVICES CONTRACT WITH BRADY TRANE SERVICE, INC.
To adopt the resolution finding that the use of a Design-Build project delivery method for the Carolina Theatre HVAC Upgrades project is in the best interest of the City;
To authorize the City Manager to execute a Design-Build contract for preliminary design and preconstruction services for the Carolina Theatre HVAC Upgrades project with Brady Trane Service, Inc. in an amount not to exceed $92,750;
To authorize the City Manager to negotiate and execute Design-Build amendments for final design and construction services not to exceed $5,235,250;
To establish a contingency fund in the amount of $532,000; and
To authorize the City Manager to negotiate and execute modifications to the Carolina Theatre HVAC Upgrades Design-Build contract provided that the total contract amount including existing contingency funds does not exceed $5,860,000."

8. AUTHORIZATION OF LOAN FOR THE VILLAGES OF HAYTI – PHASE I REDEVELOPMENT (FORMERLY FAYETTE PLACE)
To authorize the City Manager to negotiate and execute a Loan Agreement and related loan documents with the Housing Authority of the City of Durham (DHA) and/or its affiliate, Development Ventures Incorporated (DVI), to provide up to $17,049,195.00 for The Villages of Hayti Phase I redevelopment (formerly Fayette Place).
